This book provides an overview of the gas industry and markets in the CIS. This region's strategic importance as one of the largest gas producers has largely been ignored- with the exception of Russia. The book is comprised of 10 country chapters, covering production, decision-making and regulation, domestic market reform, and trade issues.
Korea was the first non-G7 member and Asian country to host the recent G20 Summit, acting as a bridge between advanced and developing nations. At the G20 Seoul Summit, green growth as well as development and a global financial safety net were on the agenda. Energy subsidies are aimed at protecting consumers, however, subsidies aggravate fiscal imbalances, crowd out priority public spending, and depress private investment, including in the energy sector. This book provides the most comprehensive estimates of energy subsidies currently available for 176 countries and an analysis of “how to do” energy subsidy reform, drawing on insights from 22 country case studies undertaken by the IMF staff and analyses carried out by other institutions.
Since the beginning of the 1990s, Europe has been struggling to establish a competitive as well as a fully integrated internal energy market. Until the early 1990s, the European energy markets consisted of national monopolies possessing vertically integrated structures. They were also still nationally segregated. Since, the EU has made the decision to open European energy markets to competition and subsequently establish an internal energy market. The European energy markets are currently controlled by a dual structure consisting of two different regulatory frameworks: competition law and sector-specific regulations. The primary goal of these legal instruments is the establishment of an internal energy market. This book aims at analysing the development of the European energy markets and policies from the perspective of competition law as well as sector-specific regulations and, hence, identifying the problems regarding the introduction of competition into the energy markets.
This book is a comprehensive economic and legal study of the theoretical and practical aspects of the problems of increasing energy efficiency; self-motivation of energy saving by business entities within the framework of their corporate responsibility; regulatory mechanisms to stimulate energy conservation in the economy; civil-law regulation of foreign trade turnover of energy resources between economic entities of the Russian Federation and companies of member states of international integration associations – the CIS, EEMP, the EU and BRICS. It argues that technological energy saving plays a key role in reducing the energy intensity and increasing the energy efficiency of the economy, and substantiates the need for institutional support – including legal support for the participation of the Russian Federation – in various forms of international cooperation. Lastly, based on an analysis of current legislation, programs and recommendations, judicial and contractual practices, customs and trade procedures, it offers proposals for the developing, improving and unifying civil law regulation of obligations in the sphere of international trade in energy resources, as well as methodological recommendations for drafting foreign trade contracts in the energy sector.
"While the energy sector is a primary target of efforts to arrest and reverse the growth of greenhouse gas emissions and lower the carbon footprint of development, it is also expected to be increasingly affected by unavoidable climate consequences from the damage already induced in the biosphere. Energy services and resources, as well as seasonal demand, will be increasingly affected by changing trends, increasing variability, greater extremes and large inter-annual variations in climate parameters in some regions. All evidence suggests that adaptation is not an optional add-on but an essential reckoning on par with other business risks. Existing energy infrastructure, new infrastructure and future planning need to consider emerging climate conditions and impacts on design, construction, operation, and maintenance. Integrated risk-based planning processes will be critical to address the climate change impacts and harmonize actions within and across sectors. Also, awareness, knowledge, and capacity impede mainstreaming of climate adaptation into the energy sector. However, the formal knowledge base is still nascent?information needs are complex and to a certain extent regionally and sector specific. This report provides an up-to-date compendium of what is known about weather variability and projected climate trends and their impacts on energy service provision and demand. It discusses emerging practices and tools for managing these impacts and integrating climate considerations into planning processes and operational practices in an environment of uncertainty. It focuses on energy sector adaptation, rather than mitigation which is not discussed in this report. This report draws largely on available scientific and peer-reviewed literature in the public domain and takes the perspective of the developing world to the extent possible."
Living the High Life in Minsk looks at the sources of stability and instability in post-Soviet authoritarian states through the case study of President Lukashenka’s firm hold on power in Belarus. In particular, it seeks to understand the role of energy relations, policies, and discourses in the maintenance of this power. The central empirical question Balmaceda seeks to answer is what has been the role of energy policies in the maintenance of Lukashenka’s power in Belarus? In particular, it analyzes the role of energy policies in the management of Lukashenka’s relationship with three constituencies crucial to his hold on power: Russian actors, the Belarusian nomenklatura, and the Belarusian electorate. In terms of foreign relations, the book focuses on the factors explaining Lukashenka’s ability to project Belarus’ power in its relationship with Russia in such a way as to compensate for its objective high level of dependency, assuring high levels of energy subsidies and rents continuing well beyond the initial worsening of the relationship in c. 2004. In terms of domestic relations, Balmaceda examines Lukashenka’s specific use of those energy rents in such a way as to assure the continuing support of both the Belarusian nomenklatura and the Belarusian electorate.
This report attempts to project the balance between energy demand and supply for the 48 regional members of the Asian Development Bank. However, due to the unavailability of energy data, the Marshall Islands, the Federated States of Micronesia, and Tuvalu are not included in the study. The outlook results are presented by member, by subregion, and by region. Based on the projected energy demand and supply, carbon dioxide emissions and investment requirements are derived. These will offer a basis for policy making and development planning geared toward sustainable economic development in the regional members in Asia and the Pacific.
