Probing the relationship between German political economy and everyday fiscal administration, The Disordered Police State focuses on the cameral sciences—a peculiarly German body of knowledge designed to train state officials—and in so doing offers a new vision of science and practice during the seventeenth and eighteenth-centuries. Andre Wakefield shows that the cameral sciences were at once natural, technological, and economic disciplines, but, more important, they also were strategic sciences, designed to procure patronage for their authors and good publicity for the German principalities in which they lived and worked. Cameralism, then, was the public face of the prince's most secret affairs; as such, it was an essentially dishonest enterprise. In an entertaining series of case studies on mining, textiles, forestry, and universities, Wakefield portrays cameralists in their own gritty terms. The result is a revolutionary new understanding about how the sciences created and maintained an image of the well-ordered police state in early modern Germany. In raising doubts about the status of these German sciences of the state, Wakefield ultimately questions many of our accepted narratives about science, culture, and society in early modern Europe.

Networks of Modernity: Germany in the Age of the Telegraph, 1830-1880 offers a fresh perspective on the history of Germany by investigating the origins and impact of the 'communications revolution' that transformed state and society during the nineteenth century. It focuses upon the period 1830-1880, exploring the interactions between the many different actors who developed, administered, and used one of the most important technologies of the period-the electric telegraph. It reveals the channels through which scientific and technical knowledge circulated across Central Europe during the 1830s and 1840s, stimulating both collaboration and confrontation between the scientists, technicians, businessmen, and bureaucrats involved in bringing the telegraph to life. It highlights the technology's impact upon the conduct of trade, finance, news distribution, and government in the tumultuous decades that witnessed the 1848 revolutions, the wars of unification, and the establishment of the Kaiserreich in 1871. Following the telegraph lines themselves, it weaves together the changes which took place at a local, regional, national, and eventually global level, revisiting the technology's impact upon concepts of space and time, and highlighting the importance of this period in laying the foundations for Germany's experience of a profoundly ambiguous, networked modernity.
Since the latter half of the 20th century, the economics departments of American universities were internationally renowned for providing competitive and advanced levels of education. However, from the 1870s up until the beginning of WWI, German universities held international supremacy when it came to the quality of teaching, the enrollment of foreign students, and scholarly publications. This book examines the role of the German Historical School of Economics (GHSE) in the development of the discipline of economics in the US during this period. The chapters explain that, prior to the influence of the GHSE, political economy was in a dismal state in the US, both as a profession and an academic discipline. As a result, many Americans elected to go to Germany in pursuit of an advanced education in political economy, having been inspired by the unmatched international reputations of theorists of the GHSE. After they returned home, these German-trained Americans challenged the dominant status of classical orthodoxy and revolutionized the discipline of economics in the US by importing the ideas, methods, and approaches of the GHSE. In doing so, they established the first dedicated political economy departments, graduate programs, and chairs at American universities and colleges. Although the precise magnitude and value of the influence of the GHSE is impossible to quantify, there is no doubt that Americans are deeply indebted to this school of thought for its contributions to the early development of the discipline of economics in the US. The chapters also examine what has been lost since: the current mainstream in economics has eliminated many of the features that were once so important to the discipline that it has effectively limited contemporary economics to a small fraction of the complex organism defined by the German Historical School. This situation has facilitated the poverty of the leading economic school of thought, as well as the discipline of economics in general. This book represents a significant contribution to the literature on the history of economic thought and economic education in the US. It will be of particular interest to students and scholars of economics, political science, sociology, and the philosophy of economics.

Technocrats claim to know how to solve the social and economic problems of complex modern societies. But as Jeffrey Friedman argues in Power without Knowledge, there is a fundamental flaw with technocracy: it requires an ability to predict how the people whom technocrats attempt to control will act in response to technocratic policies. However, the mass public's ideas-the ideas that drive their actions-are far too varied and diverse to be reliably predicted. But that is not the only problem. Friedman reminds us that a large part of contemporary mass politics, even populist mass politics, is essentially technocratic too. Members of the general public often assume that they are competent to decide which policies or politicians will be able to solve social and economic problems. Yet these ordinary "citizen-technocrats" typically regard the solutions to social problems as self-evident, such that politics becomes a matter of vetting public officials for their good intentions and strong wills, not their technocratic expertise. Finally, Friedman argues that technocratic experts themselves drastically oversimplify technocratic realities. Economists, for example, theorize that people respond rationally to the incentives they face. This theory is simplistic, but it gives the appearance of being able to predict people's behavior in response to technocratic policy initiatives. If stripped of such gross oversimplications, though, technocrats themselves would be forced to admit that a rational technocracy is nothing more than an impossible dream. Ranging widely over the philosophy of social science, rational choice theory, and empirical political science, Power without Knowledge is a pathbreaking work that upends traditional assumptions about technocracy and politics, forcing us to rethink our assumptions about the legitimacy of modern governance.
This edited volume is devoted to the history of moral concepts, including shame, contempt, happiness, conscience, cleanliness and 'the brick'. The chapters in this book are written from the diverse perspectives of the philosopher, theologian, linguist and historian of ideas. However, they are united in the conviction that these concepts are illuminated by being treated historically; or even, more strongly, that we cannot fully understand what they are now without knowing the history of how they have come to be. Viewed in this way, the history of moral concepts is a crucial preliminary to moral self-understanding, as well as an interesting enquiry in its own right. The chapters in this book were originally published as a special issue of the History of European Ideas.
The jurist and philosopher, Jeremy Bentham, and his lesser-known brother, Samuel, equally talented but as a naval architect, engineer and inventor, had a long love affair with Russia. Jeremy hoped to assist Empress Catherine II with her legislative projects. Samuel went to St Petersburg to seek his fortune in 1780 and came back with the rank of Brigadier-General and the idea, famously publicised by Jeremy, of the Inspection-House or Panopticon. The Bentham Brothers and Russia chronicles the brothers’ later involvement with the Russian Empire, when Jeremy focused his legislative hopes on Catherine’s grandson Emperor Alexander I (ruled 1801-25) and Samuel found a unique opportunity in 1806 to build a Panopticon in St Petersburg – the only panoptical building ever built by the Benthams themselves. Setting the Benthams’ projects within an in-depth portrayal of the Russian context, Roger Bartlett illuminates an important facet of their later careers and offers insight into their world view and way of thought. He also contributes towards the history of legal codification in Russia, which reached a significant peak in 1830, and towards the demythologising of the Panopticon, made notorious by Michel Foucault: the St Petersburg building, still relatively unknown, is described here in detail on the basis of archival sources. The Benthams’ interactions with Russia under Alexander I constituted a remarkable episode in Anglo-Russian relations; this book fills a significant gap in their history.
In the twilight of the Renaissance, the grand duke of Tuscany-a scion of the fabled Medici family of bankers-invited foreign merchants, artisans, and ship captains to settle in his port city of Livorno. The town quickly became one of the most bustling port cities in the Mediterranean, presenting a rich tableau of officials, merchants, mariners, and slaves. Nobody could have predicted in 1600 that their activities would contribute a chapter in the history of free trade. Yet by the late seventeenth century, the grand duke's invitation had evolved into a general program of hospitality towards foreign visitors, the liberal treatment of goods, and a model for the elimination of customs duties. Livorno was the earliest and most successful example of a free port in Europe. The story of Livorno shows the seeds of liberalism emerging, not from the studies of philosophers such as Adam Smith, but out of the nexus between commerce, politics, and identity in the early modern Mediterranean.
This study shows that modernity has its origins in the advancement of knowledge, and not in the Scientific Revolution.
