This book presents some arguments for why a political anthropological perspective can be particularly helpful for understanding the connected political and cultural challenges and opportunities posed by the situation of ethnic and religious minorities. The first chapter shortly introduces the major anthropological concepts used, including liminality, trickster, imitation and schismogenesis; concepts that are used together with approaches of historical sociology and genealogy, especially concerning the rise and fall of empires, and their lasting impact. The conceptual framework suggested here is particularly helpful for understanding how marginal places can become liminal, appearing suddenly at the center of political attention. The introduction also shows the manner in which minority existence can problematize the depersonalizing tendencies of modern globalization. Subsequent chapters demonstrate how the described political anthropological conceptual framework can be used in certain European regions, and in the case of certain ethnic and religious minority, and each illustrates that instead of charismatic leaders, trickster politicians are emerging and increasingly dominate, through the "public sphere", the space of modern politics emptied of real presence. The chapters in this book were originally published as a special issue of Nationalism and Ethnic Politics.

The large-scale establishment of ethnic minorities and diasporic communities in Europe has gained the attention of social science scholars for a number of decades now. However, legal interest in this field has remained relatively underdeveloped, and few scholars have addressed emerging legal issues to any significant degree. This collection of contributions by leading writers in the field of ethnic migration and diaspora studies therefore provides some important interdisciplinary perspectives of how ethnic/diasporic minorities in British and European contexts interact with the official legal system. This volume makes a significant contribution in assessing the role of law in current debates on the integration of ethnic and religious minorities of migrant origin in the EU. The chapters derive from papers first delivered at a lecture series on 'Cultural Diversity and Law' at the Institute of Advanced Legal Studies. The contributors' disciplinary interests range across law, anthropology, sociology, geography and political theory, and each one addresses the issues within his or her field of study by adopting approaches that place law within its wider social and political context. The Chinese Communist Party points to the Hui—China’s largest Muslim ethnic group—as a model ethnic minority and touts its harmonious relations with the group as an example of the party’s great success in ethnic politics. The Hui number over ten million, but they lack a common homeland or a distinct language, and have long been partitioned by sect, class, region, and language. Despite these divisions, they still express a common ethnic identity. Why doesn’t conflict plague relationships between the Hui and the state? And how do they navigate their ethnicity in a political climate that is increasingly hostile to Muslims? Pure and True draws on interviews with ordinary urban Hui—cooks, entrepreneurs, imams, students, and retirees—to explore the conduct of ethnic politics within Hui communities in the cities of Jinan, Beijing, Xining, and Yinchuan and between Hui and the Chinese party-state. By examining the ways in which Hui maintain ethnic identity through daily practices, it illuminates China’s management of relations with its religious and ethnic minority communities. It finds that amid state-sponsored urbanization projects and in-country migration, the boundaries of Hui identity are contested primarily among groups of Hui rather than between Hui and the state. As a result, understandings of which daily habits should be considered “proper” or “correct” forms of Hui identity diverge along professional, class, regional, sectarian, and other lines. By channeling contentious politics toward internal boundaries, the state is able to manage ethnic politics and exert control.

Amid the rising nationalism and racial politics that culminated in World War II, European countries wishing to "purify" their nations often forced unwanted populations to migrate. The targeted minorities had few options, but as R. Chris Davis shows, they sometimes used creative tactics to fight back, redefining their identities to serve their own interests. Davis's highly illuminating example is the case of the little-known Moldavian Csangos, a Hungarian- and Romanian-speaking community of Roman Catholics in eastern Romania. During World War II, some in the Romanian government wanted to expel them. The Hungarian government saw them as Hungarians and wanted to settle them on lands confiscated from other groups. Resisting deportation, the clergy of the Csangos enlisted Romania's leading racial anthropologist, collected blood samples, and rewrote a millennium of history to claim Romanian origins and national belonging—thus escaping the discrimination and violence that devastated so many of Europe's Jews, Roma, Slavs, and other minorities. In telling their story, Davis offers fresh insight to debates about ethnic allegiances, the roles of science and religion in shaping identity, and minority politics past and present.
The collapse of communism and the process of state building that ensued in the 1990s have highlighted the existence of significant minorities in many European states, particularly in Central Europe. In this context, the growing plight of Europe’s biggest minority, the Roma (Gypsies), has been particularly salient. Traditionally dispersed, possessing few resources and devoid of a common “kin state” to protect their interests, the Roma have often suffered from widespread exclusion and institutionalized discrimination. Politically underrepresented and lacking popular support amongst the wider populations of their host countries, the Roma have consequently become one of Europe’s greatest “losers” in the transition towards democracy. Against this background, the author examines the recent attempts of the Roma in Central Europe and their supporters to form a political movement and to influence domestic and international politics. On the basis of first-hand observation and interviews with activists and politicians in the Czech Republic, Hungary and Slovakia, he analyzes connections between the evolving state policies towards the Roma and the recent history of Romani mobilization. In order to reach a better understanding of the movement’s dynamics at work, the author explores a number of theories commonly applied to the study of social movements and collective action.
How secular governance in the Middle East is making life worse—not better—for religious minorities The plight of religious minorities in the Middle East is often attributed to the failure of secularism to take root in the region. Drawing on her extensive fieldwork in Egypt with Coptic Orthodox Christians and Bahais—religious minorities in a predominantly Muslim country—Saba Mahmood shows how modern secular governance has exacerbated religious tensions and inequalities rather than reduced them. Tracing the historical career of secular legal concepts in the colonial and postcolonial Middle East, she explores how contradictions at the very heart of political secularism have aggravated and amplified existing forms of Islamic hierarchy, bringing minority relations in Egypt to a new historical impasse. Through a close examination of Egyptian court cases and constitutional debates about minority rights, conflicts around family law, and controversies over freedom of expression, Mahmood invites us to reflect on the entwined histories of secularism in the Middle East and Europe.
