Vietnam is acknowledged to be REDD+ pioneer country, having adopted REDD+ in 2009. This paper is an updated version of Vietnam’s REDD+ Country Profile which was first published by CIFOR in 2012. Our findings show that forest cover has increased since 2012, but enhancing, or even maintaining, forest quality remains a challenge. Drivers of deforestation and degradation in Vietnam, including legal and illegal logging, conversion of forest for national development goals and commercial agriculture, weak law enforcement and weak governance, have persisted since 2012 up to 2017. However, with strong political commitment, the government has made significant progress in addressing major drivers, such as the expansion of hydropower plants and rubber plantations.Since 2012, Vietnam has also signed important international treaties and agreements on trade, such as Voluntary Partnership Agreements (VPAs) through the European Union’s (EU) Forest Law Enforcement. These new policies have enhanced the role of the forestry sector within the overall national economy and provided a strong legal framework and incentives for forestuser groups and government agencies to take part in forest protection and development. Nevertheless, new market rules and international trade patterns also pose significant challenges for Vietnam, where the domestic forestry sector is characterized by state-owned companies and a large number of domestic firms that struggle to comply with these new rules.The climate change policies, national REDD+ strategy and REDD+ institutional setting has been refined and revised over time. However, uncertain and complex international requirements on REDD+ and limited funding have weakened the government’s interest in and political commitment to REDD+. REDD+ policies in Vietnam have shown significant progress in terms of its monitoring, reporting and verification (MRV) systems, forest reference emission levels (FREL), and performance-based and benefit-sharing mechanisms by taking into account lessons learnt from its national Payment for Forest Environmental Services (PFES) Scheme. Evidence also shows increasing efforts of government and international communities to ground forestry policies in a participatory decision-making processes and the progress on developing safeguarding policies in Vietnam between 2012 and 2017 affirms the government’s interest in pursuing an equitable REDD+ implementation. Policy documents have fully recognized the need to give civil society organizations (CSOs) and ethnic groups political space and include them in decision making. Yet, participation remains token. Government provision for tenure security and carbon rights for local households are still being developed, with little progress since 2012.The effectiveness of REDD+ policies in addressing drivers of deforestation and degradation has not be proven, even though the revised NRAP has recently been approved. However, the fact that drivers of deforestation and degradation are outside of the forestry sector and have a strong link to national economic development goals points to an uneasy pathway for REDD+. The business case for REDD+ in Vietnam has not been proven, due to an uncertain carbon market, increasing requirements from donors and developed countries, and high transaction and implementation costs. Current efforts toward 3Es outcomes of REDD+ could be enhanced by stronger political commitment to addressing the drivers of deforestation from all sectors, broader changes in policy framework that create both incentives and disincentives for avoiding deforestation and degradation, cross-sectoral collaboration, and committed funding from both the government and developed countries.

The COVID-19 pandemic is a global human health crisis that is deeply intertwined with the global biodiversity crisis. It originated when a zoonotic virus spilled over from wild animals to humans. Viruses can spread easily in disturbed ecosystems, and with increasing contact between humans and wildlife the risk of contagion grows. Conservation is crucial to reduce the risks of future pandemics, but the current pandemic also impacts on conservation in many ways. In this Briefing Paper we suggest strategies to alleviate the pandemic's adverse effects on conservation in the Global South. Many zoonoses originate there, and livelihoods are strongly dependent on natural resources. The paper considers the pandemic's overarching economic implica-tions for protected and other conserved areas, and specific ramifications for the tourism and wildlife trade sectors, which are closely related to these areas. As economies shrink, natural resources come under pressure from various sides. Financial resources are reallocated from the conservation to the health sector, countries decrease environmental protection standards to boost economic recovery, and poor people in rural regions resort to protected wild resources as a subsistence strategy. Together, these trends speed up the loss of biodiversity and ecosystem services and create supportive conditions for the emergence of zoonotic disease and the undermining of livelihoods. Before the COVID-19 pandemic, nature-based tourism was a multi-billion dollar industry, and the temporary breakdown in tourism is having both positive and negative impacts on sustainable development. On the negative side, many people employed in tourism have lost their jobs and livelihoods, and a key source of funding for management of protected areas has been depleted. On the positive side, a temporary decline in tourism has given nature time to recover, and a drop in international flights has lowered global carbon emissions from air travel. The need for the industry to plan its post-COVID outlook offers a chance to promote more community-driven tourism to support inclusion of local people. Wildlife trade - a major spreader of zoonotic viruses - has been banned in response to the pandemic in some countries. Yet social safeguards for local communities dependent on protein from wild animals are still largely missing. Our recommendations to address these challenges are that conservation must remain high on the international agenda, especially in the midst of a global health crisis that could quickly repeat itself if ecosystem destruction continues at the current pace. Environmental legislation must be upheld and funding made available for sustainable livelihoods. The resurgence of nature-based tourism should be supported because of its potential to generate conservation funding and income for local communities. In the meantime, the tourism industry should work on further reducing its environmental footprint and improving community self-determination. Bans on wildlife trade need to be designed in ways that do not undermine communities' need for sources of protein.

In recent years, species and ecosystems have been threatened by many anthropogenic factors manifested in local and global declines of populations and species. Although we consider conservation medicine an emerging field, the concept is the result of the long evolution of transdisciplinary thinking within the health and ecological sciences and the better understanding of the complexity within these various fields of knowledge. Conservation medicine was born from the cross fertilization of ideas generated by this new transdisciplinary design. It examines the links among changes in climate, habitat quality, and land use; emergence and re-emergence of infectious agents, parasites and environmental contaminants; and maintenance of biodiversity and ecosystem functions as they sustain the health of plant and animal communities including humans. During the past ten years, new tools and institutional initiatives for assessing and monitoring ecological health concerns have emerged: landscape epidemiology, disease ecological modeling and web-based analytics. New types of integrated ecological health assessment are being deployed; these efforts incorporate environmental indicator studies with specific biomedical diagnostic tools. Other innovations include the development of non-invasive physiological and behavioral monitoring techniques; the adaptation of modern molecular biological and biomedical techniques; the design of population level disease monitoring strategies; the creation of ecosystem-based health and sentinel species surveillance approaches; and the adaptation of health monitoring systems for appropriate developing country situations. New Directions of Conservation Medicine: Applied Cases of Ecological Health addresses these issues with relevant case studies and detailed applied examples. New Directions of Conservation Medicine challenges the notion that human health is an isolated concern removed from the bounds of ecology and species interactions. Human health, animal health, and ecosystem health are moving closer together and at some point, it will be inconceivable that there was ever a clear division.
