Implicit conceptions of time associated with progress and linearity have influenced scholars and practitioners in the fields of transitional justice and peacebuilding, but time and temporality have rarely been systematically considered. Time and Temporality in Transitional and Post-Conflict Societies examines how time is experienced, constructed and used in transitional and post-conflict societies. This collection critically questions linear, transitional justice time and highlights the different temporalities that exist at local and institutional levels through original empirical research. Presenting empirical and often ethnographic research from Argentina, Brazil, Colombia, Cambodia, Mozambique, Palestine/Israel, Rwanda and South Africa, contributors use a temporal lens to investigate key issues including: transitional justice institutions, peace processes, victimhood, perpetrators, accountability, reparations, forgiveness, reconciliation and memoralisation. This edited collection critically explores the funding arrangements governing contemporary community development and how they shape its theory and practice. International contributions from activists, practitioners and academics consider the evolution of funding in community development and how changes in policy and practice can be understood in relation to the politics of neoliberalism and contemporary efforts to build global democracy from the ‘bottom up’. Thematically, the collection explores matters such as popular democracy, the shifting contours of the state-market relationship, prospects for democratising the state, the feasibility of community autonomy, the effects of managerialism and hybrid modes of funding such as social finance. A sensitive ethnography of former Mozambican National Resistance (RENAMO) combatants After sixteen years of civil war (1976—1992) between the Mozambican National Resistance (RENAMO) and the government of Mozambique, over 90,000 former combatants were disarmed and demobilized by a United Nations-led program. Former combatants were to find their ways as civilians again, assisted by community-based reintegration rituals. While the process was often presented as a success story of peace, renewed armed conflict involving RENAMO combatants in 2013 and onward suggests that the reintegration of former guerrillas was a far more complex story. In Former Guerrillas in Mozambique, Nikkie Wiegink describes the trajectories of former RENAMO combatants in Maringue, a rural district in central Mozambique. Rather than focus on violence, trauma, and the reacceptance of these ex-combatants by the community, Wiegink emphasizes the ways in which RENAMO veterans have navigated unstable and sometimes dangerous social and political environments during and after the war. She examines the experiences of both male and female war veterans and their attempts at securing a tolerable life. Based on fourteen months of fieldwork conducted long after the war ended, Former Guerrillas in Mozambique offers a critique of a notion of reintegration that assumes that the lives of former combatants are shaped first by a break with society when joining the armed group and later by a break with the past when demobilizing and a return to a status quo. Wiegink argues, instead, that former combatants' motivations, experiences, and interactions are not necessarily characterized by a rigid separation from their RENAMO past, but rather comprise a mixture of ruptures and continuities of relationships and networks, including families, the spiritual world, fellow former combatants, political parties, and the state.
Drawing on conceptual debates in transitional justice and critical archival studies, as well as empirical cases from various countries around the world, the contributions in this book critically examine how archives are produced by and used in transitional justice processes such as tribunals, truth commissions and remembrance processes. This edited volume provides conceptual critiques of the transitional justice paradigm and innovations in providing a new lens on archival practices in transitional justice. In doing so it offers in-depth analyses of the relationship between archives and transitional justice in France, Colombia, Rwanda, South Africa and Northern-Ireland; it highlights truth commission and (international) court archives as much as personal collections and oral histories. The authors bring critical archival studies into dialogue with transitional justice discourses to highlight the activism and emancipatory potential but also the possibilities of injustices inherent in archives and archival practice. Crucially, the book goes beyond merely highlighting the evidentiary value of archives by linking them to a multitude of transitional justice processes, goals and ideals, including remembrance processes, witnessing, reconciliation, non-recurrence, and various struggles against injustices and prevalent violence. This collection contributes to and expands our understanding of archives in transitional justice and critically questions core assumptions being made about the inherently positive contributions archives and records make to dealing with a violent past. The chapters in this book were originally published as a special issue of The International Journal of Human Rights.

Bottom-up case studies, drawn from the perspective of ordinary Africans’ experiences with state bureaucracies, structures, and services, reveal how citizens and states define each other. This volume examines contemporary citizens’ everyday encounters with the state and democratic processes in Africa. The contributions reveal the intricate and complex ways in which quotidian activities and experiences—from getting an identification card (genuine or fake) to sourcing black-market commodities to dealing with unreliable waste collection—both (re)produce and (re)constitute the state and democracy. This approach from below lends gravity to the mundane and recognizes the value of conceiving state governance not in terms of its stated promises and aspirations but rather in accordance with how people experience it. A fundamental challenge plagues the global peacebuilding community. How can technocratic approaches to peacebuilding that are rooted in short-term, project-based execution of activities, further the longer-term transformative outcomes like altering young people's attitudes and beliefs about peace and violence? In response to this global challenge, in Peacebuilding Legacy, Sukanya Podder analyzes the long-term effects of peacebuilding programmes involving children and young people. Podder unpacks the concept of peacebuilding legacy through the lens of time, transformation, and intergenerational peace. Podder also develops unique qualitative cues for measuring legacy in terms of the institutional, normative, and organizational logics. If norms resonate strongly with the local context, they are likely to encourage strong retention and meaningful adoption over time. Successful institutionalization of project models through planned handover to successor national organizations, or government departments, holds the key to stronger local ownership. Organizational learning and reflection can support this process through a more strategic approach to programming, and through post-exit studies. Regarding attitude change, Podder found that, the media and peace education projects that targeted individuals' ingrained beliefs and values but overlooked the role of group social norms had only limited persuasive effects. To shift the values, practices, norms, and beliefs of the younger generation, the mindset of the older generation must also be targeted. Changes in the legal, political, economic, and other social institutions are critical for long-term and meaningful transformation. This requires adopting an ecological model of peace.
