The food market in Ethiopia has recently been marked by uncharacteristically high prices, a situation that has paralleled conditions in the rest of the world. The causes of escalating food prices in Ethiopia are somewhat specific to it. These include high inflation levels and stagnating food production and supply in relation to increasing demand due to population growth and possibly rising incomes among certain sections of the population. Although high food prices may have raised the incomes of some food producers in the country, they have exacerbated food shortages among food-deficit rural residents as well as urban dwellers that are fully dependent on the market for their food supply. Food insecurity has been extreme especially among the urban poor. This study defines food insecurity as a condition in which people lack the food intake they need to lead fully healthy and productive lives. Food insecurity is commonly conceptualized as chronic or transitory. This study focuses on chronic food insecurity which it shows is currently prevalent among the urban poor. The study aims to provide insight into the state, impact and causes of food insecurity and responses to it among the urban poor in Addis Ababa. It does so through a case study of Lideta sub-city consisting of a detailed qualitative description of current experiences of food insecurity.
This is a revised and expanded edition of a popular textbook on the economics of farm households in developing countries. The second edition retains the same building blocks designed to explore household decision-making in a social context. Key topics are efficiency, risk, time allocation, gender, agrarian contracts, farm size and technological change. For these and other topics, household economic behaviour represents the outcome of social interactions within the household, and market interactions outside the household. A new chapter on the environment combines exposition of economic tools not previously covered in the book with examination of household and community decision-making in relation to environmental resources.
New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.
We assess the impact of Ethiopia’s flagship social protection program, the Productive Safety Net Program (PSNP) on the adverse impacts of the COVID-19 pandemic on food and nutrition security of households, mothers, and children. We use both pre-pandemic in-person household survey data and a post-pandemic phone survey. Two thirds of our respondents reported that their incomes had fallen after the pandemic began and almost half reported that their ability to satisfy their food needs had worsened. Employing a household fixed effects difference-in-difference approach, we find that the household food insecurity increased by 11.7 percentage points and the size of the food gap by 0.47 months in the aftermath of the onset of the pandemic. Participation in the PSNP offsets virtually all of this adverse change; the likelihood of becoming food insecure increased by only 2.4 percentage points for PSNP households and the duration of the food gap increased by only 0.13 months. The protective role of PSNP is greater for poorer households and those living in remote areas. Results are robust to definitions of PSNP participation, different estimators and how we account for the non-randomness of mobile phone ownership. PSNP households were less likely to reduce expenditures on health and education by 7.7 percentage points and were less likely to reduce expenditures on agricultural inputs by 13 percentage points. By contrast, mothers’ and children’s diets changed little, despite some changes in the composition of diets with consumption of animal source foods declining significantly.
The Egyptian economy has faced many challenges in the decade since the 2011 Arab Spring uprisings. Not only was job creation anaemic from 2012 to 2018, but new jobs were also of low-quality, characterized by informality and vulnerability to economic shocks. These challenges pushed many in Egypt, especially the most vulnerable, into a more precarious labor market situation. Then, in the midst of economic recovery brought on by tough reform measures adopted in 2016 and 2017, the country was hit by the widespread disruption of a global pandemic. This book examines the plight of Egypt's most vulnerable groups by focusing on the intersection of gender and economic vulnerability in the labor market. With this emphasis on vulnerability and a lens that is sensitive to gender differences and inequities, the contributors to this volume use data from the most recent wave of a unique longitudinal survey to illuminate different aspects of Egyptians' lives. The aspects they explore include labor supply behavior, the ability to access good quality and well-paying jobs, the evolution of wages and wage inequality, the school-to-work transition of youth, the decline in public sector employment, international and internal migration, the situation of rural women, access to social protection, food security, vulnerability to shocks and coping mechanisms, health status, and access to health care services. These analyses are prescient in understanding the axes of vulnerability in Egyptian society that became all too salient during the COVID-19 pandemic.

The COVID-19 pandemic has triggered a global economic crisis from which very few countries will be spared. As a result of few COVID-19 cases, a relatively short-lived lockdown, and economic momentum prior to COVID-19, Myanmar is one of the few developing countries that the World Bank (2020) forecasts will not go into recession in 2020 – a very modest expansion of just 0.87 percent is forecast. A Social Accounting Matrix multiplier analysis by IFPRI projected a 0.50 percent expansion under a fast economic recovery scenario, but a 2.00 percent contraction under a slow economic recovery scenario (Diao et al., 2020). The IFPRI study projects massive declines in GDP across a range of sectors during lockdown periods, including large increases in unemployment (5 million during the lockdown period) and declines in household income of 20 to 30 percent for April to June, albeit with fast recovery thereafter.
The United States is viewed by the world as a country with plenty of food, yet not all households in America are food secure, meaning access at all times to enough food for an active, healthy life. A proportion of the population experiences food insecurity at some time in a given year because of food deprivation and lack of access to food due to economic resource constraints. Still, food insecurity in the United States is not of the same intensity as in some developing countries. Since 1995 the U.S. Department of Agriculture (USDA) has annually published statistics on the extent of food insecurity and food insecurity with hunger in U.S. households. These estimates are based on a survey measure developed by the U.S. Food Security Measurement Project, an ongoing collaboration among federal agencies, academic researchers, and private organizations. USDA requested the Committee on National Statistics of the National Academies to convene a panel of experts to undertake a two-year study in two phases to review at this 10-year mark the concepts and methodology for measuring food insecurity and hunger and the uses of the measure. In Phase 2 of the study the panel was to consider in more depth the issues raised in Phase 1 relating to the concepts and methods used to measure food security and make recommendations as appropriate. The Committee on National Statistics appointed a panel of 10 experts to examine the above issues. In order to provide timely guidance to USDA, the panel issued an interim Phase 1 report, Measuring Food Insecurity and Hunger: Phase 1 Report. That report presented the panel's preliminary assessments of the food security concepts and definitions; the appropriateness of identifying hunger as a severe range of food insecurity in such a survey-based measurement method; questions for measuring these concepts; and the appropriateness of a household survey for regularly monitoring food security in the U.S. population. It provided interim guidance for the continued production of the food security estimates. This final report primarily focuses on the Phase 2 charge. The major findings and conclusions based on the panel's review and deliberations are summarized.
