Should the arts receive public support? Can the arts survive in a modern capitalist society? Can economics shed light on the nature of public support, and whether there is a rationale for public intervention? This book undertakes to examine these questions as it explores the ways government and public resources are used to support the arts. This book applies a Veblenian approach to understanding economic development to investigate public support for the arts in an effort to determine whether this approach can elucidate economic rationales for public support. Divided into three parts, the first provides basic information on public support for the arts by surveying support in the United States and Australia. Part two includes a neoclassical overview of the topic while part three presents Veblen’s ideas on economic development. This book will be of interests to researchers concerned with cultural and institutional economics, as well as political economy.
Much of the current debate about education too often resembles the blind men describing an elephant--apprehending only a particular part of the situation or the process, many analysts tell an evocative but incomplete story. The so-called ‘reform’ discussion proceeds with a lack of depth about the nuances and realistic limitations in the institutional order of school. This book argues that as regulation of schools moves further up the bureaucratic hierarchy (first to state departments of education then to the national department of education) the legal and institutional requirements get more intensive but less concretely useful in class rooms. This bureaucratization serves to ‘tighten’ the organizational environment, thereby increasing the risk of normal accidents. The increasing governmental management, in other words, makes it more likely that schools will ‘fail’ to meet their goals. Analyses of education are too often developed for public consumption in a fast-moving political world. This book examines some of the deeper organizational reasons why things don’t work so well in school, as well as a look at some of things that do work. Most importantly, the book will explain how the social and cultural expectations of what schools can do may create unrealistic hopes. We, as a society, and schools, as institutions, embrace these unreasonably high hopes at our collective peril.

In America's Voucher Politics, Ursula Hackett shows that the voucher movement is rooted in America's foundational struggles over religion, race, and the role of government versus the private sector. Drawing upon original datasets, archival materials, and more than one hundred interviews, Hackett shows that policymakers and political advocates use strategic policy design and rhetoric to hide the role of the state when their policy goals become legally controversial. For over sixty years of voucher litigation, white supremacists, accommodationists, and individualists have deployed this strategy of attenuated governance in court. By learning from previous mistakes and anticipating downstream effects, policymakers can avoid painful defeats, gain a secure legal footing, and entrench their policy commitments despite the surging power of rivals. An ideal case study, education policy reflects multiple axes of conflict in American politics and demonstrates how policy learning unfolds over time.
