During the Qing dynasty (1644–1911), the province emerged as an important element in the management of the expanding Chinese empire, with governors -- those in charge of these increasingly influential administrative units -- playing key roles. R. Kent Guy’s comprehensive study of this shift concentrates on the governorship system during the reigns of the Shunzhi, Kangxi, Yongzheng, and Qianlong emperors, who ruled China from 1644 to 1796. In the preceding Ming dynasty (1368–1644), the responsibilities of provincial officials were ill-defined and often shifting; Qing governors, in contrast, were influential members of a formal administrative hierarchy and enjoyed the support of the central government, including access to resources. These increasingly powerful officials extended the court’s influence into even the most distant territories of the Qing empire. Both masters of the routine processes of administration and troubleshooters for the central government, Qing governors were economic and political administrators who played crucial roles in the management of a larger and more complex empire than the Chinese had ever known. Administrative concerns varied from region to region: Henan was dominated by the great Yellow River, which flowed through the province; the Shandong governor dealt with the exchange of goods, ideas, and officials along the Grand Canal; in Zhili, relations between civilians and bannermen in the strategically significant coastal plain were key; and in northwestern Shanxi, governors dealt with border issues. The Yellow River has long been viewed as a symbol of China's cultural and political development, its management traditionally held as a gauge of dynastic power. For centuries, the country's early rulers employed a defensive approach to the river by building dikes and diversion channels to protect fields and population centers from flooding. This situation changed dramatically after the Yuan (1260-1368) emperors constructed the Grand Canal, which linked the North China Plain and the capital at Beijing with the Yangtze Valley. One of the most ambitious imperial undertakings of any age, by the turn of the nineteenth century the water system had become a complex network of locks, spillways, and dikes stretching eight hundred kilometers from the mountains in western Henan to the Yellow Sea. Controlling the Dragon examines Yellow River engineering from two perspectives. The first looks at long-term efforts to manage the river starting in the early Ming dynasty, at the nature of the bureaucracy created to do the job, and finally focuses on two of the Confucian engineers who served successfully in the decade before the system was abandoned. In the second section, the author chronicles a series of dramatic floods in the 1840s and explores the way politics, environment, and technology interacted to undermine the state's commitment to the Yellow River control system.

Chinese governments have long struggled to maintain ecological stability along the Yellow River, undertaking ambitious programs of canal and dike construction to mitigate the effects of recurrent droughts and floods. But particularly during the Maoist years the North China Plain was radically re-engineered to utilize every drop of water for irrigation and hydroelectric generation. As David A. Pietz shows, Maoist water management from 1949 to 1976 cast a long shadow over the reform period, beginning in 1978. Rapid urban growth, industrial expansion, and agricultural intensification over the past three decades of China’s economic boom have been realized on a water resource base that was acutely compromised, with effects that have been more difficult and costly to overcome with each passing decade. Chronicling this complex legacy, The Yellow River provides important insight into how water challenges will affect China’s course as a twenty-first-century global power.
This wholly original reassessment of critical issues in modern Chinese history traces social, economic, and ecological change in inland North China during the late Qing dynasty and the Republic. Using many new sources, Kenneth Pomeranz argues that the development of certain regions entailed the systematic underdevelopment of other regions. He maps changes in local finance, farming, transportation, taxation, and popular protest, and analyzes the consequences for different classes, sub-regions, and genders. Pomeranz attributes these diverse developments to several causes: the growing but incomplete integration of North China into the world economy, the state's abandonment of many hinterland areas and traditional functions, and the effect of local social structures on these processes. He shows that hinterlands were made, not merely found, and were powerfully shaped by the strategies of local groups as well as outside forces.
