The People’s Republic of China (PRC) has the world’s longest inland waterway system. Despite the system’s potential and the government’s policies encouraging its development, inland waterway transport (IWT) has not been developed as much as other transport modes. This publication examines the constraints in developing IWT based on a study in the PRC’s Hunan province. Six major challenges threatening the viability of IWT and its integration into the whole logistics chain have been identified. The analyses and case study lead to recommendations that are relevant not just to the PRC but also to other developing countries.
This volume represents the fruits of a preliminary inquiry into one aspect of contemporary Chinese law-the criminal process. Investigating what he calls China's "legal experiment," Mr. Cohen raises large questions about Chinese law. Is the Peoples Republic a lawless power, arbitrarily disrupting the lives of its people? Has it sought to attain Marx's vision of the ultimate withering away of the state and the law? Has Mao Zedong preferred Soviet practice to Marxist preaching? If so, has he followed Stalin or Stalin's heirs? To what extent has it been possible to transplant a foreign legal system into the world's oldest legal tradition? Has the system changed since 1949? What has been the direction of that change, and what are the prospects for the future? Today, immense difficulties impede the study of any aspect of China's legal system. Most foreign scholars are forbidden to enter the country, and those who do visit China find solid data hard to come by. Much of the body of law is unpublished and available only to officialdom, and what is publicly available offers an incomplete, idealized, or outdated version of Chinese legal processes. Moreover, popular publications and legal journals that told much about the regime's first decade have become increasingly scarce and uninformative. In order to obtain information for this study, Mr. Cohen spent 1963-64 in Hong Kong, interviewing refugees from the mainland and searching out and translating material on Chinese criminal law. From the interviews and published works, he has endeavored to piece together relevant data in order to see the system as a whole. The first of the three parts of the book is an introductory essay, providing an overview of the evolution and operation of the criminal process from 1949 through 1963. The second part, constituting the bulk of the book, systematically presents primary source material, including excerpts from legal documents, policy statements, and articles in Chinese periodicals. In order to show the law in action as well as the law on the books, the author has included selections from written and oral accounts by persons who have lived in or visited the People's Republic. Interspersed among these diverse materials are Mr. Cohen's own comments, questions, and notes. Part III contains an English-Chinese glossary of the major institutional and legal terms translated in Part II, a bibliography of sources, and a list of English-language books and articles that are pertinent to an understanding of the criminal process in China.

Asian Development Bank (ADB) is assisting the development of transport sector in the People's Republic of China since 1986, by providing lending and non-lending support. Considerable progress has been achieved since then. However, with volatile fuel prices and increasing greenhouse emissions, issues of affordability, environmental sustainability and resource optimization are becoming increasingly important. This paper analyses these key issues and recommends a new, target-oriented approach that places energy efficiency, environment, and health at the top of the policy agenda for transport and related sectors at all levels. The paper makes six key recommendations for promoting environmentally sustainable transportation that can be considered by PRC to overcome these challenges.
This book discusses the links between population growth, migration and the transport system in China. It first reviews the theories concerning the relationship between population growth, distribution and transport systems from an international perspective and then analyses the history of and changes in population growth, population migration, urbanisation and population spatial distribution in China by using multiple data sources, including the census, China Family Panel Studies data, China Migrants Panel Studies data and mobile phone data. Thirdly, it explores the effects of population growth and migration on transport infrastructures and services in terms of planning, investments, development, operation and management. The book also evaluates the features, strengths and weaknesses of various population policies on the basis of their impacts on transport, birth control, the hukou system, the migration management system and the policies designed to limit the growth of large cities and encourage the growth of small cities. Further, it addresses transport policies in the context of their capacity to meet people’s mobility and accessibility needs and other factors, including energy consumption, environment pollution and regional development inequalities. Examining the trends in population distribution and their influences on transport, such as an increase in urban agglomeration and mega city regions in the east of China and population shrinkage in the cities and regions in northeast and west China, it also investigates the new trends of rural migration and population movement during the Spring Festival and other public holidays and the challenges of these new trends for transport system. A liner conference, as a self-regulation organisational form of liner shipping companies, constitutes a typical "hard-core cartel" with significant anti-competitive effect. One of the main three trade routes of liner shipping traffic is the Europe-Asia Trade, on the two ends of which both the European Community (EC) and the People’s Republic of China (PRC) play important roles in the international liner shipping market. However, the competition regimes on liner conferences in both jurisdictions are not equivalent.
