Universities can be viewed and studied as political institutions, especially considering that they sit at the crossroads of social, cultural, and economic pressures. The internal and external environment of higher education brings with it multiple and complex relationships as well as power struggles. Within these contested political spaces, there are phenomena to be studied. While the field of higher education draws from a multitude of disciplines, some scholars argue that only recently has scholarship focused on the political perspectives of higher education. To better understand the politics and policies of higher education, Universities as Political Institutions illuminates a variety of ways that researchers view and study universities as a political institution, from considering the national and international political pressures shaping higher education to the analysis of responses and political action from within the ivory tower. The 2017 annual CHER conference in Jyväskylä (Finland) brought together 213 scholars from 30 countries. This book includes a selection of papers and keynote presentations from this conference. The thematic approach of the book reflects the 2017 conference theme: "Universities as Political Institutions – Higher Education Institutions in the Middle of Academic, Economic, and Social Pressures". The theme focused on multiple and often complex relations and relationships, internal and external, to higher education institutions. In this context, "political" refers not only to definitions, uses, and users of power but more broadly to a variety of relationships among different actors and agencies responsible for making, executing, or resisting decisions concerning higher education institutions.

The role of institutions is to establish the domains of public activity and the rules to select leaders. Democratic regimes organize in simple institutional frameworks to foster the concentration of power and alternative successive absolute winners and losers. They favour political satisfaction of relatively small groups, as well as policy instability. In contrast, pluralistic institutions produce multiple winners, including multiparty co-operation and agreements. They favour stable, moderate, and consensual policies that can satisfy large groups' interests on a great number of issues. The more complex the political institutions, the more stable and socially efficient the outcome will be. This book develops an extensive analysis of this relationship. It explores concepts, questions and insights based on social choice theory, while empirical focus is cast on more than 40 democratic countries and a few international organizations from late medieval times to the present. The book argues that pluralistic democratic institutions are judged to be better than simple formula of their higher capacity of producing socially satisfactory results.
While the literature on “new institutionalism” explains the stability of institutional arrangements within countries and the divergence of paths of institutional development between countries, Federico Ferrara improves upon existing explanations of the development of political institutions, taking a “historical institutionalist” approach to theorize dynamic processes of institutional reproduction, institutional decay, and institutional change. With regard to each of these outcomes, Ferrara synthesizes “power-based” or “power-distributional” explanations and “ideas-based” “legitimation explanations.” Among his more significant contributions, he specifies the psychological “microfoundations” of processes of institutional development, drawing heavily from the findings of experimental psychology to ensure that the explanation is grounded in clear and realistic assumptions regarding human motivation, cognition, and behavior. Aside from being of interest to scholars and graduate students in political science and other social-scientific disciplines whose research concentrates on the genesis of political institutions, their evolution over time, and/or their impact on the stability of political order and the quality of governance, the book may feature as required reading in graduate courses and seminars in comparative politics where the study of institutions and their development ranks among the subfield’s most important subjects.
Often dismissed as window-dressing, nominally democratic institutions, such as legislatures and political parties, play an important role in non-democratic regimes. In a comprehensive cross-national study of all non-democratic states from 1946 to 2002 that examines the political uses of these institutions by dictators, Gandhi finds that legislative and partisan institutions are an important component in the operation and survival of authoritarian regimes. She examines how and why these institutions are useful to dictatorships in maintaining power, analyzing the way dictators utilize institutions as a forum in which to organize political concessions to potential opposition in an effort to neutralize threats to their power and to solicit cooperation from groups outside of the ruling elite. The use of legislatures and parties to co-opt opposition results in significant institutional effects on policies and outcomes under dictatorship.

The Routledge Handbook of Comparative Political Institutions (HCPI) is designed to serve as a comprehensive reference guide to our accumulated knowledge and the cutting edge of scholarship about political institutions in the comparative context. It differs from existing handbooks in that it focuses squarely on institutions but also discusses how they intersect with the study of mass behaviour and explain important outcomes, drawing on the perspective of comparative politics.
