This book adopts a multidimensional approach to analyze both the historical and emerging factors that contribute to make Latin America and the Caribbean the most unequal region in the world. Social inequality is a historical characteristic of the region, but at the beginning of the 21st century, a handful of progressive governments seemed to be adopting policies that could reduce this historical trend. Many of these efforts, however, were blocked or reversed by the COVID-19 pandemic, which both exposed the persistence of historical trends and contributed to the emergency of new forms of inequality in the region. The different chapters in this contributed volume adopt a multidimensional, intersectional, perspective to analyze both the persistence and the emergency of social devices of production and reproduction of inequalities in the diverse Latin American and Caribbean temporal spatialities. The issues analyzed in the different chapters revolve around four main axes: a) persistence of generational and intergenerational inequalities; b) structural gender inequality; c) intertwined social inequalities: race, class and social structure and; c) historical and economic dimension of inequality. Persistence and Emergencies of Inequalities in Latin America: A Multidimensional Approach will be of interest to researchers interested in the study of social inequality and social justice in different fields of the human and social sciences, such as sociology, political science, history, economics, anthropology and education. It will also be a valuable tool for policy makers and social activists engaged in the discussion, advocacy and implementation of public policies aimed at reducing social inequalities.
This book critically analyses the influence of international policies and guidelines on the performance of interventions aimed at reducing health inequities in Latin America, with special emphasis on health promotion and health in all policies strategies. While the implementation of these interventions plays a key role in strengthening these countries’ capacity to respond to current and future challenges, the urgency and pressures of cooperation and funding agencies to show results consistent with their own agendas not only hampers this goal, but also makes the territory invisible, hiding the real problems faced by most Latin American countries, diminishing the richness of local knowledge production, and hindering the development of relevant proposals that consider the territory’s conditions and cultural identity. Departing from this general analysis, the authors search for answers to the following questions: Why, despite the importance of the theoretical advances r egarding actions to address social and health inequities, haven’t Latin American countries been able to produce the expected results? Why do successful initiatives only take place within the framework of pilot projects? Why does the ideology of health promotion and health in all policies mainly permeate structures of the health sector, but not other sectors? Why are intersectoral actions conjunctural initiatives, which often fail to evolve into permanent practices? Based on an extensive literature review, case studies, personal experiences, and interviews with key informants in the region, Globalization and Health Inequities in Latin America presents a strategy that uses monitoring and evaluation practices for enhancing the capacity of Latin American and other low and middle-income countries to implement sustainable processes to foster inclusiveness, equity, social justice and human rights. p/pp

In much of Latin America, disenchantment and cynicism have set in regarding the quality of elected governments raising the prospect of a new round of democratic erosion and breakdowns. One of the important emerging challenges for improving the quality of democracy resolves around how to build more effective mechanisms of accountability. A widespread perception prevails in much of the region that government officials are not sufficiently subject to routinized controls by oversight agencies. Corruption, lack of oversight, impunity of state actors, and improper use of public resources are major problems in most countries of the region. Dealing with these issues is paramount to restoring and deepening democratic legitimacy. The fundamental question in this volume is how democratic leaders in Latin America can improve accountability while simultaneously promoting governmental effectiveness. These issues have acquired urgency in contemporary Latin America because of heightened public concern about corruption and improper governmental actions on the one hand, yet on the other, uncertainty about the potential tradeoff between tightened accountability of officials and effective policy results. The volume enhances understanding of three key issues. First, it enriches understanding of the state of non-electoral forms of democratic accountability in contemporary Latin America. What are some of the major shortcoming in democratic accountability? How can they be addressed? What are some major innovations in the efforts to enhance democratic accountability? A second contribution of the volume is conceptual. Accountability is a key concept in the social sciences, yt its meaning varies widely form one author to the next. The authors in this volume, especially in the first four chapters, explicitly debate how bet to define and delimit the concept. Finally the volume also furthers understanding of the interactions between various mechanism and institutions of accountability. Many of the authors address how electoral accountability (the accountability of elected officials to the voters) interact with the forms of accountability in which state agencies oversee and sanction public officials. The volume provides extensive treatment of this important but hitherto under-explored interaction. -
This book investigates the history, development, and current state of anti-corruption agencies in Latin America. In recent decades, specialized anti-corruption agencies have sprung up as countries seek to respond to corruption and to counter administrative and political challenges. However, the characteristics, resources, power, and performance of these agencies reflect the political and economic environment in which they operate. This book draws on a range of case studies from across Latin America, considering both national anti-corruption bodies and agencies created and administered by, or in close coordination with, international organizations. Together, these stories demonstrate the importance of the political will of reformers, the private interests of key actors, the organizational space of other agencies, the position of advocacy groups, and the level of support from the public at large. This book will be a key resource for researchers across political science, corruption studies, development, and Latin American Studies. The concern over rising state violence, above all in Latin America, triggered an unprecedented turn to a global politics of human rights in the 1970s. Patrick William Kelly argues that Latin America played the most pivotal role in these sweeping changes, for it was both the target of human rights advocacy and the site of a series of significant developments for regional and global human rights politics. Drawing on case studies of Brazil, Chile, and Argentina, Kelly examines the crystallization of new understandings of sovereignty and social activism based on individual human rights. Activists and politicians articulated a new practice of human rights that blurred the borders of the nation-state to endow an individual with a set of rights protected by international law. Yet the rights revolution came at a cost: the Marxist critique of US imperialism and global capitalism was slowly supplanted by the minimalist plea not to be tortured.
This publication examines the various innovative projects on-going in Latin America, where fledging and developing local government policies are being introduced for reforming and improving services for the local communities whom they serve. The emergence of decentralised democracies in this region of the world offers may new challenges, that are dependent on building communities open to enterprise and innovation. Among such innovations are popular participation, service delivery, privatization and personnel management. Case studies of such developments are documented in this publication. For outside agencies and countries providing donor finance to this region, a greater awareness is required of the local policies that are being implemented. The World Bank recommends a process of participation in public choice, and a fostering of greater co-operation at a local level.
As neoliberal philosophies and economic models spread across the globe, faith-based non-governmental ("third-sector") organizations have proliferated. They increasingly fill the gaps born of state neglect by designing and delivering social services and development programming. This collection shines a much-needed critical light onto these organizations by exploring the varied ways that faith-based organizations attempt to mend the fissures and mitigate the effects of neoliberal capitalism and development practices on the poor and powerless. The essays--grounded in empirical case studies--cover such topics as the meaning of "faith-based" development, evaluations of faith-based versus secular approaches, the influence of faith-orientation on program formulation and delivery, and examinations of faith-based organizations' impacts on structural inequality and poverty alleviation.
