This book provides a systematic analysis of the EU’s extensive, but so far largely failed, efforts to promote democracy in the Mediterranean region, thoroughly assessing its democracy promotion in relation to two Mediterranean countries – Jordan and Turkey. By pinpointing essential prerequisites for democracy promotion and analyzing how the EU’s policies have related to these, the author offers a theoretically based analytical framework focused on the importance of the local orientation and ownership of the project of democratization, and the broader dialogue between the democracy promoter and the partner society. The author concludes that there are basic deficiencies in the EU’s democracy promotion, leading to policy implications of vital importance as the EU now grapples with how to make its democracy promotion successful. Political conditionality involves the linking of development aid to certain standards of observance of human rights and (liberal) democracy in recipient countries. Although this may seem to be an innocent policy, it has the potential to bring about a dramatic change in the basic principles of the international system: putting human rights first means putting respect for individuals and rights before respect for the sovereignty of states.
This book presents a topical, holistic assessment of the European Union’s democracy promotion in South-East Europe, Eastern Europe, and Central Asia, analyzed through the prism of the Normative Power Europe (NPE) framework of transnational policy formation. To do so, it brings together three scholarly domains that traditionally stand apart and are discussed separately. The first addresses the notion of the European Union conducting a normatively-driven foreign policy both near and far abroad. The second is concerned with the legitimacy, operationality, and effectiveness of promoting democracy in third-world countries. The third addresses the quality of the relationship the European Union has been able to establish with some vital – yet often troubled – countries in South-East Europe, Eastern Europe, and Central Asia. Finally, based on the empirical findings presented in each chapter, this volume concludes by rethinking the concept and relevance of NPE to the field’s understanding of the EU’s foreign policy making. This edited volume offers the reader both a theoretically and empirically rich analysis of the European Union’s efforts to promote democracy abroad. As such is scholars and students of EU studies, particularly EU foreign policy, as well as policy makers at EU and national level and civil society representatives responsible for designing/implementing democracy promoting projects on the ground.

Democracy promotion is an established principle in US and EU foreign policies today, but how did it become so? This comparative study explores the promotion of democracy, focusing on exponents from emerging democracies alongside more established Western models, and investigates the impact of democratic interests on foreign policy.
The tension between the aim of creating sustainable multilateral region-building dynamics and the need to find more differentiated and flexible forms of cooperation has been ever-present in Euro-Mediterranean relations. The proliferation of different and partially overlapping initiatives in recent years – the Euro-Mediterranean Partnership, the European Neighbourhood Policy and the Union for the Mediterranean – is a plain expression of this tension. The 2011 episodes of regime-change in the Arab world have once again placed the debate about differentiation in EU’s relations with Southern and Eastern Mediterranean Countries at the top of the Union’s foreign policy agenda. This book contributes to theoretical and practical debates on whether differentiation processes can aid or hinder policy convergence processes and region-building efforts more widely. The contributions to this collection assess the actual significance and consequences of differentiation in Euro-Mediterranean relations through sector-specific in-depth analyses, covering issue areas as varied as environmental policy, migration, foreign and defence policy, trade, energy, civil protection and democracy promotion. The particular angle and comprehensive analysis of this book will make it of great interest for both scholars and policy makers alike in a moment when Euro-Mediterranean are in need of a thorough rethink. Democracy promotion in the Middle East and North Africa (MENA) remains a central pillar of the foreign policy the European Union (EU). Rather than concentrating on the relations between the incumbent authoritarian regimes and the opposition in the relevant countries, and on the degree to which these relations are affected by EU efforts at promoting democracy, human rights and the rule of law (an outside-in approach), this collection of articles inverts the focus of such relationships and attempts to look at them ‘inside-out’. While some contributions also emphasise the ‘outside-in’ axis, given that this continues to be analytically rewarding, the overarching thrust of this book is to provide some empirical substance for the claim that EU policy making is not unidirectional and is influenced by the perceptions and actions of its ‘targets’. Thus, the focus is on domestic political changes on the ground in the MENA and how they link into what the EU is attempting to achieve in the region. Finally, the self-representation of the EU and its (lack of a) clear regional role is discussed. This book was published as a special issue of Democratization.
Recent efforts by the United States and its allies to promote democracy, security, and stability in the Middle East owe much to the Euro-Mediterranean Partnership (EMP) – also known as the Barcelona Process – an important region-building plan in the Mediterranean region since 1995. The Convergence of Civilizations represents the output of an innovative and much needed collaborative project focused on the EMP. Editors Emanuel Adler, Beverly Crawford, Federica Bicchi, and Rafaella A. Del Sarto have set out to show that regional security and stability may be achieved through a cultural approach based on the concept of regional identity construction, and aim to take stock of the EMP in relation to this goal. The contributors to this collection focus on the obstacles Mediterranean region construction faces due to post 9/11 regional and global events, the difficulties of the Israeli-Palestinian peace process, tensions between the EU and the US over Iraq, and the expected consequences of EU enlargement. They also seek to bring the EMP and region-making practices to the attention of American scholars in order to promote a more fertile academic exchange. Ultimately, the contributors demonstrate that the EMP and related region-making practices, while failing so far to promote the development of a Mediterranean regional identity and to achieve regional stability, suggest nonetheless a viable model for regional partnership and cooperation, and thus, for preventing a 'clash of civilizations' in the long haul. The Convergence of Civilizations will be an important tool for meeting the current global challenges being faced by nation-states as well as those in the future.
EU external democracy promotion has traditionally been based on ‘linkage’, i.e. bottom-up support for democratic forces in third countries, and ‘leverage’, i.e. the top-down inducement of political elites towards democratic reforms through political conditionality. The advent of the European Neighbourhood Policy and new forms of association have introduced a new, third model of democracy promotion which rests in functional cooperation between administrations. This volume comparatively defines and assesses these three models of external democracy promotion in the EU’s relations with its eastern and southern neighbours. It argues that while ‘linkage’ has hitherto failed to produce tangible outcomes, and the success of ‘leverage’ has basically been tied to an EU membership perspective, the ‘governance’ model of democracy promotion bears greater potential beyond the circle of candidate countries. This third approach, while not tackling the core institutions of the political system as such, but rather promoting transparency, accountability, and participation at the level of state administration, may turn out to remain the EU’s most tangible form of democratic governance promotion in the future. Several events in the past few years have dramatically shown how the interests of European citizens are directly affected by the stability, security and prosperity of their neighbouring regions. At the same time, the European Union and its member states face many challenges and dilemmas in designing and pursuing policies that not only effectively promote these interests, but also build stronger partnerships with neighbouring countries based on the values on which the Union is founded. First the Arab revolts and then Russia’s assertiveness in the eastern neighbourhood prompted reviews by the EU of its European Neighbourhood Policy (ENP), in 2011 and 2015, respectively. These reviews, in turn, have renewed scholarly interest in the ENP. By deliberately focusing on the recent literature (since 2011), this book by CEPS identifies the factors that explain the (lack of) effectiveness and coherence of the ENP. This exercise has resulted in a rich overview of and deep reflection on a wide variety of ENP-related themes, such as conditionality and leverage, the interests vs values dilemma and the role of third parties. The study identifies where there is consensus among scholars and where perspectives and judgements differ. It also identifies important gaps in the literature where further research is needed. This book will be of interest to a wide audience of officials, diplomats, parliamentarians, researchers at think tanks, civil society organisations, university teachers, trainers, students and journalists who want to know more about the challenges and dilemmas arising from the ENP. The work has been carried out by a team of researchers from CEPS in Brussels, with the support of the Policy and Operations Evaluation Department (IOB) of the Ministry of Foreign Affairs of the Netherlands.
