The availability and performance of global navigation satellite systems (GNSS) signals at high altitude is documented as the GNSS Space Service Volume (SSV). While different definitions of the SSV exist and may continue to exist for the different service providers, within the context of this booklet it is defined as the region of space between 3,000 km and 36,000 km above the Earth's surface, which is the geostationary altitude. For space users located at low altitudes (below 3,000 km), the GNSS signal reception is similar to that for terrestrial users and can be conservatively derived from the results presented for the lower SSV in this booklet.

In light of recent global trends and crises, including the hasty withdrawal of Western troops from Afghanistan and the Russian war of aggression against Ukraine, this book sheds new light on global power shifts in multiple areas of international relations between industrialized countries and emerging powers. This book argues that “the global age” is rapidly supplanting “the modern age”, and that modernity is paving the way for globality. The events that are taking place in the 21st century can no longer be effectively described, understood or explained by the concept of modernity which originated more than 500 years ago. Further, this book challenges the academic and societal tendency to view international power-related phenomena on the basis of a dichotomy between hard and soft power. It assumes that another power source, independent of hard and soft power, does exist. Invisible, structure-manipulating, and effectively leveraged, it is precisely this “third power” that drives and shapes power phenomena in the “global age” more intensively than either hard or soft power. This book seeks to verify its core hypotheses by applying them to a set of selected global phenomena, particularly from the domains of geopolitics (Belt & Road Initiative, Iran conflict, war in Afghanistan, and competition for a new world order) and technology (Global Navigation Satellite Systems, 5G infrastructure, race for international standards, and ICT rivalry). This study investigates Europe's motives to develop the independent satellite navigation system known as Galileo despite the existence of America's successful global positioning system (GPS). The author contends that Europe's pursuit of Galileo is driven by a combination of reasons, including performance, independence, and economic incentive. With Galileo, Europe hopes to achieve political, security, and technological independence from the United States. Additionally, Europe envisions overcoming the US monopoly on GNSS by seizing a sizable share of the expanding GNSS market and setting a new world standard for satellite navigation. Finally, the author explores Galileo's impact on the United States and reviews US policy towards Galileo. The study concludes with recommendations to strengthen the competitiveness of GPS.
