During the last century international trade has become indispensable for many economies. This is not only the case for trade in primary raw materials and consumer products but also for secondary (recyclable) materials. With the rapid growth of the recycling sector worldwide, trade in recyclables increased tremendously. It is striking that most of this trade flows from developed to developing countries. This book addresses the main causes of this typical trade pattern and investigates its economic and environmental effects by carrying out case studies on waste paper imports in India, waste plastics imports in China, and used-tyre trade in Europe. The book concludes by recommending policies that are aimed at preventing negative economic and environmental effects potentially resulting from trade in recyclables. Paper recycling in an increasingly environmentally conscious world is gaining importance. Increased recycling activities are being driven by robust overseas markets as well as domestic demand. Recycled fibers play a very important role today in the global paper industry as a substitute for virgin pulps. Paper recovery rates continue to increase year after year Recycling technologies have been improved in recent years by advances in pulping, flotation deinking and cleaning/screening, resulting in the quality of paper made from secondary fibres approaching that of virgin paper. The process is a lot more eco-friendly than the virgin-papermaking process, using less energy and natural resources, produce less solid waste and fewer atmospheric emissions, and helps to preserve natural resources and landfill space. Currently more than half of the paper is produced from recovered papers. Most of them are used to produce brown grades paper and board but for the last two decades, there is a substantial increase in the use of recovered papers to produce, through deinking, white grades such as newsprint, tissue, market pulp. By using recycled paper, companies can take a significant step toward reducing their overall environmental impacts. Air pollution concentrations have been rapidly increasing in the major urban areas of Brazil caused mainly by the increasing use of vehicles. In the presence of this negative externality, environmental regulation is required. Car emission control policies in Brazil have relied basically on mandatory emission standards and subsidies for specific cleaner technology resulting in substantial decrease of car emission rates. Nevertheless, car sale taxes, differentiated by vehicles' size and fuel, have also influenced car emission patterns. This paper analyzes the compliance trend of the Brazilian fleet with environmental standards between 1992 and 1997. We find that larger automobiles had the fastest compliance schedule while popular models adjusted very slowly. Also gasoline-fueled models had a faster adjustment pattern than ethanol cars. Additionally, we analyze the current relationship between pollution emissions and car characteristics in order to orient policy formulation. We find a positive relationship between emissions rates and horse power, concluding that although the current value added-sale car tax is not environmental harmful, a tax differentiating clean from dirty models, within each tax bracket, could create substantial incentives for emission control in the future.

Many conflicts in numerous parts of the developing world can be traced to disputes over land ownership, land use and land degradation. In this paper we test the hypothesis that differences in knowledge structures on land tenure and market systems between different leaders within these countries has caused marginalisation of some leaders by the others. A sustained process of marginalisation driven by this inequality has caused the disadvantaged to revolt, resulting, in many cases, in violent clashes. In this paper we develop a game theoretic model to test our hypothesis by analysing the complex interdependencies existing among the various leaders in the Narok district in Kenya. Violent clashes have been increasing in the district since the first outbreak in 1993. Preliminary results seem to confirm our suspicion that differences in knowledge structures among the various leaders in over land and agricultural markets might have been the catalysts of these conflicts. In order to reduce these discrepancies, we recommend two institutional reforms. The first involves the adoption of a hybrid land tenure system whereby land ownership is based on individual titles, while the use and sale of the land is governed by communal rules established by a community participatory process. The second recommendation involves the formation of an information network comprising all leaders, with the main objective to provide a forum for exchange of ideas and information pertaining to land use options and the opportunities offered by the market system.
