Over the past five years, the Indo-Pacific region's importance for Europe has grown significantly. However, the launch of the EU Strategy for cooperation in the Indo-Pacific in September 2021 and its subsequent implementation have been affected by growing polarisation between the US and China, and by a fast-changing scenario caused by the Russian invasion of Ukraine. This Report examines the state and perspectives of the EU's Indo-Pacific strategy, 18 months after its launch. Are there avenues for cooperation with regional military initiatives, such as the QUAD? How is the economic landscape changing, in particular after the start of negotiations for the Indo-Pacific Economic Framework for Prosperity (IPEF)? What are the main strategies of Indo-Pacific countries for the green transition? And how do the US, China, and ASEAN countries view and act in the Indo-Pacific region?
The Indian Ocean, with its critical routes for global commerce, is a potentially volatile location for geopolitical strife. Even as the region’s role in the international economy and as a highway to conflict zones increases, the US has failed to advance a coherent strategy for protecting its interests in the Indian Ocean or for managing complex diplomatic relationships across the region. The Indian Ocean and US Grand Strategy presents a range of viewpoints about whether and how the US should alter its diplomatic and military strategies for this region. Contributors examine US interests in the Indian Ocean, assess the relative critical importance or imperiled nature of these interests, and propose solutions for American strategy ranging from minimal change to maximum engagement. From 30 January to 1 February 2019 the Daniel K. Inouye Asia-Pacific Center forSecurity Studies hosted a Department of Defense Regional Center collaborationtitled "China's Global Reach: A Security Assessment." The goal of the workshopwas to leverage expertise and unique perspectives from all five Regional Centersto examine the actions and intentions of the People's Republic of China. To understand how these global activities impact the United States, this analysis was conducted within the context of the PRC's perspective of its own foreign policy, as well as under a state of strategic competition, as referenced in the 2017 National Security Strategy and 2018 National Defense Strategy. The workshopleveraged the insights gained from a broad range of experts to formulate policyrecommendations for defending state interests in the face of growing PRC assertiveness. This book analyses the competing power politics that exists between the three major Asian powers - China, India and Japan - on infrastructural development across the Indo-Pacific. It examines the competing policies and perspectives of these Asian powers on infrastructure developmental initiatives and explores the commonalities and contradictions between them that shape their ideas and interests. In brief, the volume looks into the strategic contention that exists between China`s "Belt and Road Initiative" (BRI; earlier officially known as "One Belt, One Road" - OBOR) and Japan`s "Expanded Partnership for Quality Infrastructure" (PQI) and initiatives like the Asia-Africa Growth Corridor (AAGC) that position India`s geostrategic and geo-economic interests in between these two competing powers and their mammoth infrastructural initiatives.
In 2015, Congress tasked the Department of Defense to commission an independent assessment of U.S. military strategy and force posture in the Asia-Pacific, as well as that of U.S. allies and partners, over the next decade. This CSIS study fulfills that congressional requirement. The authors assess U.S. progress to date and recommend initiatives necessary to protect U.S. interests in the Pacific Command area of responsibility through 2025. Four lines of effort are highlighted: (1) Washington needs to continue aligning Asia strategy within the U.S. government and with allies and partners; (2) U.S. leaders should accelerate efforts to strengthen ally and partner capability, capacity, resilience, and interoperability; (3) the United States should sustain and expand U.S. military presence in the Asia-Pacific region; and (4) the United States should accelerate development of innovative capabilities and concepts for U.S. forces.
Rising densities of human settlements, migration and transport to reduce distances to market, and specialization and trade facilitated by fewer international divisions are central to economic development. The transformations along these three dimensions density, distance, and division are most noticeable in North America, Western Europe, and Japan, but countries in Asia and Eastern Europe are changing in ways similar in scope and speed. 'World Development Report 2009: Reshaping Economic Geography' concludes that these spatial transformations are essential, and should be encouraged. The conclusion is not without controversy. Slum-dwellers now number a billion, but the rush to cities continues. Globalization is believed to benefit many, but not the billion people living in lagging areas of developing nations. High poverty and mortality persist among the world's 'bottom billion', while others grow wealthier and live longer lives. Concern for these three billion often comes with the prescription that growth must be made spatially balanced. The WDR has a different message: economic growth is seldom balanced, and efforts to spread it out prematurely will jeopardize progress. The Report: documents how production becomes more concentrated spatially as economies grow. proposes economic integration as the principle for promoting successful spatial transformations. revisits the debates on urbanization, territorial development, and regional integration and shows how today's developers can reshape economic geography.
