This 2001 book focuses on the problem of justice for indigenous peoples and the ways in which this poses key questions for political theory: the nature of sovereignty, the grounds of national identity and the limits of democratic theory. It includes chapters by leading political theorists and indigenous scholars from Australia, Aotearoa/New Zealand, Canada and the United States. One of the strengths of this book is the manner in which it shows how the different historical circumstances of colonization in these countries nevertheless raise common problems and questions for political theory. It examines ways in which political theory has contributed to the past subjugation and continuing disadvantage faced by indigenous peoples, while also seeking to identify resources in contemporary political thought that can assist the 'decolonisation' of relations between indigenous and non-indigenous peoples.
How can indigenous people best assert their legal and political distinctiveness? In This is Not a Peace Pipe, Dale Turner explores indigenous intellectual culture and its relationship to, and within, the dominant Euro-American culture. He contends that indigenous intellectuals need to engage the legal and political discourses of the state, respecting both indigenous philosophies and Western European intellectual traditions. According to Turner, the intellectual conversation about the meaning of indigenous rights, sovereignty, and nationhood must begin by recognizing, firstly, that the discourses of the state have evolved with very little if any participation from indigenous peoples and, secondly, that there are unique ways of understanding the world embedded in indigenous communities. Further, amongst indigenous peoples, a division of intellectual labour must be invoked between philosophers, who possess and practice indigenous forms of knowledge, and those who have been educated in the universities and colleges of the Euro-American world. This latter group, Turner argues, must assert, protect, and defend the integrity of indigenous rights, sovereignty, and nationhood, as they are the ones able to 'speak the language' of the dominant culture while being guided by their indigenous philosophies. This is Not a Peace Pipe is a work that will be controversial amongst indigenous scholars by upsetting the assumptions many have about how best to fight for recognition of their legal and political distinctiveness. It will be debated for years to come.
This book examines how Indigenous peoples’ rights and Indigenous rights movements represent an important and often overlooked shift in international politics - a shift that powerful states are actively resisting in a multitude of ways. While Indigenous peoples are often dismissed as marginal non-state actors, this book argues that far from insignificant, global Indigenous politics is potentially forging major changes in the international system, as the implementation of Indigenous peoples’ rights requires a complete re-thinking and re-ordering of sovereignty, territoriality, liberalism, and human rights. After thirty years of intense effort, the transnational Indigenous rights movement achieved passage of the UN Declaration on the Rights of Indigenous Peoples in September 2007. This book asks: Why did movement need to fight so hard to secure passage of a bare minimum standard on Indigenous rights? Why is it that certain states are so threatened by an emerging international Indigenous rights regime? How does the emerging Indigenous rights regime change the international status quo? The questions are addressed by exploring how Indigenous politics at the global level compels a new direction of thought in IR by challenging some of its fundamental tenets. It is argued that global Indigenous politics is a perspective of IR that, with the recognition of Indigenous peoples’ collective rights to land and self-determination, complicates the structure of international politics in new and important ways, challenging both Westphalian notions of state sovereignty and the (neo-)liberal foundations of states and the international human rights consensus. Qualitative case studies of Canadian and New Zealand Indigenous rights, based on original field research, analyse both the potential and the limits of these challenges. This work will be of interest to graduates and scholars in international relations, Indigenous studies, international organizations, IR theory and social movements.
That Indonesia’s ongoing occupation of West Papua continues to be largely ignored by world governments is one of the great moral and political failures of our time. West Papuans have struggled for more than fifty years to find a way through the long night of Indonesian colonization. However, united in their pursuit of merdeka (freedom) in its many forms, what holds West Papuans together is greater than what divides them. Today, the Morning Star glimmers on the horizon, the supreme symbol of merdeka and a cherished sign of hope for the imminent arrival of peace and justice to West Papua. Morning Star Rising: The Politics of Decolonization in West Papua is an ethnographically framed account of the long, bitter fight for freedom that challenges the dominant international narrative that West Papuans' quest for political independence is fractured and futile. Camellia Webb-Gannon’s extensive interviews with the decolonization movement’s original architects and its more recent champions shed light on complex diasporic and intergenerational politics as well as social and cultural resurgence. In foregrounding West Papuans’ perspectives, the author shows that it is the body politic’s unflagging determination and hope, rather than military might or influential allies, that form the movement’s most unifying and powerful force for independence. This book examines the many intertwining strands of decolonization in Melanesia. Differences in cultural performance and political diversity throughout the region are generating new, fruitful trajectories. Simultaneously, Black and Indigenous solidarity and a shared Melanesian identity have forged a transnational grassroots power-base from which the movement is gaining momentum. Political Theories of Decolonization provides an introduction to some of the seminal texts of postcolonial political theory. The difficulty of founding a new regime is an important theme in political theory, and the intellectual history of decolonization provides a rich--albeit overlooked--opportunity to explore it. Many theorists have pointed out that the colonized subject was a divided subject. This book argues that the postcolonial state was a divided state. While postcolonial states were created through the struggle for independence, they drew on both colonial institutions and reinvented pre-colonial traditions. Political Theories of Decolonization illuminates how many of the central themes of political theory such as land, religion, freedom, law, and sovereignty are imaginatively explored by postcolonial thinkers. Justice, Gender and the Politics of Multiculturalism explores the tensions that arise when culturally diverse democratic states pursue both justice for religious and cultural minorities and justice for women. Sarah Song provides a distinctive argument about the circumstances under which egalitarian justice requires special accommodations for cultural minorities while emphasizing the value of gender equality as an important limit on cultural accommodation. Drawing on detailed case studies of gendered cultural conflicts, including conflicts over the 'cultural defense' in criminal law, aboriginal membership rules and polygamy, Song offers a fresh perspective on multicultural politics by examining the role of intercultural interactions in shaping such conflicts. In particular, she demonstrates the different ways that majority institutions have reinforced gender inequality in minority communities and, in light of this, argues in favour of resolving gendered cultural dilemmas through intercultural democratic dialogue.
This volume takes as its starting point that issues of identity and culture are important and relevant for community development in nearly every society. It is therefore essential that community development practitioners acknowledge both culture as well as the political necessity of incorporating cultural systems, cultural values and traditions into community development initiatives. This book argues that including identity and culture in community development design, and treating identity and culture as an intrinsic asset can be beneficial for all types of community action, from social cohesion to community economic development. This book is a rethinking and reconceptualising of “community” in an international context, and interrogates what community building, community engagement and community development could entail in this context. The contributors in this volume address identity, culture, and community development in both developing and developed countries from multidisciplinary perspectives. The chapters explore different conceptual and theoretical frameworks in analysing identity and culture in community development, and provide empirical insights on community development efforts around the globe. Furthermore, the chapters explore different community engagement processes, different development models and different stakeholder participation models and processes in an effort to demonstrate that there is no one-size-fits-all design when it comes to community development.
