This book, originally published in 1979, as part of the Urbanization in Developing Countries series, examines the nature and impact of unplanned urban growth in the Caribbean. Unlike other parts of the underdeveloped world, Caribbean societies are unique in having been created by European economic and strategic needs. The original instrument for this domination was the plantation that generated the infamous history of migration from Africa and Asia and which continues to exert an important influence in determining the structure and growth of major urban centres. The book also surveys some distinctive features of Caribbean societies, including family life, religions and social divisions apparently based on race and colour, and concludes by affirming the need to redirect development strategies from Western models towards the creation of a uniquely Caribbean identity based on the redevelopment of land and the revival of agriculture. Examples are drawn from Cuba, Haiti, Puerto Rico and the Commonwealth Caribbean.
Based on the author’s first hand field research, this book addresses the twin processes of urbanization and globalization as they affect the contemporary Caribbean region. One of the key aims of the book is to focus attention on the fact that contrary to popular perceptions, the Caribbean is highly urbanized. Indeed statistics show that the region is more highly urbanized than the world taken as a whole. In addition, the fact that the Caribbean region has always been affected by processes of globalization, in respect of its economy, polity and society, is central to the text. The chapters cover pressing topics such as urban change and the evolution of mini-metropolitan regions, the importance of the mercantile and plantopolis frameworks, tourism, post modernity and the urban nexus, economic change and the dual processes of global convergence and divergence, and the nature of the relationships existing between the state, the informal sector, housing and environmental conditions. In reality, it is shown that the development of tourism and enclave manufacturing is leading to new forms of urban concentration, and not spatial dispersal.

With more than 70 percent of its population living in cities, Latin America and the Caribbean (LAC) is among the most urbanized regions in the world. Yet, although its cities are, on average, more productive than those elsewhere in the world, their productivity lags that of North American and Western European cities. Closing this gap provides LAC with the opportunity to raise living standards and join the ranks of the world’s richest countries. Raising the Bar: Cities and Productivity in Latin America and the Caribbean is about the productivity of cities in LAC and the factors that help to explain its determination. Based on original empirical research, the report documents the high levels of population density and other features of LAC cities that mark them out from those in the rest of the world. The report also studies the role of three key factors †“ urban form, skills, and access to markets †“ in determining the productivity of LAC cities. It shows that while excessive congestion forces and inadequate metropolitan coordination seem to be stifling the benefits of agglomeration, LAC cities benefit from strong human capital externalities. It also finds that, within individual LAC countries, cities are poorly integrated with one another, which contributes to large differences in performance across cities and undermines their aggregate contribution to productivity at the national level.
A growing number of cities around the world have established systems for monitoring the quality of urban life. Many of those systems combine objective information with subjective opinions and cover a wide variety of topics. This book assesses a method that takes advantage of both types of information and offers criteria to identify and rank the issues of potential importance for urban dwellers. This method which combines the so-called 'hedonic price' and 'life satisfaction' approaches to value public goods was tested in pilot studies in six Latin American cities: Bogot , Buenos Aires, Lima, Medell n, Montevideo, and San Jos of Costa Rica. It provides valuable insights to address key questions such as, Which urban problems have the greatest impact on people s opinions of city management and the most widespread effects on their lives? Do gaps between perception and reality vary from one area of the city to another, especially between high- and low-income neighborhoods? Where can homebuilders most feasibly seek solutions to problems such as inadequate road infrastructure, a lack of recreational areas, or poor safety conditions? Which problems should government authorities address first, in light of their impact on the well-being of various groups of individuals and given private actors abilities to respond? Which homeowners benefit the most from public infrastructure or services? When can or should property taxes be used to finance the provision of certain services or the solution of certain problems? 'The Quality of Life in Latin American Cities: Markets and Perception' proposes a monitoring system that is easy to operate and that entails reasonable costs but also has a solid conceptual basis. Long the ideal of many scholars and practitioners, such a system may soon become a reality and have the potential to make a significant contribution to the decision-making processes in any city concerned with the well-being of its residents.
