The Department of Housing and Urban Development (HUD) emphasizes the word “community” for building economic development, citizen participations, and revitalization of facilities and services in urban and rural areas. Resident Councils are one way to develop and build community among residents of public housing. Despite HUD stressing community building in public housing and investing money and policies around it, there are some resident councils that are not fulfilling the expectations of HUD. This book is my attempt to describe and explain HUD’s expectations for the resident council as an active agent for community building and the actual practices of the resident council. I argue that policies and regulations of resident councils which exist to support the effectiveness of the resident council in creating and implementing community-building, self-sufficiency, and empowerment activities and goals in a public housing community may do more harm than good. The Department of Housing and Urban Development invests and spends billions on Public Housing Programs (6.6 billion in 2013). The majority of the 1.2 million people who live in public housing do not live in large urban areas with thousands of people confined to a certain space. The majority of public housing units (90%) have fewer than 500 units. These smaller units and the people that live in them tend to go unnoticed. This ethnographic case study focuses on explaining and understanding the factors and constraints that exist between HUD's expectations for the resident council as an active agent for community building and the actual practices of the resident council. To explain the disjunction—in fact, to determine if such disjunctions identified by Rivertown council members are real. Using the tenets of Critical Race Theory allows us to understand what forces—either real or imagined, structural or cultural—prevent the resident council from being an effective agent for change in the public housing community.

This book explores the often-overlooked positive role of public housing in facilitating social movements and activism. Taking a political, social, and spatial perspective, the author offers Atlanta as a case study. Akira Drake Rodriguez shows that the decline in support for public housing, often touted as a positive (neoliberal) development, has negative consequences for social justice and nascent activism, especially among Black women. Urban revitalization policies target public housing residents by demolishing public housing towers and dispersing poor (Black) residents into new, deconcentrated spaces in the city via housing choice vouchers and other housing-based tools of economic and urban development. Diverging Space for Deviants establishes alternative functions for public housing developments that would necessitate their existence in any city. In addition to providing affordable housing for low-income residents—a necessity as wealth inequality in cities increases—public housing developments function as a necessary political space in the city, one of the last remaining frontiers for citizens to engage in inclusive political activity and make claims on the changing face of the state.
The Politics of Joint University and Community Housing Development: Cambridge, Boston, and Beyond informs and encourages the understanding and creation of community/university housing. It reveals the political and technical dynamics of joint housing development involving both communities and universities. Community/university housing projects have been built in several cities and planned in others. Since Cambridge, Masschusetts, home of Harvard and MIT, contains outstanding examples of community/university housing, the book focuses on the projects there since the 1960s. It also discusses a major project in Mission Hill near Harvard Medical School in Boston, along with brief examinations of a number of other projects. Through the Cambridge and Boston cases, the author explores the historical, political, and economic reasons for developing community housing. There, residents asked the universities to help solve the city housing problems to which the institutions had contributed. Since community housing involved a process, as well as a result in describing how the housing was built, the book focuses on the role of community participation in the development process. This book analyzes decades of immigration–population growth and rapid urbanization as political-demography and urban-governance issues in French Guyana.
