This volume provides materials for active learning about peacebuilding and conflict management in the context of complex stability operations. Today, America faces security challenges unlike any it has faced before, many of which requiring lengthy U.S. involvement in stability operations. These challenges are exceedingly dynamic and complex because of the ever changing mix and number of actors involved, the pace with which the strategic and operational environments change, and the constraints placed on response options. This volume presents a series of case studies to inspire active learning about peacebuilding and conflict management in the context of complex stability operations. The case studies highlight dilemmas pertaining to the story of the case (case dilemma) and to its larger policy implications (policy dilemma). The cases stimulate readers to "get inside the heads" of case protagonists with widely differing cultural backgrounds, professional experiences, and individual and organisational interests. Overall, Understanding Complex Military Operations challenges the reader to recognize the importance of specific national security related issues and their inherent dilemmas, deduce policy implications, and discern lessons that might apply to other – perhaps even non-security related – areas of public policy, administration, and management. This volume will be of much interest to students of conflict prevention, transitional justice, peacebuilding, security studies and professionals conducting field-based operations in potentially hazardous environments.
Intelligence preparation of the battlefield (IPB), the Army's traditional methodology for finding and analyzing relevant information for its operations, is not effective for tackling the operational and intelligence challenges of urban operations. The authors suggest new ways to categorize the complex terrain, infrastructure, and populations of urban environments and incorporate this information into Army planning and decisionmaking processes.
Operations Research (OR) emerged in an effort to improve the effectiveness of newly inducted weapons and equipment during World War II. While rapid growth ofOR led to its becoming an important aid to decision making in all sectors including defense, its contribution in defense remained largely confined to classified reports. Very few books dealing with applications of quantitative decision making techniques in military have been published presumably due to limited availability ofrelevant information. The situation changed rapidly during the last few years. The recognition of the subject of Military Operations Research (MOR) gave tremendous boost to its development. Books and journals on MOR started appearing. The number of sessions on MOR at national and international conferences also registered an increase. The volume of teaching, training and research activities in the field of MOR at military schools and non-military schools enhanced considerably. Military executives and commanders started taking increasing interest in getting scientific answers to questions pertaining to weapon acquisition, threat perception and quantification, assessment of damage or casualties, evaluation of chance of winning a battle, force mix, deployment and targeting of weapons against enemy targets, war games and scenario evaluation. Most of these problems were being tackled on the basis of intuition, judgment and experience or analysis under very simple assumptions. In an increasingly sophisticated and complex defense scenario resulting in advances in equipment and communications, the need for supplementing these practices by scientific research in MOR became imperative.
Soldier-robot teams will be an important component of future battle spaces, creating a complex but potentially more survivable and effective combat force. The complexity of the battlefield of the future presents its own problems. The variety of robotic systems and the almost infinite number of possible military missions create a dilemma for researchers who wish to predict human-robot interactions (HRI) performance in future environments. Human-Robot Interactions in Future Military Operations provides an opportunity for scientists investigating military issues related to HRI to present their results cohesively within a single volume. The issues range from operators interacting with small ground robots and aerial vehicles to supervising large, near-autonomous vehicles capable of intelligent battlefield behaviors. The ability of the human to 'team' with intelligent unmanned systems in such environments is the focus of the volume. As such, chapters are written by recognized leaders within their disciplines and they discuss their research in the context of a broad-based approach. Therefore the book allows researchers from differing disciplines to be brought up to date on both theoretical and methodological issues surrounding human-robot interaction in military environments. The overall objective of this volume is to illuminate the challenges and potential solutions for military HRI through discussion of the many approaches that have been utilized in order to converge on a better understanding of this relatively complex concept. It should be noted that many of these issues will generalize to civilian applications as robotic technology matures. An important outcome is the focus on developing general human-robot teaming principles and guidelines to help both the human factors design and training community develop a better understanding of this nascent but revolutionary technology. Much of the research within the book is based on the Human Research and Engineering Directorate (HRED), U.S. Army Research Laboratory (ARL) 5-year Army Technology Objective (ATO) research program. The program addressed HRI and teaming for both aerial and ground robotic assets in conjunction with the U.S. Army Tank and Automotive Research and Development Center (TARDEC) and the Aviation and Missile Development Center (AMRDEC) The purpose of the program was to understand HRI issues in order to develop and evaluate technologies to improve HRI battlefield performance for Future Combat Systems (FCS). The work within this volume goes beyond the research results to encapsulate the ATO's findings and discuss them in a broader context in order to understand both their military and civilian implications. For this reason, scientists conducting related research have contributed additional chapters to widen the scope of the original research boundaries.
This work proposes the reorganization of America's ground forces on the strategic, operational and tactical levels. Central to the proposal is the simple thesis that the U.S. Army must take control of its future by exploiting the emerging revolution in military affairs. The analysis argues that a new Army warfighting organization will not only be more deployable and effective in Joint operations; reorganized information age ground forces will be significantly less expensive to operate, maintain, and modernize than the Army's current Cold War division-based organizations. And while ground forces must be equipped with the newest Institute weapons, new technology will not fulfill its promise of shaping the battlefield to American advantage if new devices are merely grafted on to old organizations that are not specifically designed to exploit them. It is not enough to rely on the infusion of new, expensive technology into the American defense establishment to preserve America's strategic dominance in the next century. The work makes it clear that planes, ships, and missiles cannot do the job of defending America's global security issues alone. The United States must opt for reform and reorganization of the nation's ground forces and avoid repeating Britain's historic mistake of always fielding an effective army just in time to avoid defeat, but too late to deter an aggressor.
