Cities have become increasingly important to global politics, but have largely occupied a peripheral place in the academic study of International Relations (IR). This is a notable oversight for the discipline, although one which may be explained by IR’s traditional state centrism, the subjugation of the city to the demands of the territorial state in the modern period, and a lack of conceptual and analytical frameworks that can allow scholars to include the impact of cities within their work. Presenting case-specific scholarship from leading experts in the field, each contribution guides the reader through the changing nature of cities in the international system and their increasing prominence in global governance outcomes. The book features case studies on the financial power of cities, city action in the security domain, collaboration of cities in coping with environmental problems, transnational urban regions, and mayors as international actors to illustrate if the relationship between the city and the state has changed in profound ways, and how cities are empowered by structural changes in world politics. Climate Change and Cities bridges science-to-action for climate change adaptation and mitigation efforts in cities around the world.
The confluence of global climate change, growing levels of energy consumption and rapid urbanization has led the international policy community to regard urban responses to climate change as ‘an urgent agenda’ (World Bank 2010). The contribution of cities to rising levels of greenhouse gas emissions coupled with concerns about the vulnerability of urban places and communities to the impacts of climate change have led to a relatively recent and rapidly proliferating interest amongst both academic and policy communities in how cities might be able to respond to mitigation and adaptation. Attention has focused on the potential for municipal authorities to develop policy and plans that can address these twin issues, and the challenges of capacity, resource and politics that have been encountered. While this literature has captured some of the essential means through which the urban response to climate change is being forged, is that it has failed to take account of the multiple sites and spaces of climate change response that are emerging in cities ‘off-plan’. An Urban Politics of Climate Change provides the first account of urban responses to climate change that moves beyond the boundary of municipal institutions to critically examine the governing of climate change in the city as a matter of both public and private authority, and to engage with the ways in which this is bound up with the politics and practices of urban infrastructure. The book draws on cases from multiple cities in both developed and emerging economies to providing new insight into the potential and limitations of urban responses to climate change, as well as new conceptual direction for our understanding of the politics of environmental governance.
Cities are increasingly included in discussions of climate governance and lauded as sources of innovation, leadership, and experimentation. But can they succeed where states have failed in producing meaningful collective actions and effects? To respond to this pressing question requires understanding whether cities can achieve more than rhetorical commitment to coordinated action, whether they can come together and coordinate their actions. To answer this question my dissertation addresses the puzzling ability of the C40 Climate Leadership Group to achieve internal coherence. Leveraging a novel dataset of over 4700 discrete urban climate governance actions, I demonstrate empirically that the cities of the C40 have come not only to cohere around a common project, employ common practices of climate governance, but that the C40 has converged around a common set of governance norms: shared ideas as to the role of cities in global climate governance, the ways in which cities can and should engage in governance, and how governance should be practiced. I introduce a novel conceptual framework that interweaves elements of social constructivism and network analysis with Bourdieu's social field theory, and demonstrate how reconceiving the C40 as a governance field illuminates currents of power that operate beneath the still waters of nominal and voluntary cooperation, and provides a means of explaining how convergence has been pursued, contested, and produced by actors who claim and wield various sorts of power and authority. The dissertation applies this novel conceptual apparatus to demonstrate why contestation was paramount between 2005 and 2010, and how convergence was produced from 2011 on. Put simply, the C40 only achieved convergence once there was an actor with enough power to overcome resistance and secure complicity from its members, with such power translated into influence through the mechanism of recognition.
