One of the most striking features of contemporary Malawi after the introduction of multi-party democracy is the proliferation of watchdog non-governmental organizations. Despite the increasing number of these NGOs working in areas of governance and service delivery, public resources' embezzlement, and abuses of human rights appear not to be encouraging. This work looks at factors that impede operations of NGOs in Malawi using CHRR as case study. The tension and suspicions about State-NGOs relationship hinges on trust and the political space where both interact. While NGOs, exhibit inadequate internal accountability which has affected their credibility, the citizens have downer the NGOs as people no longer want to be involved in contentious political and economic issues. This is a big challenge, since the NGOs rely heavily on the participation of grassroots for their claims to be legitimate and sustainable. The work helps identifying opportunities for improvements and need to strengthen strategies that focus on grassroots capacity building and improve networking. It is useful to development work professionals, NGOs and CSOs or organizations involved in promoting good governance.

The Non-Governmental Development Organisations (NGDOs) have, over the past two decades, entered centre stage in their active participation in the social, political and economic issues affecting both the developing and developed world. Dr. Banda's thirty-year rule was the subject of Lwanda's earlier book Kamuzu Banda of Malawi: a Study in Promise, Power and Paralysis, the first edition of which was in 1993. Now the small Southern African nation of Malawi has been a multiparty democracy since the first multiparty elections on 17 May 1994. The first multiparty dispensation, under the United Democratic Front's President Bakili Muluzi, experienced both startling successes and fantastic failures. Since then, the paralysing poverty has persisted, yet the once silent land is resonating with freedom of speech, free universal primary school education, an independent judiciary... The first incarnation of this book was written in 1996, three years before the elections of 1999. The rise of neo-liberalism and the so-called Washington Consensus have generated a powerful international ideology concerning what constitutes good governance, democratization, and the proper roles of the State and civil society in advancing development. As public spending has declined, the nongovernment sector has benefited very significantly from taking on a service-delivery role. At the same time, NGOs, as representatives of civil society, are a convenient channel through which official agencies can promote political pluralism. But can NGOs simultaneously facilitate governments’ withdrawal from providing basic services for all and also claim to represent and speak for the poor and the disenfranchised? Reforming the Malawian Public Sector argues that the new public management model that Malawi, like most African countries, adopted under the influence of donor organisations has not led to the intended development. The book examines decentralisation, performance contracting, and publicprivate partnerships as key aspects of the reforms and comes to the conclusion that at best, it can be argued that the failures have been due to poor implementation and this could be attributed to the fact that the process was led by donors who lacked the necessary institutional infrastructure. The book uses the 2005/6 fertiliser subsidy programme, which the government embarked on despite donor resistance that it went against market models, but which turned out to be overwhelmingly successful to demonstrate the states developmental ability and potential.
