How is foreign policy made in Iraq? Based on dozens of interviews with senior officials and politicians, this book provides a clear analysis of the development of domestic Iraqi politics since 2003. Zana Gulmohamad explains how the federal government of Iraq and Kurdistan Regional Government (KRG) have functioned and worked together since toppling Saddam to reveal in granular detail the complexity of their foreign policy making. The book shows that the ruling elites and political factions in Baghdad and in the capital of the Kurdistan Region, Erbil, create foreign policies according to their agendas. The formulation and implementation of the two governments' foreign policies is to a great extent uncoordinated. Yet Zana Gulmohamad places this incoherent model of foreign policy making in the context of the country's fragmented political and social context and explains how Iraq's neighbouring countries - Iran, Turkey, Saudi Arabia and Syria before the civil war - have each influenced its internal affairs. The book is the first study dedicated to the contemporary dynamics of the Iraqi state - outside the usual focus on the “great powers” - and it explains exactly how Iraqi foreign policy is managed alongside the country's economic and security interests.
This book analyzes the ways in which US policy toward Iraq was dictated by America's broader Cold War strategy between 1958 and 1975. While most historians have focused on “hot” Cold War conflicts such as Cuba, Vietnam, and Afghanistan, few have recognized Iraq's significance as a Cold War battleground. This book argues that US decisions and actions were designed to deny the Soviet Union influence over Iraq and to create a strategic base in the oil-rich Gulf region. Using newly available primary sources and interviews, this book reveals new details on America's decision-making toward and actions against Iraq during the height of the Cold War and shows where Iraq fits into the broader historiography of the Cold War in the Middle East. Further, it raises important questions about widely held misconceptions of US-Iraqi relations, such as the CIA's alleged involvement in the 1963 Ba'thist coup and the theory that the US sold out the Kurds in 1975.
Foreign and security policy have long been removed from the political pressures that influence other areas of policymaking. This has led to a tendency to separate the analytical levels of the individual and the collective. Using Lacanian theory, which views the subject as ontologically incomplete and desiring a perfect identity which is realised in fantasies, or narrative scenarios, this book shows that the making of foreign policy is a much more complex process. Emotions and affect play an important role, even where ‘hard’ security issues, such as the use of military force, are concerned. Eberle constructs a new theoretical framework for analysing foreign policy by capturing the interweaving of both discursive and affective aspects in policymaking. He uses this framework to explain Germany’s often contradictory foreign policy towards the Iraq crisis of 2002/2003, and the emotional, even existential, public debate that accompanied it. This book adds to ongoing theoretical debates in International Political Sociology and Critical Security Studies and will be required reading for all scholars working in these areas.
A career of nearly three decades with the CIA and the National Intelligence Council showed Paul R. Pillar that intelligence reforms, especially measures enacted since 9/11, can be deeply misguided. They often miss the sources that underwrite failed policy and misperceive our ability to read outside influences. They also misconceive the intelligence-policy relationship and promote changes that weaken intelligence-gathering operations. In this book, Pillar confronts the intelligence myths Americans have come to rely on to explain national tragedies, including the belief that intelligence drives major national security decisions and can be fixed to avoid future failures. Pillar believes these assumptions waste critical resources and create harmful policies, diverting attention away from smarter reform, and they keep Americans from recognizing the limits of obtainable knowledge. Pillar revisits U.S. foreign policy during the Cold War and highlights the small role intelligence played in those decisions, and he demonstrates the negligible effect that America's most notorious intelligence failures had on U.S. policy and interests. He then reviews in detail the events of 9/11 and the 2003 invasion of Iraq, condemning the 9/11 commission and the George W. Bush administration for their portrayals of the role of intelligence. Pillar offers an original approach to better informing U.S. policy, which involves insulating intelligence management from politicization and reducing the politically appointed layer in the executive branch to combat slanted perceptions of foreign threats. Pillar concludes with principles for adapting foreign policy to inevitable uncertainties.

Scholars of international relations tend to prefer one model or another in explaining the foreign policy behavior of governments. Steve Yetiv, however, advocates an approach that applies five familiar models: rational actor, cognitive, domestic politics, groupthink, and bureaucratic politics. Drawing on the widest set of primary sources and interviews with key actors to date, he applies each of these models to the 1990-91 Persian Gulf crisis and to the U.S. decision to go to war with Iraq in 2003. Probing the strengths and shortcomings of each model in explaining how and why the United States decided to proceed with the Persian Gulf War, he shows that all models (with the exception of the government politics model) contribute in some way to our understanding of the event. No one model provides the best explanation, but when all five are used, a fuller and more complete understanding emerges. In the case of the Gulf War, Yetiv demonstrates the limits of models that presume rational decision-making as well as the crucial importance of using various perspectives. Drawing partly on the Gulf War case, he also develops innovative theories about when groupthink can actually produce a positive outcome and about the conditions under which government politics will likely be avoided. He shows that the best explanations for government behavior ultimately integrate empirical insights yielded from both international and domestic theory, which scholars have often seen as analytically separate. This book locates US elites as members of corporate elite networks and drivers of corporate elite interests, arguing that studying the social sources of US power plays an important part in understanding the nature of their decisions in US foreign policy. Exploring the decisions taken by American elites on the Iraq War, the author argues that the decisions and agendas US elites pursued in Iraq were driven by corporate elite interests – embedded in them as individuals and in groups through the corporate elite networks they were rooted in – which they prioritised, using democracy promotion as a cover up.
