Asian science such as mathematics, Chinese printing, gunpowder and the compass, all contributed to the development of European science. During the last few centuries, however, scientific contributions with Asian roots have diminished and been marginalized and deligitimised. Yet the center of the world economy today is shifting to Asia with shifts in science and technology bound to follow. Toward a Global Science is driven by the proposition that pre-Renaissance acquisition of Asian knowledge did not exhaust Asian civilizationÕs potential contribution. There are many useful elements to modern science still lying hidden in Asian civilizational stores waiting to be Òmined.Ó The author gives details of recent contributions from South Asian medicine, mathematics, and psychology and explores how South Asian inputs can be useful in navigating the philosophical and ethical problems raised by two dominant technologies of the future, namely biotechnology and information technology. As an illustrative example, it describes how a fruitful marriage of one technologyÑvirtual realityÑwith South Asian philosophy can enliven both the technology as well as philosophy. It also examines how Asian positions could be used to feed some key contemporary philosophical discussions on science. Using a model of the civilizational construction of science, the book views science without Eurocentric blinders. It documents how science was built initially by transfers from non-European civilizations and why the given historiography of science has to be rethought. Throughout the book the author gives examples of Òparallels and antecedentsÓ between East and West in science and estimates the potential reservoir of Asian knowledge in each field. The book also deals with the many knotty problems in recovering science from past traditions. The author distinguishes between his secular efforts from religious and other attempts that claim the equivalence of all knowledge systems.

The United States and other countries around the world face problems of an increasingly global nature that often require major contributions from science and engineering that one nation alone cannot provide. The advance of science and engineering is an increasingly global enterprise, and in many areas there is a natural commonality of interest among practitioners from diverse cultures. In response to challenges, the National Academies held a workshop in Washington, DC, in February 2011, to assess effective ways to meet international challenges through sound science policy and science diplomacy. U.S. and International Perspectives on Global Science Policy and Science Diplomacy summarizes issues addressed during this workshop. Participants discussed many of the characteristics of science, such as its common language and methods; the open, self-correcting nature of research; the universality of the most important questions; and its respect for evidence. These common aspects not only make science inherently international but also give science special capacities in advancing communication and cooperation. Many workshop participants pointed out that, while advancing global science and science diplomacy are distinct, they are complementary, and making them each more effective often involves similar measures. Some participants suggested it may sometimes be more accurate to use the term global science cooperation rather than science diplomacy. Other participants indicated that science diplomacy is, in many situations, a clear and useful concept, recounting remarkable historical cases of the effective use of international scientific cooperation in building positive governmental relationships and dealing with sensitive and urgent problems. To gain U.S. and international perspectives on these issues, representatives from Brazil, Bangladesh, Egypt, Germany, Jamaica, Kazakhstan, Malaysia, Morocco, Rwanda, South Africa, and Syria attended the workshop, as well as two of the most recently named U.S. science envoys, Rita Colwell and Gebisa Ejeta.
Present trends indicate that in the years to come transnational science, whether basic or applied and involving persons, equipment or funding, will grow considerably. The main purpose of this volume is to try to understand the reasons for this denationalization of science, its historical contexts and its social forms. The Introduction to the volume sets out the socio-political, intellectual, and economic contexts for the nationalization and denationalization of the sciences, processes that have extended over four centuries. The articles examine the specific conditions that have given rise to the growth of transnational science in the 20th century. Among these are: the need for cognitive and technical standardization of scientific knowledge-products, pressure toward cost-sharing of large installations such as CERN, the voluntary and involuntary migration of scientists, and the global market for R&D products that has emerged at the end of the century. The volume raises many new questions for research by historians and sociologists of science and poses problems that are of concern both to scientists and science policy-makers.
