Asian cities are central to economic development but are perceived to be wealthy yet chaotic places. Burdened by congestion, inequality, and fragmented interventions, these urban systems remain relatively weak. However, their rapid growth and wealth provide an opportunity to usher in inclusive and environmentally sustainable economic growth. Transforming the archetypically chaotic, polluted, inequitable Asian city into a "livable city" requires a new approach to city development. This publication addresses the environmental (green), equity (inclusiveness), and economic (competitiveness) issues, and sets out future direction toward efficient, sustainable, and equitable development of cities.
This tool kit presents an integrated approach to inclusive urban development and was prepared for ADB staff and their partners to engage in inclusive urban development programming and implementation as an integral component of ADB’s lending programs. It presents methods to gather required information on a particular context and location for inclusive urban development; to decide priorities; and to plan, design, and implement inclusive urban projects. The operational focus is provided by practical guidelines and criteria for inclusive urban development projects and is designed to stimulate innovation in the solution and approaches that define inclusive urban development projects.
This study aims to mainstream environmental protection, climate change mitigation, and disaster risk management in the Asian Development Bank's country partnership strategy for Nepal in 2020–2024. It reviews the country's environmental situation, institutional and legislative provisions, status toward achieving the Sustainable Development Goals, and key challenges in creating environmentally sustainable, climate-friendly, disaster-resilient, and socially inclusive economic growth. Based on extensive stakeholder consultations and cause-and-effect analysis, the study recommends updating national and subnational environment policies and ensuring that national, provincial, and local levels of the new federal system are harmonized. Institutional strengthening and capacity building should also be conducted to improve environmental governance.
Urbanization in Asia is expected to reach 55% by 2030 and 64% by 2050 to constitute 53% of the world's urban population and contribute half the world's gross domestic product. But as cities swell, they also struggle with environmental degradation, traffic congestion, inadequate urban infrastructure, and lack of basic civic services. This manual prepared by Urban Sector Group of the Asian Development Bank (ADB) provides guidelines for conducting rapid urban assessments. It is guided by the Urban Operational Plan 2012-2020 which outlines ADB's support to its members in developing their urban economies through the 3E approach (Economy, Environment, and Equity). It presents a framework providing a context for the city-level 3E tool kits (Tool Kit for Rapid Economic Assessment, Planning, and Development of Cities in Asia; Green City Development Tool Kit; and Enabling Inclusive Cities: Tool Kit for Inclusive Urban Development).

The Climate Change Operational Framework 2017-2030 is intended to provide broad direction and guidance for enhancing resilience and strengthening climate actions in the operations and business processes of the Asian Development Bank (ADB). It positions ADB to facilitate, collaboratively and proactively, a regional shift toward a low greenhouse gas emissions and climate-resilient development path. The operational framework provides guidance across all ADB sector and thematic groups to support climate adaptation and mitigation actions, operationalizing ADB's commitment to provide at least $6 billion per year in climate change financing from its own resources by 2020. It outlines actions and the institutional measures to be implemented to enable ADB to meet the climate needs of its developing members.

Investments in urban areas have a strong potential to contribute to inclusive growth, reduce urban poverty, and strengthen social resilience. The Guidance Note on Poverty and Social Dimensions in Urban Projects aims to assist Asian Development Bank (ADB) staff, including practitioners and specialists working on their behalf, to effectively address the poverty and social dimensions of ADB's urban operations. It provides practical guidance in strengthening the link between urban investments and poverty reduction by making better use of poverty and social analysis as a resource for successful projects. The guide complements the Handbook on Poverty and Social Analysis (2012) which provides general guidance on incorporating poverty and social dimensions in ADB operations.

The Philippines is a highly urbanized nation. About half the population lives in cities. The government has prioritized the development of urban economies in the country while at the same time improving environmental sustainability and making pro-poor investments. This provides an opportunity for other developing countries in Asia to learn from the experiences of policy makers in the Philippines. This publication provides a framework and toolkit for conducting rapid urban sustainability assessments at both national and regional levels. This includes developing strategic policy options and identifying targeted investments in the urban sector.
