Latin American states took dramatic steps toward greater inclusion during the late twentieth and early twenty-first Centuries. What caused democratic regimes to emerge and survive? What are their main achievements and shortcomings? It seeks to explain the sea change from a region dominated by authoritarian regimes to one in which openly authoritarian regimes are the rare exception, and it analyzes why some countries have achieved striking gains in democratization while others have experienced erosions. The book presents general theoretical arguments about what causes and sustains democracy and analyses of nine compelling country cases.

Scott Mainwaring and Aníbal Pérez-Liñán argue for a theoretical approach situated between long-term structural and cultural explanations and short-term explanations that look at the decisions of specific leaders. They focus on the political preferences of powerful actors - the degree to which they embrace democracy as an intrinsically desirable end and their policy radicalism - to explain regime outcomes. They also demonstrate that transnational forces and influences are crucial to understand regional waves of democratization. Based on extensive research into the political histories of all twenty Latin American countries, this book offers the first extended analysis of regime emergence, survival and failure for all of Latin America over a long period of time.

Indigenous people in Latin America have mobilized in unprecedented ways - demanding recognition, equal protection, and subnational autonomy. These are remarkable developments in a region where ethnic cleavages were once universally described as weak. Recently, however, indigenous activists and elected officials have increasingly shaped national political deliberations. Deborah Yashar explains the contemporary and uneven emergence of Latin American indigenous movements - addressing both why indigenous identities have become politically salient in the contemporary period and why they have translated into significant political organizations in some places and not others.
