Sustainable development is often thought of as a product that can be obtained by following a prescribed course of interventions. Rather than conceptualizing it as a sweet spot of economic, ecological, and social balance, sustainable development is an ongoing process of embroilments requiring constant negotiation of often-competing aims. Sustainable development politics yield highly uneven results among different members of society and different geographic areas. As this book argues, such imbalances mean that sustainable development processes often prioritize economic over environmental goals, perpetuating and reinforcing economic and political inequalities. Governing the Rainforest looks at development and conservation efforts in the Brazilian Amazon, where the government and corporate interests bump up against those of environmentalists and local populations. The Politics of Sustainable Developmentanalyzes how the theory of sustainable development has been related to the practice and how it has been applied within Europe at all levels of government from the EU down to the sub-national local level. The essays included here begin with an analysis of the ambiguities inherent in sustainable development and the contestable nature of the concept. Greening Brazil challenges the claim that environmentalism came to Brazil from abroad. Two political scientists, Kathryn Hochstetler and Margaret E. Keck, retell the story of environmentalism in Brazil from the inside out, analyzing the extensive efforts within the country to save its natural environment, and the interplay of those efforts with transnational environmentalism. The authors trace Brazil’s complex environmental politics as they have unfolded over time, from their mid-twentieth-century conservationist beginnings to the contemporary development of a distinctive socio-environmentalism meant to address ecological destruction and social injustice simultaneously. Hochstetler and Keck argue that explanations of Brazilian environmentalism—and environmentalism in the global South generally—must take into account the way that domestic political processes shape environmental reform efforts. The authors present a multilevel analysis encompassing institutions and individuals within the government—at national, state, and local levels—as well as the activists, interest groups, and nongovernmental organizations that operate outside formal political channels. They emphasize the importance of networks linking committed actors in the government bureaucracy with activists in civil society. Portraying a gradual process marked by periods of rapid advance, Hochstetler and Keck show how political opportunities have arisen from major political transformations such as the transition to democracy and from critical events, including the well-publicized murders of environmental activists in 1988 and 2004. Rather than view foreign governments and organizations as the instigators of environmental policy change in Brazil, the authors point to their importance at key moments as sources of leverage and support.
Responsibility for future generations is easily postulated in the abstract but it is much more difficult to set it to work in the concrete. It requires some changes in individual and institutional attitudes that are in opposition to what has been called the "systems variables" of industrial society: individual freedom, consumerism, and equality. The Politics of Sustainability from Philosophical Perspectives seeks to examine the motivational and institutional obstacles standing in the way of a consistent politics of sustainability and to look for strategies to overcome them. It argues that though there have been significant changes in individual and especially collective attitudes to growth, intergenerational solidarity and nature preservation, it is far from certain whether these will be sufficient to encourage politicians into giving sustainable policies priority over other legitimate concerns. Having a philosophical approach as its main focus, the volume is at the same time interdisciplinary in combining political, psychological, ecological and economic analyses. Since the early 2000s, state-led and innovation-focused strategies have characterized the approach to development pursued in countries around the world, such as China, India, and South Korea. Brazil, the largest and most industrialized economy in Latin America, demonstrates both the opportunities and challenges of this approach. Over the course of nearly 20 years, the Brazilian government enacted various policies and programs designed to strengthen the country’s capacity to innovate. It increased spending on science and technology, encouraged greater collaboration between industry and universities, and fostered the creation of new institutions whose primary aim was to facilitate greater private research and development (R&D) spending. Since colonial times the position of the social, political and economic elites in Latin America has been intimately connected to their control over natural resources. Consequently, struggles to protect the environment from over-exploitation and contamination have been related to marginalized groups’ struggles against local, national and transnational elites. The recent rise of progressive, left-leaning governments – often supported by groups struggling for environmental justice – has challenged the established elites and raised expectations about new regimes for natural resource management. Based on case-studies in eight Latin American countries (Argentina, Brazil, Chile, Ecuador, Colombia, Bolivia, El Salvador and Guatemala), this book investigates the extent to which there have been elite shifts, how new governments have related to old elites, and how that has impacted on environmental governance and the management of natural resources. It examines the rise of new cadres of technocrats and the old economic and political elites’ struggle to remain influential. The book also discusses the challenges faced in trying to overcome structural inequalities to ensure a more sustainable and equitable governance of natural resources. This book investigates how non-state actors have become key drivers of the diffusion of the UN 2030 Agenda for Sustainable Development in Brazil. The UN ranks Brazil as the most biodiverse country in the world, but the country’s environment has never been under greater threat, with the rise of multiple crises bringing mounting challenges to socioeconomic development and environmental protection. As state support has fallen away, non-state actors have actively engaged and eventually mobilized other social actors towards the promotion of the SDGs and the implementation of the UN agenda. This book asks why it is that non-state actors have dedicated so much time, effort and resources to promote a non-binding agenda that was ratified by and is mainly assigned to state actors. Looking at the roles of academia, civil society, and the private sector, the book explores the different ways in which these social actors make sense of and translate the 2030 Agenda into practice within their respective local contexts. Drawing on extensive fieldwork, this book sheds light on a series of challenges, opportunities and contradictions within the global agenda and its implementation. Assessing what the Brazil case can teach us about the diffusion of the 2030 Agenda and the SDGs more broadly, this book will be of interest to academics in the field of Sustainable Development, Latin America Studies and Environmental Politics as well as sustainable development researchers and policy makers.
Brazil is the world's sixth-largest economy, and for the first three-quarters of the twentieth century was one of the fastest-growing countries in the world. While the country underwent two decades of unrelenting decline from 1975 to 1994, the economy has rebounded dramatically. How did this nation become an emerging power? Brazil in Transition looks at the factors behind why this particular country has successfully progressed up the economic development ladder. The authors examine the roles of beliefs, leadership, and institutions in the elusive, critical transition to sustainable development. Analyzing the last fifty years of Brazil's history, the authors explain how the nation's beliefs, centered on social inclusion yet bound by orthodox economic policies, led to institutions that altered economic, political, and social outcomes. Brazil's growth and inflation became less variable, the rule of law strengthened, politics became more open and competitive, and poverty and inequality declined. While these changes have led to a remarkable economic transformation, there have also been economic distortions and inefficiencies that the authors argue are part of the development process. Brazil in Transition demonstrates how a dynamic nation seized windows of opportunity to become a more equal, prosperous, and rules-based society.
The book showcases examples of university engagement in community initiatives and reports on the results from research and from a variety of institutional projects and programmes.
