Explanations of naturalization and jus soli citizenship have relied on cultural, convergence, racialization, or capture theories, and they tend to be strongly affected by the literature on immigration. This study of naturalization breaks with the usual immigration theories and proposes an approach over centuries and decades toward explaining naturalization rates. First, it provides consistent evidence to support the long-term existence of colonizer, settler, non-colonizer, and Nordic nationality regime types that frame naturalization over centuries. Second it shows how left and green parties, along with an index of nationality laws, explain the lion's share of variation in naturalization rates. The text makes these theoretical claims believable by using the most extensive data set to date on naturalization rates that include jus soli births. It analyzes this data with a combination of carefully designed case studies comparing two to four countries within and between regime types.
Affirmative action has been fiercely debated for more than a quarter of a century, producing much partisan literature, but little serious scholarship and almost nothing on its cultural and political origins. The Ironies of Affirmative Action is the first book-length, comprehensive, historical account of the development of affirmative action. Analyzing both the resistance from the Right and the support from the Left, Skrentny brings to light the unique moral culture that has shaped the affirmative action debate, allowing for starkly different policies for different citizens. He also shows, through an analysis of historical documents and court rulings, the complex and intriguing political circumstances which gave rise to these controversial policies. By exploring the mystery of how it took less than five years for a color-blind policy to give way to one that explicitly took race into account, Skrentny uncovers and explains surprising ironies: that affirmative action was largely created by white males and initially championed during the Nixon administration; that many civil rights leaders at first avoided advocacy of racial preferences; and that though originally a political taboo, almost no one resisted affirmative action. With its focus on the historical and cultural context of policy elites, The Ironies of Affirmative Action challenges dominant views of policymaking and politics.
This thesis makes use of a genealogical approach to map out and explainhow and why computers and citizenship have become so closely connected.It examines the historical continuities and disruptions, and the role thatpopular education has played in this interrelation. Drawing on previousresearch in the overlap between Swedish popular education history andhistorical computer politics, this thesis adds knowledge about howimaginaries of popular education, operating as silver bullet solutions toproblems with computerization, have had important functions as governingtools for at least 70 years. That is, Swedish popular education has since the1950s been imagined as a central solution to problems with computerization,but also to realize the societal potentials associated with computers. Specifically, this thesis makes two contributions: 1) Empirically, the thesisunearths archived, and in many ways forgotten, discourses around thehistorical enactment of the digital citizen, and the role of popular education,questioning assumptions that are taken for granted in current times; 2)Theoretically, the thesis proposes a conceptual model of educationalimaginaries, and specifically introduces the notion (and method) of‘problematizations’ into these imaginaries. Indigenous people in Latin America have mobilized in unprecedented ways - demanding recognition, equal protection, and subnational autonomy. These are remarkable developments in a region where ethnic cleavages were once universally described as weak. Recently, however, indigenous activists and elected officials have increasingly shaped national political deliberations. Deborah Yashar explains the contemporary and uneven emergence of Latin American indigenous movements - addressing both why indigenous identities have become politically salient in the contemporary period and why they have translated into significant political organizations in some places and not others. She argues that ethnic politics can best be explained through a comparative historical approach that analyzes three factors: changing citizenship regimes, social networks, and political associational space. Her argument provides insight into the fragility and unevenness of Latin America's third wave democracies and has broader implications for the ways in which we theorize the relationship between citizenship, states, identity, and social action.
In the United States, it is quite common to lay claim to the benefits of society by appealing to "taxpayer citizenship--the idea that, as taxpayers, we deserve access to certain social services like a public education. Tracing the genealogy of this concept, Camille Walsh shows how tax policy and taxpayer identity were built on the foundations of white supremacy and intertwined with ideas of whiteness. From the origins of unequal public school funding after the Civil War through school desegregation cases from Brown v. Board of Education to San Antonio v. Rodriguez in the 1970s, this study spans over a century of racial injustice, dramatic courtroom clashes, and white supremacist backlash to collective justice claims. Incorporating letters from everyday individuals as well as the private notes of Supreme Court justices as they deliberated, Walsh reveals how the idea of a "taxpayer" identity contributed to the contemporary crises of public education, racial disparity, and income inequality.
Citizenship from Below boldly revises the history of the struggles for freedom by emancipated peoples in post-slavery Jamaica, post-independence Haiti, and the wider Caribbean by focusing on the interplay between the state, the body, race, and sexuality. Mimi Sheller offers a new theory of "citizenship from below" to describe the contest between "proper" spaces of legitimate high politics and the disavowed politics of lived embodiment. While acknowledging the internal contradictions and damaging exclusions of subaltern self-empowerment, Sheller roots out from beneath the historical archive traces of a deeper freedom, one expressed through bodily performances, familial relationships, cultivation of the land, and sacred worship. Attending to the hidden linkages among intimate realms and the public sphere, Sheller explores specific struggles for freedom, including women's political activism in Jamaica; the role of discourses of "manhood" in the making of free subjects, soldiers, and citizens; the fiercely ethnonationalist discourses that excluded South Asian and African indentured workers; the sexual politics of the low-bass beats and "bottoms up" moves in the dancehall; and the struggle for reproductive and LGBT rights and against homophobia in the contemporary Caribbean. Through her creative use of archival sources and emphasis on the connections between intimacy, violence, and citizenship, Sheller enriches critical theories of embodied freedom, sexual citizenship, and erotic agency in all post-slavery societies.
