In response to the outbreak of the COVID-19 pandemic, governments and international institutions took steps to contain the harmful consequences on citizens’ lives and health, as well as the economy. In the short term, the goal was to limit the spread of the virus and the effects of the restrictions on the economy and, in the longer run, to prevent the appearance of new cases, facilitate the end of social restrictions, reboot the economy, and return to a path of sustainable growth and development. This is an economic and legal exploration of the impact of the pandemic, in the Polish context, examining Polish society and the economy as well as the response of the Polish authorities to the pandemic. The choice of Poland as the subject of the research is justified by its specificity. On the one hand, Poland is a country undergoing systemic transformation with access to European and transatlantic institutions. On the other hand, in recent years, it has evolved towards a hybrid democracy and is currently diverging away from the EU project. The book presents Poland’s legal and institutional response to the pandemic, analysed through the prism of common European values and Poland’s international commitments. It signposts the financial solutions adopted by the EU in the aftermath of the outbreak to assess how they will be used in combatting the short and longer-term consequences of the pandemic in Poland. The book is an introduction to original research, shaped by the novelty of the subject matter, and as such, will be essential reading for students and researchers of economics, law, and international relations.
Global value chains (GVCs) have driven dramatic expansions in trade, productivity, and economic growth in developing countries. This book examines the impact of the COVID-19 pandemic on GVCs and explores whether they can continue to be a driver of trade and development. The report reviews previous crises and what these tell us about the resilience of GVC firms to shocks. It examines the observed impact of COVID-19 on trade during the sharp global recession of 2020. It summarizes discussions with GVC firms on the impacts of, and their responses to, the COVID shock. GVCs showed surprising resilience, but the rapid recovery raised new issues with supply chains. The book then explores simulations from a global economic model of the potential longer-term impacts of COVID-19 on developing countries and other key factors shaping the global economy, including the evolving role of China, increasing trade restrictions and policy responses to global warming. The analysis shows that while there are risks associated with GVCs, especially those concentrated around key nodes and where opportunities to find alternative suppliers or buyers are limited, there are mechanisms by which GVCs maintain trade relationships during a crisis, paving the way for a strong trade-led recovery. Measures are identified that can enhance the resilience of GVCs in low-income countries. This report finds that policies that maintain and enhance trade can contribute toward crisis management and recovery. Attempts to reshore production would make all countries worse off, including those that implement them, and could drive 52 million people, mainly in Africa, into extreme poverty. Measures to meet climate change commitments will have more profound impacts, leading to a shift away from carbon-intensive GVCs, while new opportunities for trade will arise in GVCs that are less carbon intensive.

Pandemic Economics applies economic theory to the Covid-19 era, exploring the micro and macro dimensions of the pre-pandemic, pandemic, and post-pandemic phases. The majority of the world’s children live in countries where local governments are responsible for the provision of basic education services. Although subnational governments manage their own education systems, they often rely on transfers from the central government for funding. The main purpose of this study is to assess how these fiscal transfers affect public funding for education and how they ultimately affect student schooling and learning outcomes. Through a careful analysis of how fiscal transfers have affected education systems in different contexts, the investigation develops a set of principles to support improvements in the design and implementation of transfer systems with a specific focus on the provision of education services. The study is centered on seven country case studies that aim to answer a set of common research questions using a similar approach. Country case studies were conducted in Brazil, Bulgaria, China, Colombia, Indonesia, Sudan, and Uganda. The analysis shows that fiscal transfer mechanisms can improve the adequacy of public education spending, reduce spending inequalities between regions, and improve spending efficiency. Moreover, the study highlights that carefully designed and implemented transfer systems can help raise overall education outcomes and reduce education inequality. COVID-19 has presented huge challenges to governments, businesses, civil societies, and people from all walks of life, but its impact has been highly variegated, affecting society in multiple negative ways, with uneven geographical and socioeconomic patterns. The crisis revealed existing contradictions and inequalities in society, compelling us to question what it means to return to “normal” and what insights can be gleaned from Southeast Asia for thinking about a post-pandemic world. In this regard, this edited volume collects the informed views of an ensemble of social scientists – area studies, development studies, and legal scholars; anthropologists, architects, economists, geographers, planners, sociologists, and urbanists; representing academic institutions, activist and charitable organisations, policy and research institutes, and areas of professional practice – who recognise the necessity of critical commentary and engaged scholarship. These contributions represent a wide-ranging set of views, collectively producing a compilation of reflections on the following three themes in particular: (1) Urbanisation, digital infrastructures, economies, and the environment; (2) Migrants, (im)mobilities, and borders; and (3) Collective action, communities, and mutual action. Overall, this edited volume first aims to speak from a situated position in relevant debates to challenge knowledge about the pandemic that has assigned selective and inequitable visibility to issues, people, or places, or which through its inferential or interpretive capacity has worked to set social expectations or assign validity to certain interventions with a bearing on the pandemic’s course and the future it has foretold.
