Scholarship on NATO is often preoccupied with key episodes in the development of the organisation and so, for the most part, has remained inattentive to theory. This book addresses that gap in the literature. It provides a comprehensive analysis of NATO through a range of theoretical perspectives that includes realism, liberalism and constructivism, and lesser-known approaches centred on learning, public goods, securitisation and risk. Focusing on NATO’s post-Cold War development, it considers the conceptualisation, purpose and future of the Alliance. This book will be of interest to students and scholars of international organisation, international relations, security and European Politics.
This timely Research Handbook provides novel insights into the institutional complexities of the North Atlantic Treaty Organization (NATO). Through a defined focus on the post-Cold War evolution of NATO, it provides various theoretical perspectives on the Alliance and assesses wider research efforts within NATO studies.
For almost fifteen years, both the EU and North Atlantic Treaty Organization (NATO) have claimed to partake in a relationship that is purported to be a ‘Strategic Partnership’, albeit one that is troubled by lasting political blockages. The constraints that affect the formal relationship between the two organizations are well-covered terrain in the academic literature – including by most of the contributors to this volume; however, the popular argument that the EU and NATO simply do not cooperate in any substantive way warrants deeper investigation, both theoretically and thematically. Thus, EU-NATO relations might not at first seem like an under-researched area, but much of the existing literature on the issue re-engages oversimplified and formulaic statements about the nature, quality, and practice of interactions between the EU and NATO. This volume aims to develop the EU-NATO research agenda by pursuing three key objectives: (1) reduce the lacuna of theoretically informed analyses of the relationship, (2) add empirically and analytically rigorous case studies to the relevant body of literature, and (3) point to possible developments and solutions in the 'Strategic Partnership'. The chapters in this book were originally published as a special issue in European Security.

Explaining NATO’s adaptation from the perspective of power dynamics that push for international change and historical experience that informs grand strategy allows wider inferences not only about democratisation as a foreign policy strategy but also about the nature of the transatlantic alliance and its relations with a mostly illiberal environment. Larsen offers a theoretical conception of NATO as a patchwork of one hegemonic and several great power interests that converge or diverge in the formulation of common policy, as opposed to NATO as a community of universal values. This book analyzes both NATO’s and the EU’s military crisis management operations and provides an explanation for the fact that it is sometimes NATO, sometimes the EU, and sometimes both international organizations that intervene militarily in a conflict. In detailed case studies on Libya, Chad/Central African Republic, and the Horn of Africa, Claudia Fahron-Hussey shows that the capabilities and preferences of the organizations matter most and the organizations’ bureaucratic actors influence the decision-making process of the member states.

The central aim of this book is to foster connections between scholarly discussions of German foreign policy and broader theoretical debates in International Relations and beyond. While there has been a lively discussion about ‘new German foreign policy’, this book argues that it has not engaged substantially with international and foreign policy theory, especially with respect to its more recent developments. Reviewing the recent literature on German foreign policy, this book posits that the most discussed works are still largely provided by the ‘Altmeister’ (Maull, Szabo, Bulmer and Paterson) who were already dominating the field a quarter of a century ago. While there is a general decline in the academic study of German foreign policy, the chapters in this edited volume show that a range of novel, theoretically sophisticated but often disconnected scholarship has appeared on the margins. This book contributes to this emerging work by providing conceptual interrogations, which question the existing research and provide theoretically-grounded alternatives; initiating critical discussions and evaluations of the nature of Germany’s actorness and the environment in which it operates and proposing applications of less familiar perspectives on German foreign policy. In crisis management operations, strategic errors can cost lives. Some international organizations (IOs) learn from these failures whereas others tend to repeat them. Given that they have high rates of turnover, how is it possible that any IO retains knowledge about the past? This book introduces an argument for how and why IOs develop institutional memory from their efforts to manage crises. Findings indicate that the design of an IO's learning infrastructure (e.g. lessons learned offices and databases) can inadvertently disincentivize IO elites from using it to share knowledge about strategic errors. Elites - high-level officials in IOs - perceive reporting to be a risky endeavour. In response, they develop institutional memory by creating and using informal processes, including transnational interpersonal networks, private documentation and conversations during crisis management exercises. The result is an institutional memory that is highly dependent on only a handful of individuals. The book draws on the author's interviews and a survey experiment with 120 NATO elites across four countries. Cases of NATO crisis management in Afghanistan, Libya and Ukraine further illustrate the development of institutional memory. Findings challenge existing research on organizational learning by suggesting that formal learning processes alone are insufficient for ensuring that learning happens. The book also offers recommendations to policymakers for strengthening the learning capacity of IOs.
