This book is an analysis of energy and food subsidies in the MENA region between 2010 and 2014. Using the World Bank’s proprietary SUBSIM model, the book studies the distribution of subsidies and the simulation of subsidy reforms across eight countries within in a partial equilibrium framework. The distributional analysis of subsidies provides information on who benefits from existing subsidies, while the simulations of subsidy reforms provide information on the outcomes of the reforms in terms of government budget, household welfare, poverty, inequality, and the trade-offs between these outcomes. This focus provides governments with the essential information they need to make decisions on subsidy reforms and consumers with a clear sense of which programs and reforms are successful. The book highlights the historical roots of subsidies, the real trigger of subsidy reforms, and the complexity of subsidy reforms. It discusses the pros and cons of radical and gradualist approaches to reforms, the use of compensation mechanisms and their implications, the advantages and disadvantages of public information campaigns, the political economy of targeting different economic populations, the political timing of reforms, and whether, overall, the reforms observed in the MENA region have been successful. In the Middle East and North Africa (MENA) countries price subsidies are common, especially on food and fuels. However, these are neither well targeted nor cost effective as a social protection tool, often benefiting mainly the better off instead of the poor and vulnerable. This paper explores the challenges of replacing generalized price subsidies with more equitable social safety net instruments, including the short-term inflationary effects, and describes the features of successful subsidy reforms.
'From Privilege to Competition: Unlocking Private-Led Growth in the Middle East and North Africa' sheds new light on the difficult quest for stronger and more diversified growth in a region of unquestionable potential. It underlines the need to strengthen reforms in many areas specifically, by reducing policy uncertainty and improving credit and real estate markets. It also highlights other important issues that restrain the credibility and impact of reforms in many parts of the region: conflicts of interest between politicians and businesses, an investment climate that favors a few privileged firms, and a dominant private sector that often opposes reforms. The book recommends that countries in the Middle East and North Africa (MENA) engage in more credible reform agendas by improving the implementation of policies in a manner that will reduce discretion and privileges. This renewed commitment to stronger growth would entail several developments. First, governments will need to reduce opportunities for rent-seeking and foster competition. Second, they will need to work to reform institutions: private sector development policies will need to be systematically anchored in elements of institutional and public sector reforms in order to reduce discretion and opacity and improve the quality of services to firms. Third, they will need to mobilize all stakeholders, including larger representations from the private sector, around dedicated long-term growth strategies. Short of such a fundamental shift in the way private sector policies are formulated and implemented, investor expectations that governments are committed to reform will be limited. It will take political will and time to support sustained reforms that credibly convince investors and the public that changes are real, deep, and set to last. MENA countries are endowed with strong human capital, good infrastructure, immense resources, and a great deal of untapped creativity and entrepreneurship. The economic and social payoff of embarking on a more ambitious private-led growth agenda could thus be immense for all.
Most governments in the Middle East and North Africa (MENA) region use trade policy to protect certain industries, provide tax incentives to promote a particular type of investment, and make subsidized credit available to firms of a certain size. Such government intervention, known as industrial policy, is the topic of this book. The aim is to assess whether state intervention leads to net benefits to society, why policymakers intervene, and how to bring about a healthier balance between states and markets. Answers to these questions are given in six chapters based on research papers that were presented at a conference held in Cairo in November 2005, and include case studies on Egypt, Morocco, Turkey, and Jordan. Critical examinations of efforts to make governments more efficient and responsive Political upheavals and civil wars in the Middle East and North Africa (MENA) have obscured efforts by many countries in the region to reform their public sectors. Unwieldy, unresponsive--and often corrupt--governments across the region have faced new pressure, not least from their publics, to improve the quality of public services and open up their decisionmaking processes. Some of these reform efforts were under way and at least partly successful before the outbreak of the Arab Spring in 2010. Reform efforts have continued in some countries despite the many upheavals since then. This book offers a comprehensive assessment of a wide range of reform efforts in nine countries. In six cases the reforms targeted core systems of government: Jordan's restructuring of cabinet operations, the Palestinian Authority's revision of public financial management, Morocco's voluntary retirement program, human resource management reforms in Lebanon, an e-governance initiative in Dubai, and attempts to improve transparency in Tunisia. Five other reform efforts tackled line departments of government, among them Egypt's attempt to improve tax collection and Saudi Arabia's work to improve service delivery and bill collection. Some of these reform efforts were more successful than others. This book examines both the good and the bad, looking not only at what each reform accomplished but at how it was implemented. The result is a series of useful lessons on how public sector reforms can be adopted in MENA.
This book explores the issues and challenges involved in public sector reform in the Middle East and North Africa region by examining ten case studies of the most successful and/or interesting reforms that have been attempted during the past decade. Economic liberalisation and reform are widely considered as the favourite remedies for the declining economic fortunes of the Middle Eastern and North African states in the past two decades. International economic institutions have been among the main advocates of transition to market-led economies in the region and a force contributing to its realisation. This has placed the state at the centre of the proposed transformations, acting both as an instrument of, and an obstacle to, change. With attempts at liberalisation worldwide spanning over twenty years, the time is ripe for a re-evaluation of its premises and outcome.
