This book situates ethnic heterogeneity in the larger discussion of the welfare state and its redistributive outcomes, poverty and inequality. By using comprehensive, longitudinal data covering 1980 to 2010 from 17 high income countries, this analysis helps achieve a major milestone in comparative welfare state research both conceptually and methodologically. Conceptually, it elevates the relevance of growing ethnic heterogeneity in thinking about how politics and economics of the welfare state operate, collectively impacting the magnitudes of poverty and inequality. Methodologically, the analysis conducted in this book provides broader empirical tests for the many propositions and discourses found in the literature based largely on anecdotal evidence, case studies, and unjustifiably limited quantitative data. The innovative oeprationalization of the multidimensional character of both welfare state policies and ethnic heterogeneity help broaden the analytical frameworks of comparative welfare state research. Fiscal policy is a key tool for achieving distributional objectives in advanced economies. This paper embeds the discussion of fiscal redistribution within the standard social welfare framework, which lends itself to a transparent and practical evaluation of the extent and determinants of fiscal redistribution. Differences in fiscal redistribution are decomposed into differences in the magnitude of transfers (fiscal effort) and in the progressivity of transfers (fiscal progressivity). Fiscal progressivity is further decomposed into differences in the distribution of transfers across income groups (targeting performance) and in the social welfare returns to targeting due to varying initial levels of income inequality (targeting returns). This decomposition provides a clear distinction between the concepts of progressivity and targeting, and clarifies the relationship between them. For illustrative purposes, the framework is applied to data for 28 EU countries to determine the factors explaining differences in their fiscal redistribution and to discuss patterns in fiscal redistribution highlighted in the literature.
Once heralded in the 1950s and 1960s as a model welfare state, Sweden is now in transition and in trouble since its economic plunge in the early 1990s. They discuss various possible economic and sociological explanations for the difference, including different attitudes to the poor, notions of social responsibility, and attitudes to race.
The Fund has recognized in recent years that one cannot separate issues of economic growth and stability on one hand and equality on the other. Indeed, there is a strong case for considering inequality and an inability to sustain economic growth as two sides of the same coin. Central to the Fund’s mandate is providing advice that will enable members’ economies to grow on a sustained basis. But the Fund has rightly been cautious about recommending the use of redistributive policies given that such policies may themselves undercut economic efficiency and the prospects for sustained growth (the so-called “leaky bucket” hypothesis written about by the famous Yale economist Arthur Okun in the 1970s). This SDN follows up the previous SDN on inequality and growth by focusing on the role of redistribution. It finds that, from the perspective of the best available macroeconomic data, there is not a lot of evidence that redistribution has in fact undercut economic growth (except in extreme cases). One should be careful not to assume therefore—as Okun and others have—that there is a big tradeoff between redistribution and growth. The best available macroeconomic data do not support such a conclusion.
Until the 1990s social policy played an integrative role in Canada, providing a counter-narrative to claims that federalism and diversity undermine the potential of social policy. Today, however, the Canadian model is under strain, reflecting changes in both the welfare state and the immigration-citizenship-multiculturalism regime. Federalism and the Welfare State in a Multicultural World illustrates that there are clear trends that, if unchecked, may exacerbate rather than overcome important social cleavages. The editors argue that we are at a crucial moment to re-evaluate the role of social policy in a federal state and a multicultural society, and if federalism and diversity challenge traditional models of the nation-building function of social policy, they also open up new pathways for social policy to overcome social divisions. Complacency about, or naive celebration of, the Canadian model is unwarranted, but it is premature to conclude that the model is irredeemably broken, or that all the developments are centrifugal rather than centripetal. Social policy is integral to mitigating divisions of class, region, language, race, and ethnicity, and its underlying values of solidarity and risk-sharing also make it a critical mechanism for nation-building. Whether social policy actually accomplishes these goals is variable and contested. The essays in this volume provide some timely answers.

Sweden is well known for the success of its welfare state. Many believe that success was made possible in part by the country's ethnic homogeneity and that the increased diversity of Sweden’s population is putting its welfare state at risk. Few, however, have suggested convincing mechanisms for explaining the precise relationship between relative ethnic homogeneity/heterogeneity and the welfare state. In this book Carly Elizabeth Schall acknowledges the important role of ethnic homogeneity in Sweden’s thriving welfare state, but she argues that it mattered primarily because political elites—especially social democrats—made it matter.Schall shows that diversity and the welfare state are related but that diversity does not undermine the welfare state in a straightforward way. Tracing the development of the Swedish welfare state from the late 1920s until the present day, she focuses on five historical periods of crisis. She argues that the story of Swedish national identity is a story of elite-driven hegemony-building and that the linking of social democracy and national identity colored the integration of immigrants in important ways. Social democracy could have withstood the challenge posed by immigration, but the faltering of social democratic hegemony opened a door for anti-immigrant sentiment. In her deft analysis of the relationship between immigration and the welfare state in Sweden, Schall makes a compelling argument that has relevance for immigration policy in the United States and elsewhere.
