Quotas for women in government have swept the globe. Yet we know little about their capacity to upend entrenched social, political, and economic hierarchies. Women, Power, and Property explores this question within the context of India, the world's largest democracy. Brulé employs a research design that maximizes causal inference alongside extensive field research to explain the relationship between political representation, backlash, and economic empowerment. Her findings show that women in government – gatekeepers – catalyze access to fundamental economic rights to property. Women in politics have the power to support constituent rights at critical junctures, such as marriage negotiations, when they can strike integrative solutions to intrahousehold bargaining. Yet there is a paradox: quotas are essential for enforcement of rights, but they generate backlash against women who gain rights without bargaining leverage. In this groundbreaking study, Brulé shows how well-designed quotas can operate as a crucial tool to foster equality and benefit the women they are meant to empower.
Women’s self-help groups (SHGs) have increasingly been used as a vehicle for social, political, and economic empowerment as well as a platform for service delivery. Although a growing body of literature shows evidence of positive impacts of SHGs on various measures of empowerment, our understanding of ways in which SHGs improve awareness and use of public services is limited. To fill this knowledge gap, this paper first examines how SHG membership is associated with political participation, awareness, and use of government entitlement schemes. It further examines the effect of SHG membership on various measures of social networks and mobility. Using data collected in 2015 across five Indian states and matching methods to correct for endogeneity of SHG membership, we find that SHG members are more politically engaged. We also find that SHG members are not only more likely to know of certain public entitlements than non-members, they are significantly more likely to avail of a greater number of public entitlement schemes. Additionally, SHG members have wider social networks and greater mobility as compared to non-members. Our results suggest that SHGs have the potential to increase their members’ ability to hold public entities accountable and demand what is rightfully theirs. An important insight, however, is that the SHGs themselves cannot be expected to increase knowledge of public entitlement schemes in absence of a deliberate effort to do so by an external agency.
This volume offers an understanding of institutional reforms, gender-related policy dynamics, the role of different actors in the policy process, and the impact of a particular policy on the state of women’s political participation in Bangladesh. The discussion is set against the background of the Fourth World Conference on Women, 1995, in Beijing, in which a Platform for Action signed by heads of governments expressed their countries’ commitment to achieve ‘gender equality and empowerment of women’ through ensuring integration of the gender perspective at all levels. In Bangladesh, notable among the initiatives undertaken was the enactment of the Local Government (Union Parishads) (Second Amendment) of 1997, through which one-third of seats were reserved for women in the Union Parishad (UP) and the system of direct election was introduced to elect women members in reserved seats. The Act of 1997 is considered to be a milestone, since it has enhanced women’s participation in the local government politics significantly. Against this background, the specific research questions that have been addressed in this volume include: the necessity of reform for enhancing women’s participation in politics; the context against which the Government of Bangladesh enacted the Act and the reasons such an initiative was not taken earlier; the actors behind the reforms and their role in the reform process; and the impact of the reform on the state of women’s participation at the local level in Bangladesh.

Since the mid-1980s, the presence of women in governance has become a major marker of successful democracy in global and national discourses on the democratization of society. A diverse set of nation-states have legislatively mandated gender quotas to ensure the presence of elected women representatives (EWRs) in various rungs of governance. Since 1993, the Indian state has legislated a massive program of democratization and decentralization. As a result, more than 1.5 million EWRs have taken office within the lower rungs of governance or the Panchayati Raj Institutions (PRI). This book is an ethnography of the Indian state and its policy of legislated entry of women into political life. It argues that political participation of women is necessary to change the political practices in society, to make institutions more gender, class and caste representative, and to empower individual women to negotiate both formal and informal institutions. Its locus is the everyday life contexts of EWRs in the southern Indian state of Karnataka who negotiate their own meanings of politics, state, society, empowerment and political subjectivity. Analysing three factors – structural boundaries, sociocultural divisions and conjunctural limitations imposed on the participation of EWRs by political parties – the book demonstrates that the social embeddedness of PRIs within everyday practices and social relations of identity and power severely constrain and shape the political participation and empowerment of EWRs. Providing a valuable insight into contemporary state and feminist praxis in India, this book will be of interest to scholars of grass-roots democracy, gender studies and Asian politics.

Women’s minimal leadership role in national and local political spheres remains a serious concern worldwide.
