The Office of Development Effectiveness has undertaken a study to assess the effectiveness of methods currently being used to address violence against women and girls in five of Australia's neighbouring countries: Fiji, Papua New Guinea, Solomon Islands, Vanuatu and East Timor. The result is a package of reports that outlines the perspectives and hopes of a broad spectrum of Melanesian and East Timorese society. The study used a participatory approach to gather input from over 700 individuals from government and civil society. The effectiveness of local and international approaches was assessed using this approach and the result is a framework for action that seeks to reduce the incidence of violence against women and improve support services. The three key areas identified in the framework are: increasing women's access to justice; increasing women's access to support services; and, preventing violence.
This book presents a wide-ranging overview of the position of women in Timor-Leste, 15 years after the country secured its independence. It considers the role of women in Timor-Leste’s history, explores their role in the present day economy and politics, and discusses their contribution to culture and society. The contested meaning of gender itself is investigated in the contemporary culture of this new society. It applies a wide range of different feminist theories and approaches, and concludes with a discussion of what new directions gender studies in Timor-Leste might take.
The postcolonial states of Fiji, Papua New Guinea and Vanuatu operate today in a global arena in which human rights are widely accepted. As ratifiers of UN treaties such as the Convention on the Elimination of All Forms of Discrimination against Women and the Convention on the Rights of the Child, these Pacific Island countries have committed to promoting women’s and girls’ rights, including the right to a life free of violence. Yet local, national and regional gender values are not always consistent with the principles of gender equality and women’s rights that undergird these globalising conventions. This volume critically interrogates the relation between gender violence and human rights as these three countries and their communities and citizens engage with, appropriate, modify and at times resist human rights principles and their implications for gender violence. This collection builds on previous works on gender violence in the Pacific, but goes beyond some previous approaches to ‘domestic violence’ or ‘violence against women’ in analysing the dynamic processes of ‘engendering’ violence in PNG. ‘Engendering’ refers not just to the sex of individual actors, but to gender as a crucial relation in collective life and the massive social transformations ongoing in PNG: conversion to Christianity, the development of extractive industries, the implanting of introduced models of justice and the law and the spread of HIV. Hence the collection examines issues of ‘troubled masculinities’ as much as ‘battered women’ and tries to move beyond the black and white binaries of blaming either tradition or modernity as the primary cause of gender violence. It relates original scholarly research in the villages and towns of PNG to questions of policy and practice and reveals the complexities and contestations in the local translation of concepts of human rights. It will interest undergraduate and graduate students in gender studies and Pacific studies and those working on the policy and practice of combating gender violence in PNG and elsewhere.
In Conflict, Identity, and State Formation in East Timor 2000-2017, James Scambary analyses the complex interplay between local and national level conflict and politics in the independence period. Communal conflict, often enacted by a variety of informal groups such as gangs and martial arts groups, has been a constant feature of East Timor’s post-independence landscape. A focus on statebuilding, however, in academic discourse has largely overlooked this conflict, and the informal networks that drive Timorese politics and society. Drawing on over a decade of fieldwork, Scambary documents the range of different cultural and historical dynamics and identities that drive conflict, and by which local conflicts and non-state actors became linked to national conflict, and laid the foundations of a clientelist state.
Gender and Transitional Justice provides the first comprehensive feminist analysis of the role of international law in formal transitional justice mechanisms. Using East Timor as a case study, it offers reflections on transitional justice administered by a UN transitional administration. Often presented as a UN success story, the author demonstrates that, in spite of women and children’s rights programmes of the UN and other donors, justice for women has deteriorated in post-conflict Timor, and violence has remained a constant in their lives. This book provides a gendered analysis of transitional justice as a discipline. It is also one of the first studies to offer a comprehensive case study of how women engaged in the whole range of transitional mechanisms in a post-conflict state, i.e. domestic trials, internationalised trials and truth commissions. The book reveals the political dynamics in a post-conflict setting around gender and questions of justice, and reframes of the meanings of success and failure of international interventions in the light of them.
The relationship between customary land tenure and ‘modern’ forms of landed property has been a major political issue in the ‘Spearhead’ states of Melanesia since the late colonial period, and is even more pressing today, as the region is subject to its own version of what is described in the international literature as a new ‘land rush’ or ‘land grab’ in developing countries. This volume aims to test the application of one particular theoretical framework to the Melanesian version of this phenomenon, which is the framework put forward by Derek Hall, Philip Hirsch and Tania Murray Li in their 2011 book, Powers of Exclusion: Land Dilemmas in Southeast Asia. Since that framework emerged from studies of the agrarian transition in Southeast Asia, the key question addressed in this volume is whether ‘land transformations’ in Melanesia are proceeding in a similar direction, or whether they take a somewhat different form because of the particular nature of Melanesian political economies or social institutions. The contributors to this volume all deal with this question from the point of view of their own direct engagement with different aspects of the land policy process in particular countries. Aside from discussion of the agrarian transition in Melanesia, particular attention is also paid to the growing problem of land access in urban areas and the gendered nature of landed property relations in this region.
In Responsibility to Protect and Women, Peace and Security: Aligning the Protection Agendas, editors Sara E. Davies, Zim Nwokora, Eli Stamnes and Sarah Teitt address the intersections of the Responsibility to Protect (R2P) principle and the Women, Peace, and Security (WPS) agenda. Contributions from policy-makers and academics consider both the merits and the utility of aligning the protection agendas of R2P and WPS. A number of actionable recommendations are made concerning a unification of the agendas to best support the global empowerment of women and the prevention of mass atrocities.
This volume of the Peacebuilding Compared Project examines the sources of the armed conflict and coup in the Solomon Islands before and after the turn of the millennium. The Regional Assistance Mission to Solomon Islands (RAMSI) has been an intensive peacekeeping operation, concentrating on building 'core pillars' of the modern state. It did not take adequate notice of a variety of shadow sources of power in the Solomon Islands, for example logging and business interests, that continue to undermine the state's democratic foundations. At first RAMSI's statebuilding was neither very responsive to local voices nor to root causes of the conflict, but it slowly changed tack to a more responsive form of peacebuilding. The craft of peace as learned in the Solomon Islands is about enabling spaces for dialogue that define where the mission should pull back to allow local actors to expand the horizons of their peacebuilding ambition.
