Sixty members of each of these two bodies are nominated by the Committee of Selection, which is also accustomed to add fifteen members in respect of any particular Bill in the consideration of which, from special knowledge, (they may be able to render marked assistance. Select Committees, other than those set up each session as already named, are appointed by the House to inquire into and report upon some special question or particular measure, and they consist of a varying number of Members, selected as nearly as possible in proportion to the relative strength of parties, they sometimes becoming Joint Committees by being linked with an equivalent body of Peers. Private Bill Committees consist of four Members, chosen by the Committee of Selection (except in the case of opposed Railway and Canal Bills, when the Chairman is appointed from among its own members by the General Committee on these measures); while Hybrid Committees, which deal with Public Bills affecting private interests, are nominated partly by the House and partly by the Committee of Selection.
