In recent years, the European Union (EU) has become more prominent and effective as a crisis manager. This paper argues that the idea of the Comprehensive Approach and the European External Action Service (EEAS) institutional project have been substantially shaped by High Representative Ashton. A focus on the newly created Crisis Response and Operational Coordination Department within the EEAS is employed for analysing the recent post-Lisbon changes in the EU crisis management architecture. Based on a series of in-depth interviews with EU and national officials, the paper contemplates the role for the EU in complex crises, in particular the potential contribution of the EU's Crisis Response System.
This innovative and timely consideration of the European Union’s crisis response mechanisms brings together scholars from a range of disciplinary backgrounds to examine how and why the EU responds to crises on its borders and further afield. The work is based on extensive fieldwork in – among other places – Afghanistan, Libya, Mali and Iraq. The book considers the construction of crises and how some issues are deemed crises and others not. A major finding from this comparative study is that EU crisis response interventions have been placing increasing emphasis on security and stabilisation and less emphasis on human rights and democratisation. This changes – quite fundamentally – the EU’s stance as an international actor and leads to questions about the nature of the European Union and how it perceives itself and is perceived by others.

In European External Action Service, Mauro Gatti provides a legal analysis of the EU’s ‘foreign ministry’. The European External Action Service (EEAS) was created to coordinate the supranational and intergovernmental areas of EU external relations, but it is unclear whether and how it may attain this objective. Through an analysis of law and practice, Gatti demonstrates that the EEAS is capable of effectively promoting coherence in EU external relations. Although working independently from EU institutions and Member States, the EEAS can coordinate their activities at an administrative level. The EEAS is thus ideally placed to bring together EU external action instruments, including diplomatic efforts, development cooperation, and security policies.

This book provides a broad geopolitical and legal analysis of the longer-term dispute between the Belarusian regime and the European Union, played out through conflict on the Polish–Belarusian border, which started in 2021. Although Poland finds itself at the center of this conflict, the book covers all countries whose territorial integrity has been affected, revealing a Belarusian regime taking advantage of the refugee crisis as a tool of hybrid warfare for destabilizing the political situation. As such, it also examines the role of Russia and its influence by means of its Belarusian neighbor, exposing the underlying motivations and mechanisms used by the Lukashenko regime towards the European community. This handbook comprehensively explores the European Union’s institutional and policy responses to crises across policy domains and institutions – including the Euro crisis, Brexit, the Ukraine crisis, the refugee crisis, as well as the global health crisis resulting from COVID-19. It contributes to our understanding of how crisis affects institutional change and continuity, decision-making behavior and processes, and public policy-making. It offers a systematic discussion of how the existing repertoire of theories understand crisis and how well they capture times of unrest and events of disintegration. More generally, the handbook looks at how public organizations cope with crises, and thus probes how sustainable and resilient public organizations are in times of crisis and unrest.
In addressing humanitarian crises, the international community has long understood the need to extend beyond providing immediate relief, and to engage with long-term recovery activities and the prevention of similar crises in the future. However, this continuum from short-term relief to rehabilitation and development has often proved difficult to achieve. This book aims to shed light on the continuum of humanitarian crisis management, particularly from the viewpoint of major bilateral donors and agencies. Focusing on cases of armed conflicts and disasters, the authors describe the evolution of approaches and lessons learnt in practice when moving from emergency relief to recovery and prevention of future crises. Drawing on an extensive research project conducted by the Japan International Cooperation Agency Research Institute, this book compares how a range of international organizations, bilateral cooperation agencies, NGOs, and research institutes have approached the continuum in international humanitarian crisis management. The book draws on six humanitarian crises case studies, each resulting from armed conflict or natural disasters: Timor-Leste, South Sudan, the Syrian crisis, Hurricane Mitch in Honduras, the Indian Ocean earthquake and tsunami in Indonesia, and Typhoon Yolanda. The book concludes by proposing a common conceptual framework designed to appeal to different stakeholders involved in crisis management. Following on from the World Humanitarian Summit, where a new way of working on the humanitarian-development nexus was highlighted as one of five major priority trends, this book is a timely contribution to the debate which should interest researchers of humanitarian studies, conflict and peace studies, and disaster risk-management.
This book investigates the emergence of an EU strategic intelligence community as a complex multi-dimensional networked construction. It examines the constitution, structure and performance of EU intelligence arrangements as part of security policies of the European Union. Intelligence security has become a remarkable feature of the European integration processes. This study assess the ability of EU Member States, as well as relevant institutions and agencies, to develop effective, legitimate and accountable institutions and mechanisms for collection, transmission, processing and exchange of intelligence. In this regard, synergy is a key indicator that validates the ability to create the European strategic intelligence community in the EU’s legal and institutional framework. This groundbreaking project constructs a comprehensive model of the intelligence community as a distorted epistemic community tailored to singularities of EU security policies and systemic arrangements provided by EU institutions and agencies.
