International Relations scholars have traditionally expressed little direct interest in addressing time and temporality. Yet, assumptions about temporality are at the core of many theories of world politics and time is a crucial component of the human condition and our social reality. Today, a small but emerging strand of literature has emerged to meet questions concerning time and temporality and its relationship to International Relations head on. This volume provides a platform to continue this work. This book offers the first authoritative guide to assumptions about time in theories of contemporary world politics. It demonstrates how predominant theories of the international or global ‘present’ are affected by temporal assumptions, grounded in western political thought, that fundamentally shape what we can and cannot know about world politics today. The first part of the book traces the philosophical roots of assumptions about time in contemporary political theory. The second part examines contemporary theories of world politics, including liberal and realist International Relations theories and the work of Habermas, Hardt and Negri, Virilio and Agamben. In each case, it is argued, assumptions about political time ensure the identification of the particular temporality of western experience with the political temporality of the world as such and put the theorist in the unsustainable position of holding the key to the direction of world history. In the final chapter, the book draws on postcolonial and feminist thinking, and the philosophical accounts of political time in the work of Derrida and Deleuze, to develop a new ‘untimely’ way of thinking about time in world politics.

What is time and how does it influence our knowledge of international politics? For decades International Relations (IR) paid little explicit attention to time. Recently this began to change as a range of scholars took an interest in the temporal dimensions of politics. Yet IR still has not fully addressed the issue of why time matters in international politics, nor has it reflected on its own use of time — how temporal ideas affect the way we work to understand political phenomena. Moreover, IR remains beholden to two seemingly contradictory visions of time: the time of the clock and a longstanding tradition treating time as a problem to be solved. International Relations and the Problem of Time develops a unique response to these interconnected puzzles. It reconstructs IR's temporal imagination by developing an argument that all times - from natural rhythms to individual temporal experience - spring from social and practical timing activities, or efforts to establish meaningful and useful relationships in complex and dynamic settings. In IR's case, across a surprisingly wide range of approaches scholars employ narrative timing techniques to make sense of confounding processes and events. This innovative account of time provides a more systematic and rigorous explanation for time in international politics. It also develops provocative insights about IR's own history, its key methodological commitments, supposedly 'timeless' statistical methods, historical institutions, and the critical vanguard of time studies. This book invites us to reimagine time, and in so doing to significantly rethink the way we approach the analysis of international politics.
Perceptions of time contributed to recent Western military failings The “decline of the West” is once again a frequent topic of speculation. Often cited as one element of the alleged decline is the succession of prolonged and unsuccessful wars—most notably those waged in recent decades by the United States. This book by three Danish military experts examines not only the validity of the speculation but also asks why the West, particularly its military effectiveness, might be perceived as in decline. Temporality is the central concept linking a series of structural fractures that leave the West seemingly muscle-bound: overwhelmingly powerful in technology and military might but strategically fragile. This temporality, the authors say, is composed of three interrelated dimensions: trajectories, perceptions, and pace. First, Western societies to tend view time as a linear trajectory, focusing mostly on recent and current events and leading to the framing of history as a story of rise and decline. The authors examine whether the inevitable fall already has happened, is underway, or is still in the future. Perceptions of time also vary across cultures and periods, shaping socio-political activities, including warfare. The enemy, for example, can be perceived as belong to another time (being “backward” or “barbarian”). And war can be seen either as cyclical or exceptional, helping frame the public's willingness to accept its violent and tragic consequences. The pace of war is another factor shaping policies and actions. Western societies emphasize speed: the shorter the war the better, even if the long-term result is unsuccessful. Ironically, one of the Western world's least successful wars also has been America's longest, in Afghanistan. This unique book is thus a critical assessment of the evolution and future of Western military power. It contributes much-needed insight into the potential for the West's political and institutional renewal.
Temporal Regimes provides a theoretical framework for understanding the temporal structures of society; a conceptually rich, empirically nuanced and culturally embodied account of temporal phenomena in contemporary world. What does it imply temporal regimes? How the everyday life as well as the global mobilities coordination requires temporal underpinnings? The world is getting faster. This sentiment is proclaimed so often that it is taken for granted, rarely questioned or examined by those who celebrate the notion of an accelerated culture or by those who decry it. Sarah Sharma engages with that assumption in this sophisticated critical inquiry into the temporalities of everyday life. Sharma conducted ethnographic research among individuals whose jobs or avocations involve a persistent focus on time: taxi drivers, frequent-flyer business travelers, corporate yoga instructors, devotees of the slow-food and slow-living movements. Based on that research, she develops the concept of "power-chronography" to make visible the entangled and uneven politics of temporality. Focusing on how people's different relationships to labor configures their experience of time, she argues that both "speed-up" and "slow-down" often function as a form of biopolitical social control necessary to contemporary global capitalism.

This book challenges the correspondence theory of judicial fact construction – that legal rules resemble and subsume facts ‘out there’ – and instead provides an account of judicial fact construction through legally produced times- or adjudicative temporalities- that structure legal subject and event formation in legal judgement. Drawing on Bergsonian and Gadamerian theories of time, this book details how certain adjudicative temporalities can produce fully willed and autonomous subjects through ‘time framed’ legal events – in effect, the paradigmatic liberal legal subject – or how alternative adjudicative temporalities may structure legal subjects that are situated and constituted by social structures. The consequences of this novel account of legal judgement are fourfold. The first is that judicial fact construction is not exclusively determined by the legal rule (s) but by adjudication’s production of temporalities. The second is that the selection between different adjudicative temporalities is generally indeterminate, though influenced by wider social structures. As will be argued, social structures, framed as a particular type of past produced by certain adjudicative temporalities, may either be incorporated in the rendering of the legal event or elided. The third is that, with the book’s focus on criminal law, different deployments of adjudicative temporalities effect responsibility ascription. Finally, it is argued that the demystification of time as that which structures event and subject formation reveals another way in which to uncover the politics of legal judgement and the potential for its transformative potential, through either its inclusion or its elision of social structures in adjudication’s determination of facts. This book will be of interest to students and scholars in the field of legal judgement, legal theory and jurisprudence.
