Sovereignty has always been an important concept in political thought, and at no time in European history was it more important than during the perplexed conditions of the thirteenth and fourteenth centuries. Universal government was a fading dream, giving way to the new conception of the national state and the whole basis of political thought was being reorientated by the influx of Aristotelian ideas. Dr Wilks's book is an attempt to clarify the more important problems in the political outlook of the period. He shows that at this time the theologians and literary writers, especially Augustinus Triumphus of Ancona, had built up a complete theory of sovereignty in favour of the papal monarchy, based on a neo-Platonic, Augustinian view of the church as a universal and totalitarian state.
The purpose of this volume is to explore the medieval inheritance of modern international relations. Recent years have seen a flourishing of work on the history of international political thought, but the bulk of this has focused on the early modern and modern periods, leaving continuities with the medieval world largely ignored. The medieval is often used as a synonym for the barbaric and obsolete, yet this picture does not match that found in relevant work in the history of political thought. The book thus offers a chance to correct this misconception of the evolution of Western international thought, highlighting that the history of international thought should be regarded as an important dimension of thinking about the international and one that should not be consigned to history departments. Questions addressed include: what is the medieval influence on modern conception of rights, law, and community? how have medieval ideas shaped modern conceptions of self-determination, consent, and legitimacy? are there ‘medieval’ answers to ‘modern’ questions? is the modern world still working its way through the Middle Ages? to what extent is the ‘modern outlook’ genuinely secular? is there a ‘theology’ of international relations? what are the implications of continuity for predominant historical narrative of the emergence and expansion of international society? Medieval and modern are certainly different; however, this collection of essays proceeds from the conviction that the modern world was not built on a new plot with new building materials. Instead, it was constructed out of the rubble, that is, the raw materials, of the Middle Ages.This will be of great interest to students and scholars of IR, IR theory and political theory. .
Historians commonly designate the High Middle Ages as the era of the "papal monarchy," when the popes of Rome vied with secular rulers for spiritual and temporal supremacy. Indeed, in many ways the story of the papal monarchy encapsulates that of medieval Europe as often remembered: a time before the modern age, when religious authorities openly clashed with emperors, kings, and princes for political mastery of their world, claiming sovereignty over Christendom, the universal community of Christian kingdoms, churches, and peoples. At no point was this conflict more widespread and dramatic than during the papacies of Gregory IX (1227-1241) and Innocent IV (1243-1254). Their struggles with the Hohenstaufen Emperor Frederick II (1212-1250) echoed in the corridors of power and the court of public opinion, ranging from the battlefields of Italy to the streets of Jerusalem. In The Two Powers, Brett Edward Whalen has written a new history of this combative relationship between the thirteenth-century papacy and empire. Countering the dominant trend of modern historiography, which focuses on Frederick instead of the popes, he redirects our attention to the papal side of the historical equation. In the formation of the modern law of nations, peace treaties played a pivotal role. Many basic principles and rules that governed and still govern relations between states were introduced and elaborated in the great peace treaties from the Renaissance onwards. Nevertheless, until recently few scholars have studied these primary sources of the law of nations from a juridical perspective. In this edited collection, specialists from all over Europe, including legal and diplomatic historians, international lawyers and an International Relations theorist, analyse peace treaty practice from the late fifteenth century to the Peace of Versailles of 1919. Important emphasis is given to the doctrinal debate about peace treaties and the influence of older, Roman and medieval concepts on modern practices. This book goes back further in time beyond the epochal Peace of Treaties of Westphalia of 1648 and this broader perspective allows for a reassessment of the role of the sovereign state in the modern international legal order.

This book explores the theory of political representation as articulated by the fourteenth-century Italian thinker, Marsilius. It combines historical research on Marsilius with an analysis of the contemporary theory of representative democracy. Modern theorization of political representation identifies the relation between the represented and the representative as a central theme. In order to assess how a representative system can reasonably be expected to operate for the benefit of the whole people, political representation must be understood through a comprehensive conception of the political process as a whole. To this end, Marsilius provides us with a perspective from which to examine the philosophical foundations of political representation and to reconsider the nature and significance of political representation - that is, an understanding of political representation in terms of the transfer of power. This book suggests that in modern democratic societies where the people effectively cease to be a political agent and their formal authority becomes increasingly notional, Marsilius' conception of political representation, which rejects the depoliticisation and deauthorisation of ordinary citizens, has much to offer. It can, in principle, offer a coherent alternative approach to building political representation as an effective scheme of public action for all.
The papers collected in these volumes revolve around the political, constitutional and personal problems of the English government between the end of the fifteenth-century civil wars and the beginning of those of the seventeenth century. Previously published in a great variety of places, none of them appeared in book form before. They are arranged in four groups (Tudor Politics and Tudor Government in Volume I, Parliament and Political Thought in Volume II) but these groups interlock. Though written in the course of some two decades, all the pieces bear variously on the same body of major issues and often illuminate details only touched upon in Professor Elton's books.
