This book seeks to identify the motivations of individual perpetrators of ethnic violence. The work develops four models, labeled Fear, Hatred, Resentm ent, and Rage, gleaned from existing social science literatures. The empirical chapters apply these four models to important events of ethnic conflict in Eastern Europe, from the 1905 Russian Revolution to the collapse of Yugoslavia in the 1990's. Each historical chapter generates questions about the timing and target of ethnic violence. The four models are then applied to the case, to learn which does the best job in explaining the observed patterns of ethnic conflict.
The Geography of Ethnic Violence is the first among numerous distinguished books on ethnic violence to clarify the vital role of territory in explaining such conflict. Monica Toft introduces and tests a theory of ethnic violence, one that provides a compelling general explanation of not only most ethnic violence, civil wars, and terrorism but many interstate wars as well. This understanding can foster new policy initiatives with real potential to make ethnic violence either less likely or less destructive. It can also guide policymakers to solutions that endure. The book offers a distinctively powerful synthesis of comparative politics and international relations theories, as well as a striking blend of statistical and historical case study methodologies. By skillfully combining a statistical analysis of a large number of ethnic conflicts with a focused comparison of historical cases of ethnic violence and nonviolence--including four major conflicts in the former Soviet Union--it achieves a rare balance of general applicability and deep insight. Toft concludes that only by understanding how legitimacy and power interact can we hope to learn why some ethnic conflicts turn violent while others do not. Concentrated groups defending a self-defined homeland often fight to the death, while dispersed or urbanized groups almost never risk violence to redress their grievances. Ethnic conflict has been the driving force of wars all over the world, yet it remains an enigma. What is it about ethnicity that breaks countries apart and drives people to acts of savage violence against their lifelong neighbors? Stuart Kaufman rejects the notion of permanent "ancient hatreds" as the answer. Dissatisfied as well with a purely rationalist explanation, he finds the roots of ethnic violence in myths and symbols, the stories ethnic groups tell about who they are. Ethnic wars, Kaufman argues, result from the politics of these myths and symbols—appeals to flags and faded glories that aim to stir emotions rather than to address interests. Popular hostility based on these myths impels groups to follow extremist leaders invoking such emotion-laden ethnic symbols. If ethnic domination becomes their goal, ethnic war is the likely result. Kaufman examines contemporary ethnic wars in the Caucasus and southeastern Europe. Drawing on information from a variety of sources, including visits to the regions and dozens of personal interviews, he demonstrates that diplomacy and economic incentives are not enough to prevent or end ethnic wars. The key to real conflict resolution is peacebuilding—the often-overlooked effort by nongovernmental organizations to change hostile attitudes at both the elite and the grassroots levels.

In Educations in Ethnic Violence, Matthew Lange explores the effects education has on ethnic violence. Lange contradicts the widely held belief that education promotes peace and tolerance. Rather, Lange finds that education commonly contributes to aggression, especially in environments with ethnic divisions, limited resources and ineffective political institutions. He describes four ways in which organized learning spurs ethnic conflicts. Socialization in school shapes students' identities and the norms governing intercommunal relations. Education can also increase students' frustration and aggression when their expectations are not met. Sometimes, the competitive atmosphere gives students an incentive to participate in violence. Finally, education provides students with superior abilities to mobilize violent ethnic movements. Lange employs a cross-national statistical analysis with case studies of Sri Lanka, Cyprus, the Palestinian territories, India, sub-Saharan Africa, Canada and Germany.
Ethnic conflict often focuses on culturally charged symbols and rituals that evoke strong emotions from all sides. Marc Howard Ross examines battles over diverse cultural expressions, including Islamic headscarves in France, parades in Northern Ireland, holy sites in Jerusalem and Confederate flags in the American South to propose a psychocultural framework for understanding ethnic conflict, as well as barriers to, and opportunities for, its mitigation. His analysis explores how culture frames interests, structures demand-making and shapes how opponents can find common ground to produce constructive outcomes to long-term disputes. He focuses on participants' accounts of conflict to identify emotionally significant issues, and the power of cultural expressions to link individuals to larger identities and shape action. Ross shows that, contrary to popular belief, culture does not necessarily exacerbate conflict; rather, the constructed nature of psychocultural narratives can facilitate successful conflict mitigation through the development of more inclusive narratives and identities.

P. Gagnon Jr. believes that the Yugoslav wars of the 1990s were reactionary moves designed to thwart populations that were threatening the existing structures of political and economic power. He begins with facts at odds with the essentialist view of ethnic identity, such as high intermarriage rates and the very high percentage of draft-resisters. These statistics do not comport comfortably with the notion that these wars were the result of ancient blood hatreds or of nationalist leaders using ethnicity to mobilize people into conflict. Yugoslavia in the late 1980s was, in Gagnon's view, on the verge of large-scale sociopolitical and economic change. He shows that political and economic elites in Belgrade and Zagreb first created and then manipulated violent conflict along ethnic lines as a way to short-circuit the dynamics of political change. This strategy of violence was thus a means for these threatened elites to demobilize the population. Gagnon's noteworthy and rather controversial argument provides us with a substantially new way of understanding the politics of ethnicity.
The reigning consensus holds that the combination of free markets and democracy would transform the third world and sweep away the ethnic hatred and religious zealotry associated with underdevelopment. In this revelatory investigation of the true impact of globalization, Yale Law School professor Amy Chua explains why many developing countries are in fact consumed by ethnic violence after adopting free market democracy. Chua shows how in non-Western countries around the globe, free markets have concentrated starkly disproportionate wealth in the hands of a resented ethnic minority. These “market-dominant minorities” – Chinese in Southeast Asia, Croatians in the former Yugoslavia, whites in Latin America and South Africa, Indians in East Africa, Lebanese in West Africa, Jews in post-communist Russia – become objects of violent hatred. At the same time, democracy empowers the impoverished majority, unleashing ethnic demagoguery, confiscation, and sometimes genocidal revenge. She also argues that the United States has become the world’s most visible market-dominant minority, a fact that helps explain the rising tide of anti-Americanism around the world. Chua is a friend of globalization, but she urges us to find ways to spread its benefits and curb its most destructive aspects.
The neighboring north Indian districts of Jaipur and Ajmer are identical in language, geography, and religious and caste demography. But when the famous Babri Mosque in Ayodhya was destroyed in 1992, Jaipur burned while Ajmer remained peaceful; when the state clashed over low-caste affirmative action quotas in 2008, Ajmer's residents rioted while Jaipur's citizens stayed calm. What explains these divergent patterns of ethnic conflict across multiethnic states? Using archival research and elite interviews in five case studies spanning north, south, and east India, as well as a quantitative analysis of 589 districts, Ajay Verghese shows that the legacies of British colonialism drive contemporary conflict. Because India served as a model for British colonial expansion into parts of Africa and Southeast Asia, this project links Indian ethnic conflict to violent outcomes across an array of multiethnic states, including cases as diverse as Nigeria and Malaysia. The Colonial Origins of Ethnic Violence in India makes important contributions to the study of Indian politics, ethnicity, conflict, and historical legacies.
Although group conflict is hardly new, the last decade has seen a proliferation of conflicts engaging intrastate ethnic groups. It is estimated that two-thirds of violent conflicts being fought each year in every part of the globe including North America are ethnic conflicts. Unlike traditional warfare, civilians comprise more than 80 percent of the casualties, and the economic and psychological impact on survivors is often so devastating that some experts believe that ethnic conflict is the most destabilizing force in the post-Cold War world. Although these conflicts also have political, economic, and other causes, the purpose of this volume is to develop a psychological understanding of ethnic warfare. More specifically, Handbook of Ethnopolitical Conflict explores the function of ethnic, religious, and national identities in intergroup conflict. In addition, it features recommendations for policy makers with the intention to reduce or ameliorate the occurrences and consequences of these conflicts worldwide.
