The Flexible Multi-Partner Mechanism (FMM), as FAO’s main pooled multi-partner flexible funding instrument, enables resource partners to contribute voluntary and less-earmarked financial resources to support the delivery of programmatic results under FAO’s Strategic Framework. This report highlights the key achievements of the FMM in 2020, both in terms of its accomplishments as a funding mechanism and the delivery of transformative results on the ground through FMM-funded Programmes and Subprogrammes.
This evaluation assesses the extent to which FAO adopted an effective, coherent and transformative approach to its work on climate action from 2015 to 2020, by contributing to the achievement of SDG 13 targets and the Paris Agreement. The methodology included portfolio analysis, quantitative content analysis of over 500 documents, participatory stakeholder workshops, desk reviews, interviews with 488 stakeholders, analysis of key FAO products, 3 global surveys, and 13 country case studies. The evaluation’s findings are (i) FAO’s Strategic Framework is aligned with SDG 13 and the Paris Agreement. However, FAO has not expressed a long-term vision on its leadership role in agriculture for climate action; nor does FAO governance yet reflect a clear and strategic focus on its mission on climate action; (ii) The 2017 Climate Change Strategy has effectively supported FAO’s work, but it is not fully integrated into corporate decision-making; (iii) FAO has made relevant contributions by supporting national capacity building for climate action; (iv) FAO’s contributions to SDG 13 and the uptake of products and tools are not systematically monitored and reported; (v) There is little alignment of portfolios between divisions and no systematic approach to trade-offs. Consequently, the root causes of climate change on agriculture are not being addressed in an integrated way; (vi) FAO has strong capacity, but the current business model results in uneven distribution of human and financial resources and in fragmented, short-term projects reach; (vii) FAO contributed to climate adaptation and mitigation by collaborating with Members and other partners, although it has engaged less in innovative partnerships with the private sector, financing institutions and civil society; (viii) FAO has progressed on the inclusion of gender-specific climate action initiatives. The recommendations of the evaluation include developing a corporate narrative on climate change and food systems; formulating a new Climate Change Strategy and action plan; improving the climate change labelling of its project portfolio; mainstreaming climate action into all offices, divisions and levels, and including coordination and guidance to embed procedures in the project cycle, quality assurance and learning mechanisms; adopting a climate action-focused programmatic approach; running an assessment to identify capacity gaps, needs and opportunities and, accordingly, strengthening the capacity of staffing, funding and inter-office communication; enhancing its partnerships and seeking out innovative partnerships; and mainstreaming the core “leave no one behind” by including women, youth, the extreme poor, indigenous peoples and other vulnerable groups.
This work provides a preliminary analysis of the key climate risks affecting agrifood value chains and opportunities for climate services that reach stakeholders involved in all stages of the value chain, from agrifood production to harvest, storage and refrigeration, processing and packaging, transportation, markets, trade and consumption. Climate services provide opportunities to effectively and comprehensively mainstream climate risk management across the entire agrifood value chain, in addition to increasing sustainability and efficiency in the face of changing climate conditions. This report provides significant primary information and recommendations on the development of climate services across the agrifood value chain with a view to systematically enhance sustainable and resilient opportunities. It also provides a basis for further research and investment funding in this area. Its findings could spark follow-up research and public and private investment.
The purpose of this publication is to facilitate gender analysis in value chain operations, considering climate change effects, in order to enhance adaptive capacities of value chain actors. It aims to facilitate the analysis of the factors that determine gender-differentiated vulnerability to climate change and risks. It is intended for use by practitioners and service providers, including governments, civil society and academia, to guide interventions within the agrifood sector.
Although risk-based approaches to disaster management are particularly effective, the rapid start-up of risk financing is hardly conceivable in the case of a drought that has been grossly underfinanced. Even if existing resources are spent more effectively, the gap far exceeds the active finance flows. Creating an enabling environment for the financial sector is the first step to intensifying investments, and it must be done by aligning the interest of the involved actors, including public and private stakeholders, the development and scientific community, and the impacted sectors. This report provides an in-depth analysis of the structural particularities and the status of drought finance. It lines up pathways to stimulate the financial environment by proposing innovative strategies, in other words, enabling pathways. It responds to the pressing concern of what innovative instruments and strategies should be used to make drought finance attractive for all sectors. The goal is to roll out larger-scale programmes to enable drought financing to yield a good return, thus supporting the efforts of the global community to build drought resilience through increased finance flows.By providing pragmatic steps towards the acceleration of drought finance, the publication contributes to several Sustainable Development Goals (SDGs), including SDGs 1, 2, 5, 6, 13, 15 and 17. It is in line with the objectives of the FAO Strategic Framework, namely, it addresses the objective of the Better Production to ensure “resilient and sustainable agrifood systems”, and the objective of the Better Life to promote “inclusive economic growth by reducing inequalities”.
The Integrating Agriculture into National Adaptation Plans (NAP-Ag) programme, jointly coordinated by UNDP and FAO, worked with eleven countries to identify and integrate climate adaptation measures into national planning and budgeting processes, in support of achieving the Sustainable Development Goals (in particular SDG 2 - Zero Hunger; and SDG 13 - Climate Action) and the Paris Agreement. The evaluation assessed programme relevance and the achievement and sustainability of programme results among other dimensions. The evaluation found that NAP-Ag’s country-driven, multi-sector and multi-level approach allowed for ample engagement of stakeholders, contributed to establish coordination mechanisms and promoted ownership of results. The programme supported the development of institutional capacities; directly influenced the integration of agriculture adaptation options into countries’ plans, practices and policies, and supported countries in accessing climate finance. NAP-Ag also contributed to global climate change adaptation efforts by supporting countries to accomplish the work outlined by UNFCCC. NAP-Ag also influenced the inclusion of gender aspects adaptation options in many countries. FAO should continue promoting the adoption of programme outcomes in countries’ systems and further support countries to mobilize financial support to scale up lessons learned from NAP-Ag. Private sector involvement should be increased to guarantee the implementation of certain climate adaptation options. Strategic stakeholders should be engaged to support gender mainstreaming efforts in agriculture climate adaptation options.
Governments, nongovernmental organizations, donors, and the private sector have increasingly embraced value-chain development (VCD) for stimulating economic growth and combating rural poverty. Innovation for Inclusive Value-Chain Development: Successes and Challenges helps to fill the current gap in systematic knowledge about how well VCD has performed, related trade-offs or undesired effects, and which combinations of VCD elements are most likely to reduce poverty and deliver on overall development goals. This book uses case studies to examine a range of VCD experiences. Approaching the subject from various angles, it looks at new linkages to markets and the role of farmer organizations and contract farming in raising productivity and access to markets, the minimum assets requirement to participate in VCD, the role of multi-stakeholder platforms in VCD, and how to measure and identify successful VCD interventions. Climate change is impacting global food production systems, making the challenge of feeding the world’s growing population more difficult than ever before. The tropical fruit sector is particularly at risk from the negative impacts of climate change driven by rising temperatures, extreme weather events, and associated challenges such as water stress and increased pests and diseases. This poses significant risks for the long-term sustainability of production and trade of important tropical fruits including avocados. Recognizing these challenges, the Responsible Fruits Project has developed this technical guide on climate change adaptation for the avocado export industry. The guide is for producers and exporters of avocado who are interested in learning more about climate change in the context of their own business systems. It was developed through a consultative process with avocado companies and producer organizations participating in the Responsible Fruits Project. The purpose of this technical guide is to: • Provide up-to-date information on recent and predicted climate change effects and trends in key avocado producing and exporting countries. • Identify climate change risks and impacts on the production and trade of avocado. • Identify adaptation practices and recommendations that may help to address these risks, minimize negative impacts and build resilience. • Share good practices adopted by companies to address specific climate-related production risks in a sustainable manner. • Identify gaps in information, research and technical solutions needed to strengthen the availability and adoption of adaptation practices.
