This book examines how the COVID-19 pandemic and racial inequities affect the educational assessment of students, either separately or in combination, as the health crisis was viewed as a factor intersecting with and exacerbating existing racial inequities in educational systems. The four empirical papers in this book attend to the challenges of implementing virtual standardized testing during the coronavirus pandemic, the different educational and assessment experiences of diverse groups of school-age students, and the reconsideration of traditional assessment approaches in response to mounting research evidence and growing concerns around enduring social and racial inequities faced by Black, Latinx, Asian, Indigenous, and other non-white citizens and communities. The four conceptual papers focus primarily on the ways in which assessment may contribute to systemic racism and offer potential solutions to move the educational assessment field forward. In totality, the volume offers needed empirical evidence, innovative methodological approaches, and theoretical and substantive examinations of the effects of the twin pandemics. Focused on the United States, this book summarizes the secondary impacts of COVID-19 due to the increased use of technology. Establishing the global response of social distancing, mandates for non-essential business, and working from home, the book centers on the disparate guidance provided domestically at the state and local levels. Marginalized populations are highlighted to identify areas where technology facilitated access and reach or contributed to difficulties catapulted by digital literacy or digital access issues. To explain how people may have been empowered or left behind due to a new and unique reliance on technology, this book is structured based on the social determinants of health domains. Specifically, this book explains how technology was an umbrella domain that impacted every aspect of life during the pandemic including access, use, adoption, digital literacy, and digital equity, as well as privacy and security concerns. Given this book’s focus on the impacts to marginalized populations, there is a thread throughout the book related to the use of technology to perpetuate hate, discrimination, racism, and xenophobic behaviors that emerged as a twin pandemic during COVID-19. Part I explains the defining differences between primary and secondary impacts, as well as the unique guidelines adopted in each state. Part II of the book is focused on specific domains, where each chapter is dedicated to topics including economic stability through employment, education, healthcare, and the social/community context through access to services. Health and socio-economic consequences of the COVID-19 pandemic have been exacerbated by central government-imposed austerity budgeting by local authorities and the health service. This book, part of the Social Determinants of Health series, extends the ideas developed in the previous volumes by reviewing the impact of COVID-19 on local and national governance from the perspectives of public health, social care and economic development. Drawing on case studies from across the UK and beyond, it explores the pandemic and other ‘wicked’ issues including climate change, homelessness, unemployment and domestic abuse through the lens of relationalism, and proposes necessary system changes.
Disability Justice in Public Health Emergencies is the first book to highlight contributions from critical disability scholarship to the fields of public health ethics and disaster ethics. It takes up such contributions with the aim of charting a path forward for clinicians, bioethicists, public health experts, and anyone involved in emergency planning to better care for disabled people—and thereby for all people—in the future. Across 11 chapters, the contributors detail how existing public health emergency responses have failed and still fail to address the multi-faceted needs of disabled people. They analyze complications in the context of epidemic and pandemic disease and emphasize that vulnerabilities imposed upon disabled people track and foster patterns of racial and class domination. The central claim of the volume is that the ethical and political insights of disability theory and activism provide key resources for equitable disaster planning for all. The volume builds upon the existing efforts of disability communities to articulate emergency planning priorities and response measures that take into account the large body of qualitative and quantitative research on disabled people’s health, needs, and experiences. This volume explores the variable meanings and discourses of historical and contemporary pandemics to rethink theories and practices of planetary health. Rather than conflating the planetary with anthropogenic climate change, planetary geo-engineering, or the "global," the volume elaborates a version of planetary health humanities that invites decolonial, creative, and pluridisciplinary modes of thinking and sees "health" as a complex non-anthropocentric process that moves within the multiple scales of the planetary. The volume offers new historical trajectories as it considers an eighteenth-century woman author’s readings of plague, intersecting narratives of nineteenth-century lactation and vaccination, and the forgotten biopolitics of NASA’s Planetary Quarantine Program. It offers accounts of decolonial and oracular planetary health, insists that the role of literature in the health humanities is not merely instrumental, explores viral and planetary co-inhabitations, and scrutinizes inequities faced by global health workers. The volume also includes discussions of cybernetic addiction and the complex entanglements of humans, microbes, and bees. Its concluding interview addresses the concrete impact of current planetary transformations on individual and collective health. Bringing together multiple disciplines, the volume will be of interest to students and scholars in health humanities, literary studies, postcolonial studies, medical history, and narrative medicine.
