The Duterte administration is often considered a rupture in Philippines’ politics. Yet, how different is Duterte’s programme of change from the past governments, particularly from its predecessor, the Aquino II administration? Is there a shift in regime orientation and policy preferences from Aquino II to Duterte? What will this mean to the future direction of Philippine democracy, its economic development, peace and security, and relations with other countries? This volume focuses on four critical areas—politics and governance; economic governance; Mindanao peace process; and international relations—to illustrate continuities or discontinuities in policies and governance of institutions to explain the dynamics of change in the Philippines. It pays particular attention to the crucial period between Aquino II and the early years of Duterte. The reason is that Aquino II represents an important period for rebuilding and consolidating institutions of governance and accountability after two previous tumultuous administrations. Yet Aquino II also demonstrates the inherent flaws of Philippine democracy and unravels the contradictory forces vying for state power that sets the scene for Duterte’s rise. Reflecting on the crucial transition period between the two presidencies, while also providing a much-needed update on the most noteworthy policy changes since Duterte’s inauguration, the book fills an important scholarly gap in understanding Asia’s oldest and most puzzling democracy.
1. Banking dominates the Philippine financial system. After a significant consolidation following the Asian financial crisis of the 1990s, the Philippine banking system today (June 2009) comprises 804 deposit-taking institutions, including universal and commercial banks, as well as thrift, rural, and cooperative banks. Their assets total almost P6 trillion, some 75 percent of GDP or about two-thirds of total financial institutions' assets, an increase of almost 60 percent since 2003 (Table 2). Universal and commercial banks-mostly domestic private banks-account for 88 percent of total banking assets, with the ten largest accounting for about two-thirds.2
"The November 2009 massacre of 58 people in Maguindanao on the southern Philippines island of Mindanao was an atrocity waiting to happen. For more than 20 years, the ruling family charged with the massacre, the Ampatuans, and its 'private army' were responsible for a string of killings and other abuses in the province. The Ampatuans rose to power and enforced their rule with the help--both tacit and overt--of local officials, police, military, and eventually, the administration of then-President Gloria Macapagal Arroyo. Even after a flurry of activity and arrests following the Maguindanao massacre, over half of the suspects are still at large and the family remains powerful. They Own the People focuses on the Ampatuans and their militia. The report details their many abuses, including more than 50 alleged incidences of killings, torture, sexual assault, abductions, and enforced disappearances over two decades. It charts the Ampatuans' rise and expansion, aided by President Arroyo, who relied on the family for crucial votes and support in the protracted armed conflict with Moro armed groups in Mindanao. Based on in-depth investigations in Mindanao, the report draws heavily on 'insider' testimony provided by former members of the Ampatuans' 2000- to 5000-strong private army. Although perhaps one of the most powerful and abusive forces in the Philippines, it is hardly unique: more than 100 private armies are estimated to operate throughout the country. The level of direct government support for these militias varies, but if the Ampatuan example is any indication, a history of abuses is no disqualifier. The report urges President Benigno Aquino III to ban all paramilitary and militia forces in the Philippines because of their long and continuing history of serious human rights violations. It also calls on the National Bureau of Investigation to prioritize investigating alleged extrajudicial killings and other serious crimes that may involve government officials, security forces, and militias. As long as such official support continues, so will private armies and the atrocities for which they have been responsible."--Page 4 of cover.
Against the backdrop of the global financial crisis and rising food, fuel, and commodity prices, addressing poverty and inequality in the Philippines remains a challenge. The proportion of households living below the official poverty line has declined slowly and unevenly in the past four decades, and poverty reduction has been much slower than in neighboring countries such as the People's Republic of China, Indonesia, Thailand, and Viet Nam. Economic growth has gone through boom and bust cycles, and recent episodes of moderate economic expansion have had limited impact on the poor. Great inequality across income brackets, regions, and sectors, as well as unmanaged population growth, are considered some of the key factors constraining poverty reduction efforts. This publication analyzes the causes of poverty and recommends ways to accelerate poverty reduction and achieve more inclusive growth. it also provides an overview of current government responses, strategies, and achievements in the fight against poverty and identifies and prioritizes future needs and interventions. The analysis is based on current literature and the latest available data, including the 2006 Family Income and Expenditure Survey.
