In the today's global "commercial society" an inquiry into the economic role of government is gaining momentum. Many crucial goods for the wellbeing of a society are not "commercial", national security and clean air are great examples. This means that the economic role of government is not limited to cure the so called "market failures" but it has to provide for non-commercial goods. Unfortunately in the last few decades the decline of the political-economic culture of western post-industrial societies has left scope for people to blindly believe in a free, deregulated market. This book brings the culture of the state in from the cold, by confronting readers at the start with the necessity of recognizing the fundamental difference between private commercial interests, whose provision rests on the culture of profit, and public shared interests, whose provision rests on the culture of the state. This book also explores how much individual wellbeing does depend on both. The only chance for public shared interests, with their non-profit nature, to successfully keep their ground in the face of the overwhelming power of private commercial/financial interests, lies in regenerating a political-economic state culture whereby governments and policy makers/politicians understand their responsibility and social function to consist primarily in pursuing the satisfaction of the formers and not in acting on behalf of the latter.

Many of the environmental and social problems we face today are symptoms of a deeper systemic failing: a dominant cultural paradigm that encourages living in ways that are often directly counter to the realities of a finite planet. This paradigm, typically referred to as 'consumerism,' has already spread to cultures around the world and has led to consumption levels that are vastly unsustainable. If this pattern spreads further there will be little possibility of solving climate change or other environmental problems that are poised to dramatically disrupt human civilization. It will take a sustained, long-term effort to redirect the traditions, social movements and institutions that shape consumer cultures towards becoming cultures of sustainability. These institutions include schools, the media, businesses and governments. Bringing about a cultural shift that makes living sustainably as 'natural' as a consumer lifestyle is today will not only address urgent crises like climate change, it could also tackle other symptoms like extreme income inequity, obesity and social isolation that are not typically seen as environmental problems. Our planet is under siege. Assaults on the atmosphere -the greenhouse effect, the depletion of the ozone layer and increasing air pollution - pose a still unquantified threat to human life. The dumping of hazardous wastes, and land based sources of pollution, present a similar threat to the oceans. On land we are destroying a tropical forest the size of Austria every year, and more than a hundred species of wild plants and animals are lost forever each day. When the General Assembly of the United Nations established UNEP it charged us with reporting on the changing state of the world's environment, tracking the underlying causes of change, and working with governments to develop responses to those changes. Every year since 1974, UNEP has produced a State of the Environment report, focusing on one or more emerging environmental issues and always stressing the human factor -the impact of environmental quality on people and society. Three times since its inception (1982, 198 7 and 1992) UNEP has undertaken a more wide-ranging study. The results of the present study are the most disturbing of the three. However, not all the signs are negative. Throughout the 19 70s and into the 1980s, UNEP was able to report progress in some important areas. Environmental monitoring capacity was being rapidly improved in many parts of the world, and Ministries of the Environment were being set up in an attempt to deal with environmental threats in a more coherent way.

One of the main activities assigned to the Governing Council of the United Nations Environment Programme (UNEP) is to review the world environmental situation to insure that emerging environmental problems of wide international significance receive appropriate and adequate consideration by governments. Accordingly, UNEP has assessed the state of the global environment for 1988. Chapter I, "Environmental Quality," addresses such issues as air quality and atmospheric issues, water quality, the marine environment, land use patterns, and terrestrial biota. Chapter II, "Development and Environment," contains sections on population growth, human settlements, transport and tourism, agriculture and food production, industrial development and energy. Chapter III, "Environmental Protection Measures," deals with public perception and attitudes and national and international responses.
