The creation of the Euro-Mediterranean Partnership in 1995 was seen, at the time, as a forward-thinking foreign policy which would strengthen ties between Europe and the Mediterranean Arab states. Since that time, however, almost none of this initial ambition has been translated into positive, successful policy. Twenty years on from the creation of the Euro-Mediterranean Partnership (now the Union for the Mediterranean), this book collects some of the most influential articles published in the Mediterranean Politics journal since 1995 – and suggests what these articles tell us about the state of relations between Europe and the Middle East. The selection of articles gives a sense of the way in which analytical debate has changed in the journal’s lifetime, a lifetime which has seen the journal at the forefront of academic study on a variety of issues in the Mediterranean region. As such, the selection is naturally a reflection of the different periods from which the articles are taken, and, taken together, they paint a picture of how the Euro-Mediterranean partnership has been reshaped over time.
The tension between the aim of creating sustainable multilateral region-building dynamics and the need to find more differentiated and flexible forms of cooperation has been ever-present in Euro-Mediterranean relations. The proliferation of different and partially overlapping initiatives in recent years – the Euro-Mediterranean Partnership, the European Neighbourhood Policy and the Union for the Mediterranean – is a plain expression of this tension. The 2011 episodes of regime-change in the Arab world have once again placed the debate about differentiation in EU’s relations with Southern and Eastern Mediterranean Countries at the top of the Union’s foreign policy agenda. This book contributes to theoretical and practical debates on whether differentiation processes can aid or hinder policy convergence processes and region-building efforts more widely. The contributions to this collection assess the actual significance and consequences of differentiation in Euro-Mediterranean relations through sector-specific in-depth analyses, covering issue areas as varied as environmental policy, migration, foreign and defence policy, trade, energy, civil protection and democracy promotion. The particular angle and comprehensive analysis of this book will make it of great interest for both scholars and policy makers alike in a moment when Euro-Mediterranean are in need of a thorough rethink. The contribution of Southeast Asia to the world economy (during the late prehistoric and early historic periods) has not received much attention. It has often been viewed as a region of peripheral entrepôts, especially in the early centuries of the current era. Recent archaeological evidence revealed the existence of established and productive polities in Southeast Asia in the early parts of the historic period and earlier. This book recalibrates these interactions of Southeast Asia with other parts of the world economy, and gives the region its due instead of treating it as little more than of marginal interest.
Building upon the concept of migration regime, this open access book brings together the works of scholars who have investigated logics and routines of action in the field of immigration control within a single and innovative theoretical framework. The chapters cover a wide range of policy domains, from visa policy to the externalisation of controls, labour migration to asylum, internal controls towards irregular migration to restrictions for intra-EU mobility. By unravelling organisational strategies and practices across Europe, the book does not only contribute to dismantling the very idea of the European North-South divide in migration but also shows how Europe really works in the field of migration in times of deep economic, asylum and health crises. In this perspective, the book questions the widespread understanding of migration control outcomes as simply the result of more or less effective state policies without considering the embeddedness of the national policy goals and strategies in the dynamic interplay of different economies, institutional cultures and geopolitical positions.

European Union's energy goals for 2020, inclusion of aviation in EU ETS since 2012 and the important increase of CO2 emissions in Southern Mediterranean countries, all justify to pay careful attention to the challenges of the carbon constraint at the Euro-Mediterranean scale. The notion of "carbon constraint" stems from the application of the United Nations Framework Convention on Climate Change (UNFCCC) and from the Kyoto Protocol that resulted in the implementation of the EU ETS in European Union countries. Contrary to European countries that committed to emissions reductions goals ("Annex I countries" of UNFCCC and "Annex B countries" of Kyoto Protocol), Southern and Eastern Mediterranean countries (SEMC), like other emergent countries, apply the principle of "common but differentiated responsibility" that exempt them from adopting any binding emission reductions goals. The extension of the EU ETS, with the auctioning of emission credits as of 2013, and the evolution, even though difficult, of international climate negotiations might nevertheless modify the situation of unbalanced commitments that prevails between Northern countries and Southern countries (section 1). Moreover, if the carbon constraint for European countries remains today soft, it might on a short or medium term generate several economic and social impacts, and potentially on the regional trade (section 2). Several green initiatives undertaken on the Southern shore to develop environmental policies and new carbon market mechanisms have to be supported so as to limit these negative impacts and to implement a virtuous regional momentum (section 3).
