Independent organizations aided China's rise but face an uncertain future Before the Communist Party took power in China in 1949, businesspeople and missionaries were among the most important and numerous Westerners in China. Since China's reopening to the world in the late 1970s, thousands of non-profit organizations, schools, universities, foundations, and trade associations--many of them with overseas connections--have worked and played important roles in China. The government has sometimes welcomed these institutions as major contributors to China's economic and social development. But under the leadership of President Xi Jingping, the government now tends to view independent organizations, of all kinds, as potential threats to the country's stability and security. The global implications of China's rise as a global actor In 2005, a senior official in the George W. Bush administration expressed the hope that China would emerge as a “responsible stakeholder” on the world stage. A dozen years later, the Trump administration dramatically shifted course, instead calling China a “strategic competitor” whose actions routinely threaten U.S. interests. Both assessments reflected an underlying truth: China is no longer just a “rising” power. It has emerged as a truly global actor, both economically and militarily. Every day its actions affect nearly every region and every major issue, from climate change to trade, from conflict in troubled lands to competition over rules that will govern the uses of emerging technologies. Barry Eichengreen argues that it will not be possible for governments to prevent exchange rates from exceeding prespecified limits.
