Henry O. Pollak Chairman of the International Program Committee Bell Laboratories Murray Hill, New Jersey, USA The Fourth International Congress on Mathematics Education was held in Berkeley, California, USA, August 10-16, 1980. Previous Congresses were held in Lyons in 1969, Exeter in 1972, and Karlsruhe in 1976. Attendance at Berkeley was about 1800 full and 500 associate members from about 90 countries; at least half of these come from outside of North America. About 450 persons participated in the program either as speakers or as presiders; approximately 40 percent of these came from the U.S. or Canada. There were four plenary addresses; they were delivered by Hans Freudenthal on major problems of mathematics education, Hermina Sinclair on the relationship between the learning of language and of mathematics, Seymour Papert on the computer as carrier of mathematical culture, and Hua Loo-Keng on popularising and applying mathematical methods. Gearge Polya was the honorary president of the Congress; illness prevented his planned attendence but he sent a brief presentation entitled, "Mathematics Improves the Mind". There was a full program of speakers, panelists, debates, miniconferences, and meetings of working and study groups. In addition, 18 major projects from around the world were invited to make presentations, and various groups representing special areas of concern had the opportunity to meet and to plan their future activities.

This invaluable book provides an account of Operational Research in Britain, the country of its inception, from the late 1930s to 1970. Originating in response to the country's air defence needs against the Luftwaffe, Operational Research had outstanding achievements as part of the 'secret war' against Nazi Germany. After 1945, the discipline began to be adopted in an increasing range of industries and services. In the 1960s -- by which time it was being incorporated in to university curricula -- the discipline began to penetrate into civil government departments. The history of Operational Research provides unique insights into the conduct of modern warfare, the professionalisation of business management and the modernisation of the civil service. The chronological coverage, from the late 1930s to 1970, coincides with 'golden age' of Operational Research, when the discipline was presented as a means of achieving optimum solutions to complex managerial problems. Integer Prograw~ing is one of the most fascinating and difficult areas in the field of Mathematical Optimization. Due to this fact notable research contributions to Integer Programming have been made in very different branches of mathematics and its applications. Since these publications are scattered over many journals, proceedings volumes, monographs, and working papers, a comprehensive bibliography of all these sources is a helpful tool even for specialists in this field. I initiated this compilation of literature in 1970 at the Institut fur ~konometrie und Operations Research, University of Bonn. Since then many collaborators have contributed to and worked on it. Among them Dipl.-Math. Claus Kastning has done the bulk of the work. With great perseverance and diligence he has gathered all the material and checked it with the original sources. The main aim was to incorporate rare and not easily accessible sources like Russian journals, preprints or unpublished papers. Without the invaluable and dedicated engagement of Claus Kastning the bibliography would never have reached this final version. For this reason he must be considered its responsible editor. As with any other collection this literature list has a subjective viewpoint and may be in some sense incomplete. We have however tried to be as complete as possible. The bibliography contains 4704 different publications by 6767 authors which were classified by 11839 descriptor entries.

Policy Sciences presents the framework of situational normativism, a descriptive-normative methodology by which the components of policy sciences may be pragmatically integrated and applied to real decision problems. The uniqueness of this approach derives from the integration of behavioral, political, and social considerations with a broad range of systems and quantitative methodologies. Furthermore, this approach encompasses specific considerations of implementation, political feasibility, and organization redesign. Organized into three parts, this book begins with an overview of policy sciences followed by a description of the adaptive analytical framework of situational normativism. Policy making is considered as a process of adaptation and a policy-making system generally composed of two or more coupled policy makers, each of whom is viewed as an adaptive purposeful system, is described.
