By focusing on the historical realities of the labour movement both before and after 1945, the study explains the extent to which organized labour solidified and challenged the dominant structures of politics and authority. It examines the metalworkers’ union, the construction workers’ union, the printers’ union and the chemical workers’ union and shows how the industrial reality of each organisation helped shape its political outlook and strategic thinking. First published in 1988, Parties and Party Systems in Liberal Democracies considers the extent and ways in which Western European and North American parties and party systems changed in the 1970s and 1980s after decades of relative stability. It examines changes in the nature and organisation of parties and relates this to changes in electoral behaviour and to wider social and economic change. It concentrates on political parties as actors and the ways in which they maintain themselves and respond to the moves and gambits of both established and newer parties and to the increasingly numerous and vociferous single interest pressure groups. One important argument put forward is that many social and economic changes have had a minimal impact because established parties have been able to adapt by redefining issues in their favour and have also been able to rely on residual support and access to patronage. Based on recently released archival sources, this book is the first systematic analysis of the German-Soviet negotiations leading to the conclusion of the Moscow Treaty of August 1970. This treaty was the linchpin of the 'New Ostpolitik' launched by Chancellor Willy Brandt's government as a policy of reconciliation and an attempt to normalize relations with the countries of the Eastern bloc. Focusing on the decision-making processes, both within the German domestic political system as well as within the international context, this study offers a new interpretation of the shift from confrontational to détente politics at this time, arguing that the Moscow Treaty was the product of various interrelated domestic and external factors. As Dannenberg shows, the change of government to a Social-Liberal coalition was the first important precondition for Ostpolitik, while the speedy conclusion of the Moscow Treaty owed much to the high degree of secrecy and centralization that characterized Brandt's policy-making and that of his small coterie of advisors. However, Brandt's predominance in the decision-making process does not mean that he alone determined the direction of policy. His room for manoeuvre was, amongst other things, constrained by his coalition's narrow parliamentary majority as well as the Western Allies' special rights. On the other hand, German-Soviet trade expansion, public opinion, and the emerging international interest in détente in the mid-1960s were crucial factors favouring Ostpolitik. It was in this configuration of circumstances that Brandt placed himself at the forefront of the movement towards détente between East and West by introducing his bold diplomatic design - one that had the reunification of Germany as its ultimate goal.
Throughout the 1970s and 1980s, West Germany was considered to be one of the world's most successful economic and political systems. In his seminal 1987 analysis of West Germany's 'semisovereign' system of governance, Peter Katzenstein attributed this success to a combination of a fragmented polity, consensus politics and incremental policy changes. However, unification in 1990 has both changed Germany's institutional configuration and created economic and social challenges on a huge scale. This volume therefore asks whether semisovereignty still exists in contemporary Germany and, crucially, whether it remains an asset in terms of addressing these challenges.
