Pointing the way to a new history of the transformation of British subjects into American citizens, State and Citizen challenges the presumption that the early American state was weak by exploring the changing legal and political meaning of citizenship. The volume’s distinguished contributors cast new light on the shift from subjecthood to citizenship during the American Revolution by showing that the federal state played a much greater part than is commonly supposed. Going beyond master narratives—celebratory or revisionist—that center on founding principles, the contributors argue that geopolitical realities and the federal state were at the center of early American political development. The volume’s editors, Peter Thompson and Peter S. Onuf, bring together political science and historical methodologies to demonstrate that citizenship was a political as well as a legal concept. The American state, this collection argues, was formed and evolved in a more dialectical relationship between citizens and government authority than is generally acknowledged. This book addresses the politically charged issue of citizenship and English language learning among adult migrants in the UK. Whilst citizenship learning is inherent in English for Speakers of Other Languages (ESOL), the book argues that top-down approaches and externally-designed curricula are not a productive or useful approach. Meaningful citizenship education in adult ESOL is possible, however, if it brings social and political content centre-stage alongside pedagogy which develops the capabilities for active, grassroots, participatory citizenship. The chapters deliver a detailed examination of citizenship and ESOL in the UK. They address a range of community and college-based settings and the needs and circumstances of different groups of ESOL students, including refugees, migrant mothers, job seekers and students with mental health needs. The book draws attention to the crucial role of ESOL teachers as ‘brokers of citizenship’ mediating between national policy and the experiences and needs of adult migrant students. This book explores the significance and meaning of the countryside within mid-twentieth century youth movements. It examines the ways in which the Boy Scouts, Girl Guides, Woodcraft Folk and Young Farmers’ Club organisations employed the countryside as a space within which ‘good citizenship’ – in leisure, work, the home and the community – could be developed. Mid-century youth movements identified the ‘problem’ of modern youth as a predominantly urban and working class issue. They held that the countryside offered an effective antidote to these problems: being a ‘good citizen’ within this context necessitated a respectful and mutually beneficial relationship with the rural sphere. Avenues to good citizenship could be found through an enthusiasm for outdoor recreation, the stewardship of the countryside and work on the land. However, models of good citizenship were intrinsically gendered.
In Lives in Translation, Kathleen Hall investigates the cultural politics of immigration and citizenship, education and identity-formation among Sikh youth whose parents migrated to England from India and East Africa. Legally British, these young people encounter race as a barrier to becoming truly "English." Hall breaks with conventional ethnographies about immigrant groups by placing this paradox of modern citizenship at the center of her study, considering Sikh immigration within a broader analysis of the making of a multiracial postcolonial British nation. The postwar British public sphere has been a contested terrain on which the politics of cultural pluralism and of social incorporation have configured the possibilities and the limitations of citizenship and national belonging. Hall's rich ethnographic account directs attention to the shifting fields of power and cultural politics in the public sphere, where collective identities, social statuses, and cultural subjectivities are produced in law and policy, education and the media, as well as in families, peer groups, ethnic networks, and religious organizations. Hall uses a blend of interviews, fieldwork, and archival research to challenge the assimilationist narrative of the traditional immigration myth, demonstrating how migrant people come to know themselves and others through contradictory experiences of social conflict and solidarity across different social fields within the public sphere. Lives in Translation chronicles the stories of Sikh youth, the cultural dilemmas they face, the situated identities they perform, and the life choices they make as they navigate their own journeys to citizenship.
In Projecting Citizenship, Gabrielle Moser gives a comprehensive account of an unusual project produced by the British government’s Colonial Office Visual Instruction Committee at the beginning of the twentieth century—a series of lantern slide lectures that combined geography education and photography to teach schoolchildren around the world what it meant to look and to feel like an imperial citizen. Through detailed archival research and close readings, Moser elucidates the impact of this vast collection of photographs documenting the land and peoples of the British Empire, circulated between 1902 and 1945 in classrooms from Canada to Hong Kong, from the West Indies to Australia. Moser argues that these photographs played a central role in the invention and representation of imperial citizenship. She shows how citizenship became a photographable and teachable subject by tracing the intended readings of the images that the committee hoped to impart to viewers and analyzing how spectators may have used their encounters with these photographs for protest and resistance. Interweaving political and economic history, history of pedagogy, and theories of citizenship with a consideration of the aesthetic and affective dimensions of viewing the lectures, Projecting Citizenship offers important insights into the social inequalities and visual language of colonial rule.
This book explores the process of acquiring UK citizenship and investigates how the naturalisation process is experienced, with an explicit focus on language practices. This ethnographically-informed study focuses on W, a Yemeni immigrant in the UK, during the final phase of the citizenship process. In this time, he encounters linguistic trials and tests involving the Life in the UK citizenship test, community life, ESOL (English for Speakers of Other Languages), adult education and the citizenship ceremony. The richness of linguistic data featured in this book allows for a nuanced portrayal of the complexities of becoming a citizen. This is especially so in the context of the UK's assimilationist form of citizenship which is reflected in the introduction of a citizenship test within a broader socio-political climate. Becoming a Citizen offers a detailed analysis of the linguistic process of naturalisation in the the UK and is relevant to scholars working in sociolinguistics, language policy, migration studies and ethnographic research.
