This volume makes the case for the fair treatment of female migrant workers from the global South who are employed in wealthy liberal democracies as care workers, domestic workers, home health workers, and farm workers. An international panel of contributors provide analyses of the ethical, political, and legal harms suffered by female migrant workers, based on empirical data and case studies, along with original and sophisticated analyses of the complex of systemic, structural factors responsible for the harms experienced by women migrant workers. The book also proposes realistic and original solutions to the problem of the unjust treatment of women migrant workers, such as social security systems that are transnational and tailored to meet the particular needs of different groups of international migrant workers.
Migrant women across Asia disproportionately work in precarious, insecure, and informal employment sectors that are subject to few regulations, pay low wages, and expose women to harm, of which domestic work is among the most prevalent. This book uses the cases of the Philippines and Sri Lanka to develop a comprehensive, intersectional, rights-based approach to better protect women migrant domestic workers against exploitation. As accounts of exploitation, gender-based violence, torture, and death among migrant domestic workers increase, the recognition and defence of their human and labour rights is an urgent necessity. The Philippines and Sri Lanka are two of the leading labour-sending states of women domestic workers in Asia, and their economies have become increasingly dependent on the remittances they send back home. Drawing on extensive original research this book argues that these two sending states are guilty of structural violence by sustaining a network of institutions, policies and practices, which serve to systematically disadvantage and discriminate against women migrant domestic workers. The research covers the entire migration process, from pre-departure, through to overseas employment, followed by return and reintegration. This book’s innovative application of structural violence theory as a way to investigate the role of state institutions in labour-sending countries in the Global South will be of interest to researchers from across the fields of migration studies, gender studies, human rights law, and Asian Studies.

Providing nuanced accounts of how the social identities of men and women, the context of displacement and the experience or manifestation of violence interact, this collection offers conceptual analyses and in-depth case studies to illustrate how gender relations are affected by displacement, encampment and return. The essays show how these factors lead to various forms of direct, indirect and structural violence. This ranges from discussions of norms reflected in policy documents and practise, the relationship between relief structures and living conditions in camps, to forced military recruitment and forced return, and covers countries in Africa, Asia and Europe.
"Violence against women undermines women's core fundamental rights such as dignity, access to justice and gender equality. For example, one in three women has experienced physical and/or sexual violence since the age of 15; one in five women has experienced stalking; every second woman has been confronted with one or more forms of sexual harassment. What emerges is a picture of extensive abuse that affects many women's lives but is systematically underreported to the authorities. The scale of violence against women is therefore not reflected by official data. This FRA survey is the first of its kind on violence against women across the 28 Member States of the European Union (EU). It is based on interviews with 42,000 women across the EU, who were asked about their experiences of physical, sexual and psychological violence, including incidents of intimate partner violence ('domestic violence'). The survey also included questions on stalking, sexual harassment, and the role played by new technologies in women's experiences of abuse. In addition, it asked about their experiences of violence in childhood. Based on the detailed findings, FRA suggests courses of action in different areas that are touched by violence against women and go beyond the narrow confines of criminal law, ranging from employment and health to the medium of new technologies."--Editor.

At least 146,000 female migrant workers - perhaps many more - are employed in the United Arab Emirates (UAE). Female domestic workers from the Philippines, Indonesia, India, Bangladesh, Sri Lanka, Nepal, Ethiopia, and elsewhere face severe abuse and exploitation by employers and labor recruitment agencies. "I Already Bought You" : Abuse and Exploitation of Female Migrant Domestic Workers in the United Arab Emirates documents how the UAE's visa sponsorship system (known as kafala) ties migrant workers to employers and how the exclusion of domestic workers from labor law protections leaves migrant domestic workers at risk of abuse. The report exposes barriers preventing abused domestic workers from obtaining remedy, including lack of shelters, penalties for "absconding" workers, and justice system failings. Based on interviews with 99 female domestic workers, recruitment agets, employers, and others in the UAE, the report documents abuses that domestic workers face - passport confiscation, non-payment of wages, lack of rest periods and time off, confinement to households, excessive work and working hours, food deprivation, and psychological, physical, and sexual abuse. In some cases the abuses amounted to forced labor or trafficking. The UAE has an increasingly influential role in the international labor arena. In 2014, it joined the governing body of the International Labor Organization. At home, however, it maintains the exploitative kafala system, has failed to adopt a bill pending since 2012 on domestic workers' rights, and has yet to ratify key international treaties on migrants' and domestic workers' rights. Human Rights Watch calls for the reform of the kafala system and the introduction of labor law protections and other measures to fully protect domestic workers' rights. -- back cover.
Violence against women and girls (VAWG) is a longstanding problem that has increasingly come to the forefront of international and national policy debates and news: from the US reauthorization of the Violence against Women Act and a United Nations declaration to end sexual violence in war, to coverage of gang rapes in India, cyberstalking and "revenge porn", honor killings, female genital mutilation, and international trafficking. Yet, while we frequently read or learn about particular experiences or incidents of VAWG, we are often unaware of the full picture. Jacqui True, an internationally renowned scholar of globalization and gender, provides an expansive frame for understanding VAWG in this book. Among the questions she addresses include: What are we talking about when we discuss VAWG? What kinds of violence does it encompass? Who does it affect most and why? What are the risk factors for victims and perpetrators? Does VAWG occur at the same level in all societies? Are there cultural explanations for it? What types of legal redress do victims have?
