This book is a result of research undertaken on the subject by the scholars associated with the IDSA project on Pakistan Occupied Kashmir (PoK) - also known as Pakistan Occupied Jammu and Kashmir (PoJK) - which includes both the so-called "Azad Jammu and Kashmir (AJK)" and Gilgit-Baltistan (GB). This was legally a part of the erstwhile princely state of Jammu and Kashmir, which acceded to India in October 1947. The authors of this book seek to provide a critical analysis of the politics of the above mentioned two regions within PoK; throw light on the genesis and evolution of various political parties and interest groups, and acquaint the readers with different personalities playing important role in politics therein. The main aim of the publication is to help the scholars, analysts, and policy-makers to understand the dynamics of the political systems in PoK, the complex interaction of these systems with the government in Islamabad and the responses of the local leadership to Pakistan's strategy of keeping them under strict control in the name of representative governance over the last 70 years.

From the cleric-led Iranian revolution to the rise of the Taliban in Afghanistan, many people have been surprised by what they see as the modern reemergence of an antimodern phenomenon. This book helps account for the increasingly visible public role of traditionally educated Muslim religious scholars (the `ulama) across contemporary Muslim societies. Muhammad Qasim Zaman describes the transformations the centuries-old culture and tradition of the `ulama have undergone in the modern era--transformations that underlie the new religious and political activism of these scholars. In doing so, it provides a new foundation for the comparative study of Islam, politics, and religious change in the contemporary world. While focusing primarily on Pakistan, Zaman takes a broad approach that considers the Taliban and the `ulama of Iran, Egypt, Saudi Arabia, India, and the southern Philippines. He shows how their religious and political discourses have evolved in often unexpected but mutually reinforcing ways to redefine and enlarge the roles the `ulama play in society. Their discourses are informed by a longstanding religious tradition, of which they see themselves as the custodians. But these discourses are equally shaped by--and contribute in significant ways to--contemporary debates in the Muslim public sphere. This book offers the first sustained comparative perspective on the `ulama and their increasingly crucial religious and political activism. This path-breaking work traces the history of the political exclusion of the Ahmadiyya religious minority in Pakistan by drawing on revealing new sources. This volume is the first-ever scholarly study of the declassified material of the court of inquiry that produced the Munir-Kiyani report of 1954, and the proceedings of the national assembly that declared the Ahmadis as non-Muslims through the second constitutional amendment in 1974. The book chronicles the details of anti-Ahmadi violence and the legal and administrative measures adopted against them, and also addresses wider issues of politics of Islam in postcolonial Muslim nation-states and their disputative engagements with the ideas of modernity and citizenship.
In autumn 2001, U.S. and NATO troops were deployed to Afghanistan to unseat the Taliban rulers, repressive Islamic fundamentalists who had lent active support to Osama bin Laden’s Al-Qaeda jihadists. The NATO forces defeated and dismantled the Taliban government, scattering its remnants across the country. But despite a more than decade-long attempt to eradicate them, the Taliban endured—regrouping and reestablishing themselves as a significant insurgent movement. Gradually they have regained control of large portions of Afghanistan even as U.S. troops are preparing to depart from the region. In his authoritative and highly readable account, author Hassan Abbas examines how the Taliban not only survived but adapted to their situation in order to regain power and political advantage. Abbas traces the roots of religious extremism in the area and analyzes the Taliban’s support base within Pakistan’s Federally Administered Tribal Areas. In addition, he explores the roles that Western policies and military decision making—not to mention corruption and incompetence in Kabul—have played in enabling the Taliban’s return to power.
Imagining Pakistan argues that the creation of Pakistan is a result of Muslim modernism in the Subcontinent, as it defined the struggle for identity, nationalism, and empowerment of Muslim communities. This modernist movement represented the ideals of inclusivity, equal rights, a liberal constitutional framework, and a shared sense of political community among diverse ethnic and regional groups. However, while this modernity was the ideal of Pakistan’s founders, it faced resistance from Islamists obsessed with recovering a past legacy of lost Muslim glory. A major threat to political modernism also came from the military that wanted to create a strong and secure Pakistan through ‘controlled’ democracy. Multiple interventions by the military and deviations from the foundational republican ideas left Pakistan in the rough sea of power struggles, causing institutional decay and creating space for the rise of radical Islam. Imagining Pakistan analyzes the institutional imbalance between the military and the civilian groups, the idea of the security state, and the Islamist social forces and movements that have been engaged in the politics of Islamic revival. It argues that Pakistan’s stability, security and progress will depend on pursuing the path of political modernity. Although the restoration of parliamentary democracy and the resilience of the Pakistani society are hopeful signs, resolving the critical issues that Pakistan faces today will require consolidation of democracy, better leadership, and a moderate and modernist vision of both, the state and the society.
This book examines the history of, and the contestations on, Islam and the nature of religious change in 20th century Pakistan, focusing in particular on movements of Islamic reform and revival. This book is the first to bring the different facets of Islam, particularly Islamic reformism and shrine-oriented traditions, together within the confines of a single study ranging from the colonial to post-colonial era. Using a rich corpus of Urdu and Arabic material including biographical accounts, Sufi discourses (malfuzat), letter collections, polemics and unexplored archival sources, the author investigates how Islamic reformism and shrine-oriented religiosity interacted with one another in the post-colonial state of Pakistan. Focusing on the district of Mianwali in Pakistani northwestern Punjab, the book demonstrates how reformist ideas could only effectively find space to permeate after accommodating Sufi thoughts and practices; the text-based religious identity coalesced with overlapped traditional religious rituals and practices. The book proceeds to show how reformist Islam became the principal determinant of Islamic identity in the post-colonial state of Pakistan and how one of its defining effects was the hardening of religious boundaries. Challenging the approach of viewing the contestation between reformist and shrine-oriented Islam through the lens of binaries modern/traditional and moderate/extremist, this book makes an important contribution to the field of South Asian religion and Islam in modern South Asia.
