Investigating the political transition after the 2011 Tunisian revolution, this book explores whether civil society is fulfilling its democratic functions. Examining the existence of a civil political culture, that is identified through the presence of the six criteria of Freedom, Equality, Pluralism, Tolerance, Trust, and Transparency. The innovation of the volume lies in its critiques of the “transitology” literature, its illustration of the drawbacks of culturalist and Orientalist narratives of Arab politics, and the complexity it notes with respect to civil society and its varied roles, especially that civil society is not always an unconditionally “good” or democratic force. Using a combination of survey, interview, and observation research approaches, these chapters engage with the development of democratic political culture and democratic knowledge in civil society organisations (CSOs) by understanding how CSOs interact with the state, other CSOs, and their members. Presenting both critical theoretical arguments and extensive empirical evidence to demonstrate why Tunisia is such an important case, this book will be of interest to students and researchers interested in political culture, civil society, and Middle East and North African studies.

When popular protests started in Tunisia in late 2010, few anticipated the implications these events would have for the entire Arab region. In the following years, this region witnessed deep changes, increased divisions, and even failing states. Meanwhile, Tunisia managed to assert itself as a new democracy. How did this small country manage its democratic transition within such a short period? And what implications has this had for its foreign policy and its role in international politics? This book assesses Tunisia’s transition ‘inside and out’ from four angles: Tunisian polity and politics which provide the framework for its foreign policy since the ‘Arab Spring’; bilateral relations before and after the ‘Arab Spring’; Tunisia’s activism in international organisations as well as their presence in Tunisia; and transnational issues in Tunisia. Drawing on a broad range of primary sources, including authors’ own interview material conducted with politicians and representatives of civil society and international NGOs involved in the transition process, the book shows that since 2011 Tunisia has not only developed fundamentally at the domestic level, but also at the level of external relations. New and old alliances, a broadening of relations, and new activism of civil society and of Tunisia in international organisations certify that Tunisia has the potential to play an increasingly important role regionally as well as internationally. Providing an encompassing picture of Tunisia’s changed role and successful transition from an autocracy to a democracy, the book allows students and scholars in the field to understand the ‘last country standing’ better, a country that both the scientific community and the political scene should not underestimate for the promises it holds.
"Democratic transition," the act of becoming democratic, and "democratic consolidation," the subsequent actions that solidify the achievement of becoming democratic, are two separate processes that go hand in hand. While several Arab Spring nations overthrew their dictators, fewer underwent a democratic transition, and only one - Tunisia - achieved democratic consolidation (Bouchlaghem and Thepaut, 2019; Sadiki, 2019; Gianni, 2019). Tunisia constitutes the sole Arab Spring country to have: 1) created and adopted a new constitution; 2) formed and institutionalized political parties that peacefully share power; and 3) achieved multiple rounds of free and fair elections (Al-Anani, 2014; Yerkes, 2019). Scholarly consensus credits Tunisia's civil society, a presence which predates the Arab Spring, with the nation's successful democratization (Boose, 2013; Yerkes, 2019; Giani, 2019). Despite the clear benefits of its vibrant civil society, Tunisia's democratic transition and subsequent democratic consolidation were not without challenges. Some of these challenges have been resolved, while others represent serious ongoing factors that must continue to be managed (Chabkoun, 2015). Thus, an examination into Tunisia's transition to democracy suggests that the scholarly consensus that a vibrant civil society has a uniformly positive influence on democratization lacks nuance, and if ignored in Tunisia's future policymaking, threatens to derail Tunisia's democratic gains. In order to understand the full impact of civil society organizations have on the Tunisian democratic process, I chose to delineate my research project into three distinct units - each unit becoming its own chapter in my dissertation. The first article provides an extensive scholarly overview of the role of civil society in Tunisia, grappling with the oftentimes self-contradictory nature of civil society activity in Tunisia. The second article is a qualitative analysis of the collected data that contributed to my development of the central research question. The third article contains contextualizes these paradoxical tendencies of Tunisian civil society, and their associated contradictory results, employing Advocacy Coalition Framework as a lens through which to view Tunisia's current public policy environment. Overall, the empirical and theoretical contribution of this dissertation will address a critical gap in the scholarly literature about the impact of civil society organizations in post-revolution Tunisia. My research will also advance the use of Advocacy Coalition Framework in future scholarship by delivering a comprehensive study of Tunisia, which future scholars may use as a basis for new comparative case study work and providing a model for the application of Advocacy Coalition Framework to other newly formed democracies.
This book investigates how the externalisation of EU migration policies is implemented in Tunisia after the fall of the Ben Ali regime in 2011 through the involvement of civil society organisations. The ‘democratic transition’ initiated by the Tunisian Revolution led to the emergence of a ‘vibrant civil society’ as a new actor in the implementation of migration policies. In a country where migration issues are highly politicised and have strongly entered the public space, civil society is now included in the EU-Tunisia negotiation process and is assigned the role of an intermediary for the implementation of controversial European policies related to sedentarisation of the Tunisian population and to the construction of Tunisia as a ‘country of destination’. The volume concludes by suggesting an alternative way of thinking about migrant struggles challenging the European border regime as ‘uncivil society’ struggles.
The Arab Spring began and ended with Tunisia. In a region beset by brutal repression, humanitarian disasters, and civil war, Tunisia's Jasmine Revolution alone gave way to a peaceful transition to a functioning democracy. Within four short years, Tunisians passed a progressive constitution, held fair parliamentary elections, and ushered in the country's first-ever democratically elected president. But did Tunisia simply avoid the misfortunes that befell its neighbors, or were there particular features that set the country apart and made it a special case? In Tunisia: An Arab Anomaly, Safwan M. Masri explores the factors that have shaped the country's exceptional experience. He traces Tunisia's history of reform in the realms of education, religion, and women's rights, arguing that the seeds for today's relatively liberal and democratic society were planted as far back as the middle of the nineteenth century. Masri argues that Tunisia stands out not as a model that can be replicated in other Arab countries, but rather as an anomaly, as its history of reformism set it on a separate trajectory from the rest of the region. The narrative explores notions of identity, the relationship between Islam and society, and the hegemonic role of religion in shaping educational, social, and political agendas across the Arab region. Based on interviews with dozens of experts, leaders, activists, and ordinary citizens, and a synthesis of a rich body of knowledge, Masri provides a sensitive, often personal, account that is critical for understanding not only Tunisia but also the broader Arab world.
In the tumultuous aftermath of the Arab uprisings, Tunisia charted a unique path that has earned it praise as "a beacon of hope" in a troubled region. Since the 2011 revolution, it has embraced a new culture of democracy, based on pluralism, civilian rule and the peaceful transfer of power. Equally noteworthy are the country's burgeoning civil society, its various institutional reforms and its progressive new constitution, which upholds individual freedoms and champions women's rights. But in spite of these achievements, daunting challenges remain. Although Tunisia has succeeded in defusing many crises, its transition has been uneasy; its democracy is fragile and its future continues to be uncertain. As the country emerges from decades of authoritarian rule, it faces enormous political, social, economic and security challenges, which are undermining its peaceful evolution. It is this state of fragility that A Fledgling Democracy seeks to capture. Focusing on the socio-political dynamics that have unfolded in this North African nation since the revolution, the contributors to this volume shed light on how Tunisia has navigated its first decade of democratic transition, and reflect on what the ongoing changes and challenges mean for the country today.
Transitional justice in process is the first book to comprehensively study the Tunisian transitional justice process. After the fall of the Ben Ali regime in 2011, Tunisia swiftly began dealing with its authoritarian past and initiated a comprehensive transitional justice process, with the Truth and Dignity Commission as its central institution. However, instead of bringing about peace and justice, transitional justice soon became an arena of contention. Through a process lens, the book explores why and how the transitional justice process evolved, and explains how it relates to the country’s political transition. Based on extensive field research in Tunisia and the United States, and interviews with a broad range of Tunisian and international stakeholders and decision-makers, Transitional justice in process provides an in-depth analysis of a crucial period, beginning with the first initiatives aimed at dealing with the past and seeking justice and accountability. It discusses the development and design of the transitional justice mandate, and looks at the performance of transitional justice institutions in practice. It examines the role of international justice professionals in different stages of the process, as well as the alliances and frictions between different actor groups that cut across the often-assumed local-international divide. Transitional justice in process makes an essential contribution to literature on the domestic and international politics of transitional justice, and in particular to the understanding of the Tunisian transitional justice process.
Abstract: Political transformation scholars identified a new object of research through the course of the so-called "Arab Spring" that began in 2010 - the democratization of Arab countries. However, Tunisia is the only country in which the transformation process resulted in a democratic political system with constitutional rights and free elections, achievements that remain to this day. This paper investigates the importance and role of civil society during the transformation process in Tunisia. Theoretically, this paper integrates a participative framework of civil society with a three-stage-model of democratic transformation, inspired by French philosopher Montesquieu. In the descriptive empirical section, events are summarized that took place between 2000 and 2017. In the subsequent sections, the paper frames events from this period in a historical and sociological context: from the Ottomans until the authoritarian ruler Ben Ali, thereby drawing special attention to the unique evolution o
This book illustrates the results of ethnographical research designed to shed light on the notion of civil society in a context characterized by the transformation of power relations. Such transformation is given by shifting resources, renewed local and international opportunities, and a general reframing of goals and objectives. The academic literature has usually relied on a substantialist understanding of the notion of civil society - referring to the latter as something that exists a priori or does something. This volume relies, instead, on a relational approach - where civil society becomes the name we give to a host of complex interactions in which local associations are involved in a time of reconfiguration of power relations. Building on this approach, this volume analyses the relational dynamics affecting Tunisian associations after the fall of the authoritarian regime in 2011 and their implications for the changing political order. Findings show two main interrelated trends: the nationwide professionalization of local associations and the localized networking strategies of various socio-political categories crossing the associational sector. The book shows how their members understand the standardization of local associations as a strategy to have guaranteed access to the public sphere and, therefore, to influence the changing political order.
